>> it's a big deal because john tester has won election to the u.s. senate twice with less than 50% of the vote because there's been a libertarian on the ballot. that is actually driven by republicans in montana because they want a democrat-republican heads up matchup. if denny rayberg and john tester were the only two names on the ballot last november, does rayberg actually pull it off? >> the state legislatures themselves woblt do it. >> yeah. >> it has to be in referendum states or state where is you can do the constitutional amendment. so texas, new york, forget about it. other states, if you had florida and california, two of the four largest delegations do this, then you could start seeing an impact on capitol hill. >> you could see places like oregon and ohio start to do this. people really like their voting systems. washington state had this very long-term blanket primary system when it was struck down, the initiative to re-establish the top two system was passed by an overwhelming majority. so people like their voting systems. i think it's go

joining us now, john tester of montana, a member of the appropriations committee, thank you for joining us, it is nice to have you here. >> great to be here with you. >> should we have expected all the individual line items to pass the senate bill tonight or was this a surprise? >> it is a surprise. i mean, i think that this stuff -- that you put in with all the best of intentions, it is one of the reasons our popularity ratings are so low, is because of surprises. we have seen a lot of surprises the last three weeks. and i wish that we could have kept it clean. and look, there are things i like to get in, amendments i like to put on bills that go through, too. but the bottom line is you need to have time to be able to analyze what is in a bill. and quite frankly there was not a lot of time. as you said, this bill came out at 6:00. i found out about the provisions before i voted, but just before i voted. >> and there is not enough time to read it, because there is not enough time to let it fly another day because we're sliding into disaster territory. >> that is exactly right. and i thi

joining me, senator john tester of montana. what do you make of what the american people have witnessed through today and over the last several weeks? >> what we've seen is america speaking up and saying this is craziness that's going on in the house of representatives. we are playing with too much fire here. you're putting a drag on the economy, trying to sink the economy. and knock it off. and i think what we saw tonight in the senate and the house was the fact that the people stood up. business folks, working families, and said, enough is enough. grow up and do what we sent you throw thereto do. >> a lot of republicans believe the democrats played a role in this, the president played a role in this in not being willing to come together and talk. >> i think if you look at the initial negotiations that went on, coming off of what the deficit reduction is a huge step. the bottom line is we do need to get the deficit and debt under control. but you don't sink the economy as a way to do that. you sit down and work across the line

joining us now senator john tester, democrat from montana and senator one of the things i have seen play out in these two weeks is that there was a strategic assumption on the part of republicans that if they could hold the line, they would force democrats in the house and more likely in the senate from red states, from states that mitt romney won to come over to their side, to look to compromise, to look to do things to obama care, to delay it, to muck with it in certain ways. that didn't happen, you're one of those people, you're a democrat that represents one of the states that mitt romney won, what are your thoughts? >> i just came through a very difficult race in 2012 and i can tell you that obama care was not the biggest issue in that race by any stretch of the imagination. so i'm not sure that they went out and assessed the landscape as careful as they should have. secondly, i think what we have seen particularly today is just a continuation of a totally dysfunctional house, that's being led by some hard right wing folks that really don't care about the economy of this country. in

we'll run john tester will fool the hicks, will get a democrat in, we'll have a majority in the senate. why doesn't our base understand that? >> where's the selection process in the republican party? i think this became an issue with the tea party rise, but i think it's been an issue for a long time. i think the party is right now in an internessian warfare. the ted cruz stuff has triggered a lot of warfare and bad blood. john mccain, peter king. >> right. >> how is the gop going to get around that for next year's election? >> they have to read my book and follow the first three chapters. i feel the pain and i'm one of them, a conservative who's constantly getting blamed. it's always the moderates, what are referred to as the establishment. it's almost fun seeing the conservative republicans attack the establishment back, but that's not winning elections. >> right. there's a circular chute going right now. >> yes. yes. >> unfortunately whether this is right or wrong, this debt limit and continuing resolution budget stuff makes that worse. >> and no one, no one should be attacking ted c

from the senate finance committee, john tester from montana, good to have you on "the ed show" tonight. thank you, sir, appreciate it. >>> i want to bring in former virginia congressman, tom periel periello, center for american progress fund. one question tonight. liberal groups in this country right now that want to see the democrats hold the line, what role do they play in keeping the president strong right now? >> i actually think the president is holding strong, but only strong after already conceding the budget points to the republicans. so i think it's important for progressive groups to make clear and moderate groups to make clear, this should not be a game. we should have a clean cr. we should have a clean raising of the deficit ceiling. and get this thing done with. and i think people need to understand that. >> and what about boehner? the speaker seemed to have hardened his position before he went in front of the media on the talking heads yesterday. he wasn't talking like this last week. he was much more direct. he was much more in the president's face. much more saying this
