panic on the campus of uc berkeley this evening. this video was shot of thick smoke pouring out of the ground. an electrical explosion sent flames shooting out of the ground. >> a fire ball erupted. the building was intect but the fire ball was two times the height of the building. >> reporter: students tweeted out pictures of the explosion which hurt four people nearby. but none of them were seriously hurt. >> an emergency has been declared. >> reporter: police kept the campus shut down all evening with power out virtually everywhere. the power went out two hours before the explosion. students were using cell phones to light up the room. the power outage and dangerous explosion were likely caused by vandals stealing copper wiring. >> university engineers were bringing the power back online. it now appears that the damage caused by these unknown individuals was far more extensive and far more significant than was immediately seen and assessed. >> reporter: the hope is that the lights will be back on in the morning and time for class

power to a dozen buildings at uc berkeley. flames and thick black smoke were shooting out of this manhole just after 6:00 last night. the danger forced administrators to evacuate the campus. how the campus is recovering tonight and what led to the power outage. ann. >> reporter: the university says there was a copper wire theft that took place last week. that caused the power outage that happened here on campus yesterday at 4:30. they don't know yet whether or not that has anything to do with the explosion two hours later. >> this is the police department department. >> reporter: 6:30 last night an explosion and fire outside of the chancellor's california hall office, inside an electrical vault and a state of emergency was declared. four people suffered minor burns. >> it sounded like an explosion and then you saw a lot of smoke coming up. >> reporter: a chain of events led to this fiery site. first the copper wire theft last week. thieves stole $100 worth of copper and did extensive damage. >> they were pulling on copper cabl

the campus police would begin spreading out around uc berkeley, evacuating the entire campus. telling people to be careful of the manhole covers. still a threat of the serious explosion. what caused that fire? the spokesman said that they are investigating the possibility that it was started by the copper thieves. >> apparently the unknown individuals had been in the process of removing the copper grounding wire from our electrical system. the damage that we were able to see was repaired on sunday. but the power outage tonight is an indication that the damage they caused may have been far more extensive than what we originally thought. >> reporter: as they worked to get the flames under control, they were causing problems on other parts of the campus as they worked for hours to rescue about 20 people trapped in elevators. the blackouts began around 4:30. most classes were canceled, but some students went on with their lessons outside. even the choir continued their rehearsals. these scenes took place just before the explosion and the entire campus got evacuated. >> it's defini

berkeley commute coming down 80. as you can see that traffic really building as you make it over towards the maze. eastbound traffic not bad despite the sig alert that awaits those folks up ahead. more on that coming up in a little bit. right now let's talk about some weather where we do have this pattern of cooler weather that's been visiting the bay area for the last few days. it's going to be sticking around for another day. then things will start to warm up. a look at our live doppler 7 hd radar satellite, we do have moisture reported in sacramento. clouds also. we have partly cloudy skies for much of the bay area. it's all due to this, a trough of low pressure coming in from washington. so from the pacific northwest it's bringing those temperatures down. the moisture that we were expecting to hit us today, actually tonight, is really going to be affecting mt. hamilton at best. nil for san francisco, the south bay, and the east bay as well. mostly to the southeastern portion. it is also bringing with it some snow

here on shattuck in berkeley. police say this man right here caught in the act on a surveillance camera walked in and stole a person's laptop. whereas stealing a laptop unfortunately is not new. what is unique is some of the other crimes the suspect is accused of. police say, the suspect shown here, also walked into a business on euclid aveneue and grabbed a big tip jar. he did the same thing at another business on euclid the next day. all of these crimes have happened in the last month. police have described the suspect at an african ameriaan, 35-40 5 7 to 510, black hair receidng with hair pulled back into a pontail tail and wearing dark frame glasses. police are not releasing the amount of money stolen. residents in the area who freguent the business ripped off have some choice words for a person who would take a tip jar. >> it is actually really stupid. the fact that people work hard for their tips and people in berkeley are graciously courteous. >> that is horrible. i worked at the jeuice bar. >> terisa estac

developing news in berkeley now. several people had to evacuate their homes when a fire started at a fourplex. this is near san pablo avenue. the fire started shortly after midnight on the top floor. the man who lives there then went around to every unit, banged on the doors and told people to get out. one evacuee says she was not aware of the seriousness of the situation at first. >> i couldn't go to sleep and all of a sudden i hear somebody banging on my door that there's a fire, that their apartment is on fire. i didn't know what to do because, first of all, i don't want to open the door to a crazy person. it could be somebody trying to break in so i get my roommate and then that's when it hit me that it smelled like fire. so i told him we got to get out. >> no one was injured and firefighters are investigating. >>> kpix 5 anne makovec is at san francisco general where the body of a missing patient was found in a stairwell. >> reporter: this woman went missing two weeks ago. this morning we are waiting for more in

ktvu's amber lee is live in berkeley after she talked with one victim. amber. >> reporter: julie, tomorrow's event will be held here at trinity united methodist church. organizers says the an important first step preventing sexual assault and improving services for women. college life often is the first time away from home for students. the university environment a safe haven but complaints from students who have been victimized have lead to a state audit of uc berkeley's sexual assault cases. >> i was really scared because i felt like it was my fault. >> reporter: 19-year-old aerial butler tells me she was sexually assaulted twice by a man with ties to the university. she didn't report the incidents to police because in part she was ashamed but turned to a school official for help. >> in the end she told me there was nothing the university could do. >> reporter: she recently testified at a hearing to get uc to do more to protect victims. >> a lot of sexual assaults that occur, they are acquaintance assaults. people you know. >> reporter: how this senior

i was going to uc berkeley. i was actually building relationships with people. and i could start telling them things. >> it's a shocking story. >> josh downer met minh at a support group for adult survivors of sexual abuse. he says it wasn't easy for minh to escape her parents' control, but little by little the friendship she developed empowered her to start saying no. >> they said jump and she was trained so brutally to say how high that it kind of continued even after they stopped, you know, literally physically forcing her to do things. >> by her sophomore year after a year of therapy, minh wrote her parents an e-mail warning them never to contact her again. she wrote, "i will call the district attorney and you can explain why it is okay to rape, beat and enslave your daughter." to collaborate the story, msnbc spoke with her therapist, a well respected therapist and specialist who counsels victims of sexually bus. abuse. he's treated minh for more than five years and says she's completely credible. to date, minh has decided not bring charges against her paren

there is little if any electrical power at uc berkeley. we learn that university officials blame cooper thieves. and the damage is extensive. ken wayne is now live at the campus, where he's been getting updates from campus police, ken. >> reporter: the campus is still closed. you can see behind me campus police are t parked right in between the campus plaza to keep people from coming on campus and using loud speakers to tell people to turn around. and the area is dark. this all started with a power outage around 4:30 this afternoon. about two hours later a tremendous explosion. >> reporter: heavy smoke and some flames sparked from an underground vent. one man said he was walking by when he heard a tremendous explosion. >> i turned around and i saw this unbelievable fire ball. it was huge. >> reporter: the blast caused several injuries and at least one person was taken to the hospital. and uc officials say all of the injuries are minor. >> officials say that they believe cooper vandals are responsible for the explosion. the explosion knocke
