ktvu claudine wong is live in contra costa county to tell us the current conditions and what it's like out there right now. >> reporter: winds still blowing out here. we talk about that red flag warning. that increases the fear about fire danger. take a look behind me you can see the trees blowing and in the background there is the refinery. the fire this morning was actually between us and that refinery in the marsh land area. to give you a look at the video earlier this morning. the video was shot about 1:00 this morning. and at the time firefighters still fighting it it has since been put out. contra costa county firefighters came to assist but we are told the refinery firefighters had it under control. we are not sure how that little grass fire that marsh land fire started this morning. but it was going for a little bit and there were reports of dense smoke in the area and certainly people seeing that glow. and throughout the day and through tomorrow when you have windy conditions like we see now, certainly that has everyone on high alert. extra fire station has been opened in the

claudine wong is in oakland covering what appears to be the last day to avoid an east bay transit mess. a lot going on, claudine. >> reporter: yes, a lot going on, lot for ride stories think about, commuters in general. you can see the ac transit buses behind me, because ac transit will be running today. catastrophic is how ac transit describes the situation today, as the threat of a bart strike and ac transit strike loom. bart already got the governor to step in. now ac transit is asking him to do the same. the governor is expected to make his decision today. here's where things stand with ac transit. the two sides have negotiated since march. there had been two tentative agreements. those are agreements the union leaders have recommended to their membership. but both have been voted down by workers. once on august 17th, again on october 2nd. >> the work conditions are horrible and deplorable. i don't like it. if we don't get real good breaks and they want us to pin us to the medical and then they say they will give us a raise over the next three years, but the money we're getting is

we begin with claudine wong, who talked to busy fire crews this morning and joins us live from the oakland hills. good afternoon. >> reporter: good afternoon, yes, we are on title road just near they have tunnel and there is a brisk wind down here and gets windier as you get higher. take a look at the sign. it tells the story, fire danger high today. it is those types of conditions that had contra costa county firefighters overnight calling in for some extra help. >>> this morning firefighters packed up, trucks pulled out and everything was locked back up at station 87 in pittsburgh. it had been closed due to budget cuts since july but last night it re-opened because of the red flag warning now in place. >> it is not part of our minimum staffing every day, down to 23 companies, so there is some criteria we put together, 1, having equipment, 2, personnel and 3, what we have the money to do it. edwe yesterday we were able to do that. >> the wind did kick up problems, the crew had to respond to the fire on this property. the fire broke out this morning but under control 20 minutes later but c

claudine wong has been looking over the records in the case and join us now from san francisco. >> reporter: well things could change very quickly for transit workers when it comes to the rules in which they work along the tracks. we are here at the puc building the meeting will be held at 9:30 this morning and if the puc approves what is called a general order 175 it would create for the first time state laws to address worker safety for transit workers. certainly the fatal accident will be on the minds of the puc when they gather here this morning put the body of this work started 4 years ago in the wake of the 2008 worker fatality. the puc said then there were regulations in place but nothing that dealt specifically with transit workers in california, so the commission put this together to try to change that. the board is expected to approve this today and it would create a new communication system that would keep all better in line with each other, bart is already taking this into account even though it hasn't been approved yet, bart spokesperson told the times that bart is supportive o

ktvu's claudine wong has been looking over the puc records in this case and joins us from san francisco good morning. >> reporter: well, good morning, yeah this sack of papers is called general order 175 and deals with that safety and talked about at this meeting here at 9:30. the purpose of this general order 175 is to," significantly enhance and promote safe rail transit systems and provide effective protection for california rail transit workers. this does come as the ntsb continues its investigation into the deaths of two bart workers on the tragedies, and while that is considered by the puc the bulk of the work has actually be in the works for a while. it started in 2009, they started to look into the safety rules after the worker fatalities there. the commission found the work regulations in place that specifically applied to them, instead most was freight transit. now the commission looked at 12 accidents, 12 fatal accidents across the country and came up with this list of recommendations and that is what has brought us here. so what will change for workers? there are adjustments

ktvu claudine wong is joining us live with more on that fire danger in the area. we can see it's a little windy out there. >> yes, it is really windy out here. roads have branches and debris in it. the fire was at refinery on property. we are are outside the gates of the refinery. you can see the refinery in the background. there is actually marsh land between us and the refinery you can see. that is what was burning earlier. let me show you video of what it looked like. as it was going there was an orange glow coming up from that marsh land. and there was smoke being reported from the area. contra costa firefighters came out to the refinery and told us they were turned away at the gate. they do have their own fire department and they were able to handle their flames. that fire was at 1:00 when the video was taken. it was out shortly after that. we believe when we got out here just that little bit ago. we were not able to see any visible flames. the good news it appears that fire is out. certainly on a day like this when you have fire dangers you have red flag war

i'm claudine wong. >> i'm mike mibach. raiders kick off 12 hours away. a small army of workers is on the clock in the east bay. time is ticking down as they try to transform o.co from a baseball playoff field to an nfl gridiron. allie rasmus is live for us this morning on what officials say is a $250,000 change over. >> reporter: converting the coliseum from a baseball to football field is an 18 to 20 hour process. normally work crews would have more time to get it done but because the a's are in the playoffs, baseball and football seasons are overlapping here. that means a lot of work for the people at o.co coliseum. they've been here since the overnight hours. the a's game didn't end until 9:40 last night and today's raiders game had to be pushed back from 1:30 to 8:30 tonight so workers could get the field ready. they had to remove the pitchers mound, remove fence posts, use two giant cranes to add about 6,000 feet. they had to repaint yard lines and hash marks and go through the usual safety inspections. with the a's in the playoffs and the raiders s

ktvu's claudine wong is here. good morning, claudine >> reporter: good morning, dave. if you take a look behind me, you can see one of the bay doors open at this fire station. it is open even though it was shut erred for a while because of the budget cutbacks. firefighters are leaving now, they tell me. there was a field of fire as it was described as you can see that orange glow coming up from marshland in between the refinery and the highway. they went out to help but they had a handling on it so they didn't need to do much. let me show you about the red flag warning because that's causing some concern. that's what led to the opening of this fire station for 12 hours overnight. dry conditions, high winds, heat, all of that makes for a combination that could be very, very dangerous and that's causing firefighters to be concerned. >> we have already seen a lot of erratic fire behavior this year. here we are now in october. typically, october, late october is when california experiences some of the worth fire debay other. >> reporter: concerns were high overnight and th

ktvu channel 2 reporter claudine wong joins us now to tell us what's hiding in that mask that may make you think twice before putting it on. >> halloween is big business. americans are expected to spend nearly $7 billion on halloween this year. they are buying a costume and spend an average of 30 bucks. if dressing up includes putting on a mask, be careful before you put it on. check it out. a television station in arizona went to four different stores and found folks there trying on a lot of masks. they bought about a dozen of them. swabbed the nose and mouth areas of each one. and then they took those samples to the head of the biotech program at play saw community -- mesa community college. he checked each one, a worker did, and tested how much bacteria that could be found. >> i was quite surprised, the number of the bacteria and the diversity of the bacteria. zblfrt well, it turns out -- >> well, it turns out every single mask had bacteria and germs. one had mold and fungus in it. if you start to look for germs, you will find them in a lot of places. a study from 2011 found 70% of

ktvu eclaudine wong joins us from the stud -- ktvu's claudine wong joins us from the studio to explain this. >> well, there have been a lot of questions surrounding the death of lynne spalding. one report says what's called alarm fatigue may share some of the blame. spalding was found in a fire escape stairwell on the fourth floor of san francisco jeanle hospital on -- generalle -- general hog on october 8th. the stairwell was locked. there was an alarm. some had questions on why the alarm didn't alert hospital staff. administrators say the nationwide problem of alarm fatigue may be to blame. it happens in a workplace where alarms and monitors are constantly going off. the problems come when workers get desensitized and tune them out. take a look at some of the numbers. according to the joint commission, between january of 2009 and june of 2012, alarm- related problems led to 80 patient deaths and 13 severe injuries in u.s. hospitals. and the commission says those numbers likely represent less than 10% of incidents. the chronicle also cites a ucsf study that analyzed 7,000 alarms that
