[applause] mrs. foley, thank you for giving us this chance to try and express the depth of gratitude that we owe to tom. noblestnce wrote of the is an honest man. tom foley was that and more. a leader grounded in decent seat, -- in decency, honor, principal. he did all of these things that a public servant should do and frankly did many of them better than the rest. ask any of his peers and they will tell you this, especially those who did not share his politics. listen to bob dole. or ask alan simpson tebow said tell you to go to hell and make you feel good about going there. [laughter] asthere is a conservative they come both said to the man, i wish he was a republican. he represented the very best in public service and our political system. one class act tipping his hat to another. and committee chairman, majority whip, majority whip, majority leader, then speaker. ,t was his sense of fairness his port in a storm that will always stand out for me. held thishe institution together a

mark, you knew tom foley well. what legacy -- it was a very different time in washington. >> it was. it's only 20 years ago, judy, but he brought to it -- to his whole public career a meticulous sense of fairness and a genuine respect for the opinions of others. tom foley i heard him say time and again "you are the speaker of the house." he was a great historian, scholar. he said "there are only two offices defined in the constitution, the president of the united states and the speaker of the house." and he said "you're not speaker of a party." and he wasn't. he was always -- he would -- bob michael, the republican leader, was a good friend. he gould to bob michael's office for meetings. which is in the protocol of washington not done. you come to the president or you come to the speaker. and he was just a -- he believed in the institution. in terms of substance there were three individuals who were responsible for food stamps in the nutrition plan in this country that according to to the census bureau lifted four

cnn has learned the former house speaker tom foley has died. foley served 15 terms as a democratic congressman from eastern washington state from 1965 to 1995. he was house speaker during the presidencies of presidents george h.w. bush and bill clinton. foley lost his re-election bid during the republican revolution as it was called back in 1994 becoming the first sitting house speaker to lose since the civil war. the current house speaker john boehner released this statement.
