i turn now to libby casey on capitol hill. libby these cuts that were put into place as a result of sequester are now part of this package that will be forwarded on to the house and then to the president's desk. >> reporter: it's my understanding they will put together this group that will be working together. and we have breaking news for you. one question we have really been wondering is will sen not ted cruz put the brakes on this process? he is saying he will not do that. he says he will not vote for this bill, he does not support it, but he will not stall or delay. he says there is nothing to be gained from that at this point. so that's big news, because what that means is that the senate could likely reach unanimous consent to move the process along faster. that's key because that gets us closer to hitting some crucial votes before we hit that debt limit deadline. >> january 15th, the government is funded until that point, february 7th is the new debt ceiling deadline. are we confident that this will pass the senate and

we turn now to libby casey who is live on capitol hill. libby have republicans reacted to president obama's comments this morning? >> even though president obama is taking his message on the road, it's the same talking points, so don't expect republican reaction to change much either. stephanie they are saying we're not going to bargain either, and as mike just pointed out, we haven't gotten any closer to ending this government shutdown. so what are the opsuns on the table? here in the house of representatives there could be talk of a grand bargain. that sounds dramatic, when republicans and democrats are trying to reach an agreement, sometimes they will throw more on the table. and harry reid said last night that there is potential to discuss other big-picture items if they can get over this hurdle of funding the -- >> okay. we just lost libby casey's live shot there, but she was talking about the grand bargain, which is a potential option for lawmakers throwing more on the table and giving more points for negotiation. as the shutdown dra

libby casey on capitol hill for us. thank you. earlier i spoke with al jazeera's political contributor michael shure. this is what he said the shutdown was all about. >> what will be looked back on is about the republican party sort of finding their soul, what they want to be about, what the speaker wants to be about, what their caucus wants to be about. one of the things that is problematic for them right now they find out how divided they are. there is still a lot of work to be done whether it be on immigration, sequestration, and he has a divided caucus, this speaker, and it will be a little difficult for him. i imagine they'll try to run from this as quickly as they can and get on things that resonate with independents like talking about we don't want tax heights if we're going to get a budget deal, things like that, i think that's what it's going to be about. >> in january and february are we doing this all over again, in your opinion, and if not, why not. >> we have no indication that we're not going to be doing this, but we

let's bring in libby casey. libby, talk us through the process, particularly for house republicans that brings them to this moment and this meeting with the president. >> if you recall when this all started tony, it was over the federal health care law on obamacare. senate ted cruz holding that talkathon and saying we're going to shut the government down if we don't see changes to the federal health care plan. that got the ball continually rolling, then we brought in this concern about the debt ceiling limit, and there was a real pivot in the republican ranks, especially among leadership who had concerns about the fight over the health care law being really a lost cause. we see the pivot from the speaker's office moving towards talking about the financial picture. they started at one place, a whole bunch of issues got mixed together and now we have pivoted to what it means for the debt ceiling. if the president were to sign off on this, we would still be coping with the federal government being partially shutter

and let's talk live now to libby casey. she's on capitol hill for us. libby anything happening in house? >> the house is taking a series of votes, tony, but don't expect it to equal very much in the end. they have broken down the budget into some different key areas, national parks and museums, and budget item -- items that have garnered a lot of tension. the republicans say let's tackle them piecemeal. it is dead on arrive, though in the senate. the president is not going to support. eric cantor is the number two republican in the house, here is what he had to say about it. >> i hear the folks here behind us, and i'm as frustrated as they are, and i think my colleagues are as well. we are here to say these memorials, the washington monument, the world war ii memorial, the smithsonian, all out to be open. we'll bringing a bill to the house that will reopen these monuments and museums. >> you can hear people very upset in the background, a group of protesters showed up to say hey, we're tired of being furloughed and we want to get back to work, but you c

libby casey reporting from the hill. thank, libby. and we'll go live now to randall pinkston. randall so the president decided to cancel the rest of his asia trip. does that mean he is working to end the shutdown? >> the president says he is going to be available to take whatever steps are necessary as he calls on the republicans to vote a clean bill to reopen the government and then raise the debt ceiling. but speaker boehner is also sticking to his guns. a statement released says that if the legislation that the house has approved, the piecemeal legislation to keep open veteran's affairs and others, if those pieces of legislation do end up at the white house, the president will veto them. secretary of state kerry is standing in for the president at the asian conference. the president had earlier canceled his visits to the philippines and malaysia. also today another front in this debate over the budget, we have unions representing furloughed workers demonstrating on the steps of the capitol saying that they want lawmakers to do their jobs, reopen government, get people back

we have libby casey, but we'll go to jay carney talking about the deal that was just reached. >> again, applauds the leaders for the senate for coming together and working out a bipartisan solution. >> is there any concern even with this deal being made that a down grade from some of the rating agencies would be spending. >> i would refer you to the treasury for those kinds of assessments. we talk about the things that we can control which is calling on congress to quickly act on this compromise agreement and insure that the government reopens and the threat of default is removed. >> leading to additional budget talks this year once those talks are under way will the white house and president insist that revenue will be on the table? >> the president has insisted in these budget negotiations that he has been calling on all year everything has to be on the table. that will be his position going forward. what he believes is a fair approach to resolving our budget challenges is reflected in the budget he submitted. he knows even though that was a compromise proposition from the beginning

libby casey joins us live now on capitol hill. thwe're now hearing word that te white house will be meeting with congressional leaders a little bit later today. what are we hearing about that meeting? >> reporter: president obama and vice president biden will meet with the four leaders in the house and senate so that harry reed, senator mitch mcconnell and nancy pelosi, this is something that we'll watch for any progress to come out of. interesting to see that vice president biden willing present. he has been missing in action during this whole process. he was at camp david taking a bit of r&r, and that had a lot of people around here noticing, and the conventional wisdom is up to until now senate democrats have not wanted vice president biden in this process because senate democrats say they would hold a tougher line. they didn't want the white house giving away things and making concessions that they weren't ready to do. in congress you'll see the senate bring up this clean bill that would raise the debt ceiling. don't expect it

libby casey has that part of the story from washington. >> reporter: after weeks of frustration ideal was struck that reopened the government and raised the debt control flag for february and calls for a group to come together from both the house and senate to negotiate over binge he ha binge he had ig up with new plans by december. it took one whack at obama care. it tightens the income verification for people seeking subsidies you were the federal health care law. but that's a very minor concession to republicans who wages battle to fight obama care and try to gain some traction. well, things started looking up for ideal on wins right afternoon afte as the two lead e the senate hairy reid and mitch mcconnell presented their plan and said they were both on board supporting it. it went from there. a pretty clean glide path as how speaker john boehner said he would allow the vote to go forward and, in fact, he even voted for it. so now federal workers can return to work and normal operations in washington and around the country can commence. of course, we may be right back here in a fe

much of what happens next depends on congressional republicans, but as libby casey reports from capitol hill, compromise is hard to find. >> reporter: the question everyone is asking is whether house republicans will be able to come up with a compromise solution. house speaker john boehner has a tough task ahead of him as he tries to bring together a broad caucus conservative tea party rememberepublicans, more moderae members, the moderate members would like to see the budget funded forward and live to fight another day and perhaps take the battle onto that over the debt limit that needs to be dealt with in mid october. the tea party members more conservative republicans and some relatively new to congress say they are willing to fight on. at this point it doesn't seem clear how republicans can move a path forward unless they think big. and will get bigger fights coming up in the next couple of weeks. anything they propose at this point isn't of interest to senate democrats and president obama. meanwhile, fundraising has been a big fundraising push by both democrats and republicans usin

libby casey on capitol hill. thank you. >>> the supreme court is taking another look at affirmative action from a case from michigan of voters can ban affirmative action through a referendum. it has prompted high school students to take what they call a modern day freedom ride. we have more. >> reporter: this is a 60s style freedom ride reborn. these high school students are rolling ten hours from detroit to the u.s. supreme court in washington to keep affirmative action alive. >> i feel there are a lot of barriers set near america and in some type of power. >> reporter: in michigan the university can favor students applying for admission who are athletes, musicians but by state law they cannot give preferential preference to minorities, and some like it that way. the change of the state constitution to man affirmative action. >> someone who is more qualified grades or something like that, they don't get the job or get accepted because of someone from a lower social economic status, different area, different race

libby casey has more from capitol hill. >> reporter: despite calls from all sides to negotiate, house speaker john boehner says for republicans to sign off on raising the debt ceiling without getting something in return for decembedecemberdemocrats would o unconditioning surrender. >> i didn't come here to stkhoupbt the government or did he fall to the debt. when it comes to the debt limit again over the last 40 years, 27 times the debt limit has been used to carry significant policy changes that would, in fact, reduce spending and put us on a saner fiscal path. >> reporter: speaker boehner says using the debt ceiling as leverage is acceptable and should be successful. that got angry push back from democrats, including senate majority leader harry reid. he has put forth his own bill to raise the debt ceiling original eighting in the senate. it's a tough lift, though, because it needs bipartisan support, both democrats and republicans would have to support it to hit his 60 vote threshold to cancel out any filibuster threat and it's pretty much doomed in the house unless speak boehner c

let's go back to libby casey on capitol hill at this hour. libby, we're talking about that, two questions there. is there going to be a debate on the floor of the house, or is this just going to be a straight up and down vote? the other part of it, what do you hear from the members and others who obviously are pretty darn disappointed tonight? >> we expect to see a little bit of conversation back and forth before the final vote takes place, but that will come in a little while this evening. as far as the tea party members, we hear a couple of difrn it the things. we here some resignation from some and other fighting words from other including senator ted cruz. he walked onto the senate floor earlier tonight right next to senator mike lee, the republican from utah. he hasn't gotten quite as much attention as his colleague, senator cruz, but he's been by his side throughout the whole thing. cameras were popping and the reporters were trailing after them. it was a virtual campaign ad. you see them setting up for talking points they tend to use d

from capitol hill, libby casey has more. >> reporter: day one of the federal government shutdown is about to turn in to day two. tuesday was spent lobby blame. back and forth on capitol hill. senate democrats are stick to go their ledge to only support a clean funding bill. they say while they want the government back up and running it's not worth tearing apart the federal health care law. toned the day, senator harry reid, majority leader in the senate, called on house speaker john boehner to, quote, stop the game. a growing number of republicans are saying that it might be time to talk about passing a clean spending bill without dealing with the federal health care law right now. but despite that. gop leadership is pushing forward and not giving a lot of ground o tuesday they did try one new tactic, they tried fund being three parts of the government rather than passing a whole giant spending bill. they tackled veterans affairs, national parks and museums and also the city of d.c. funding and put forth three bills to fund just those things, they failed in the house without enough deck c

let's go to capitol hill and libby casey is live there. libby are you there? >> reporter: i am, john, i think here. >> let's talk about the house debate tonight. really it wasn't much of a debate. i think what surprised me, what surprised me the most was what mike has been describing now is total capitulation on the part of republicans as they go in to the home stretch here. >> reporter: yeah. i mean, they'll certainly be revival battles, we got a sense of what some of months battles might be in the last 48 hours in the weeks to come. but this is a done deal. they have folded up camp and are going home for the night. we heard some chatter about speaker boehner heading in for the final round here tonight and he just was pretty mitch saying he's ready to go home. so that is the general sentiment and feeling here. now, we did get a sense of what some of the upcoming battles will be, some of the tea party republicans are beating the drum about the federal health care law which they call obama care. we saw senator mitch mcconnell the top republican in the senate ta

we're at the stock exchange and mike viqueira is at his post, but we go to libby casey, where do things stand at this moment? >> reporter: we're watching for the actual text of the bill, but we know the contours what both sides the house will vote on. it will open up the government, keep it running, and it's important to note that it existed in the law. this is doing fine tuning to it. it's the minor republican concession. we are watching to see the probably the senate vote first and then the house. the big news that we got recently was that speaker boehner put out the statement, and he said that they will not be blocking the bipartisan agreement reached today by members of the senate. that is not going to be a tactic for the house republicans. that was anticipated. we did believe throughout the day today that the house would be able to take this vote and it is expected to pass as long as speaker painer would let it go to the floor. that's what we're watching. we saw senate majority leader harry reed announce on the senate floor news of the deal. >> the eyes of the world have been on wa

libby casey is there for us. libby? >> hi, tony, as you heard this dramatic chase today in washington. the driver of the black vehicle shot and killed. was a child in the car. the incident took place both on the steps -- not literally the steps, but in the area of the capitol, so very dramatic from washington, d.c. and we heard from witnesses that after things calmed down police were swarming the vehicle and pulled out this small child. that child is now in protective custody. kathy lanier spokes to reporters just a few moments ago. >> reporter: the security perimeters worked, and did exactly what they were supposed to do, and stopped the suspect in a vehicle at both locations. >> you get a sense of the high security already in place here at the nation's capitol but also how the police say they were able to keep this from being a worse situation. who officers are injured, we hear that both, though, are expected to do okay, but really a dramatic turn of events here in washington. >> okay. libby thank you. >>> more than 1

libby casey has been on the story all day for us on capitol hill. and the american people very upset to learn that families of soldiers who died weren't getting the benefits that they normally do. talk us through where we stand and what happened in washington today. >> reporter: well, that outrage that the american public has felt translated here in washington and got people moving pretty fast, tony, in a time we're not seeing much movement on anything. the white house said they'll be able to use the executive office to come up with a plan to get those benefits paid to people who have lost their loved ones serving in the military. we've seen from the defense department the fisher house foundation has offered to pony up some money to help the federal government get these benefits paid. so a collaborative effort there. meanwhile on capitol hill the house of representatives unanimously passed a bill today to make sure that those benefits are paid. that would have to get through the senate. it would definitely pass because congress is up in arms about t

libby casey is at the capital now. tell us about congressman king. >> reporter: the district he represents is in northwestern iowa, and it's very rural. he started an excavation company that his son now runs. this is one of the most agrarian districts here in the country. he is very visit. he chairs what is the conservative opportunity society, an old-school group that dates back to the newt gingrich era, and brings in the wave of republicans in the house in the 1990s, something that steve king would like to see here in washington not just in the house but the senate as well. one issue he's outspoken on is immigration. even though his district relies on undocumented laborers king said anyone illegally in the country should be thrown out. and he tweets using the hashtag #no amnesty. he would like to throw out the healthcare law and said it's drowning down priorities of the republican party. a week and a half ago when the house took a vote put forth by speaker boehner that would delay the healthcare law by a year. republ

libby casey joining us live on capitol hill. libby can we expect any real movement today or is this likely to drag on? >> that's a good question. so far nothing knew on the horizon. it is up to the house republicans to come up with new legislation. what house republicans have said they want to do is have a conference, meeting between a small groups where they would come and sit at a table and hash things out. that's not meeting with any interest from the senate democrats. harry reid said, look, we wanted to see down with you for months now to talk about the budget and republicans you would don't it. now we're in shutdown mode. we get to get the government back up and running. and then we'll talk. let's take a listen to senator harry reid, the top democrat on the floor today. >> all over america federal employees are -- they were given four hours this morning to clear off their emails, computers, close down their offices all over america. they were asked to come to work at 8:00 this morning. by noon they are out of their offices.

and right now al jazeera, libby casey joining us live from capital toll hill. libby, congress is currently in session focusing on the shutdown. can we expect any real month today? >> it is not looking possible, optimistic. i could happen but it is not looking likely at this point. the deal is that republicans in the house need to be able to make concessions, because the democrats have said we're not going to negotiate while the shutdown is in place, and we're not going to negotiate if obamacare is on the table. the latest measure the republicans tried to pass called for delaying the health care law for a year and they were trying to get rid of subsidies for hill staffers, so capitol hill members and members of congress themselves to be able to get on these health care exchanges, and that is not acceptable to the senate. we're waiting for the president to speak, and this is a momentum act for the health care law, because today is when these places where people can shop for insurance kick off. they open today, and then we'll see on january 1st the next huge phase

we begin with libby casey who is standing by live on capitol hill. libby what just happened? >> house republicans are putting an offer on the table. they are offering to raise the debt ceiling on a short-term basis. a six-week boost of the debt ceiling. but it doesn't include with the government reopening or deal with the government reopening at all. john boehner told reporters that has they take this proposal to president obama nothing is on the table, but nothing is off of the table either. >> it's time for leadership, and time for this conversation to begin, and i would hope that the president would look at this as an opportunity and good faith effort on our part to move halfway. >> the house republican plan would forbid the treasury department from taking what is called extraordinary measures. when they hit the ceiling there are extrordanaire measures that can be taken to ensure bills are paid. so putting that off of the table will be unpalatable to the white house, and we have some other concerns, but we may see it hit the house floor as soon as today, dell? >> libby how

. >> now our libby casey has been on capitol hill all day. it seems like a lot of people are upset about this whole issue of the fallent servicemen not getting the money they are entitled to. but there has been an attempt to find a solution. what are you hearing right now. we heard the fisher house has stepped up to filth the void. the house did pass a bill today that got that back up and running and got unanimous support and at the same time the white house is working on this issue auto. a united voice here in washington people are outraged like americans are over this. it cannot continue that these families need that money. especially at a give time in their lives. of course, you know, john the real solution is to get the federal government back up and running and that is something that is not moving forward too quickly. >> what are you hearing on that froonlt. >> we are watching to see what is developing but there is talk of doing some kind of a short term deal. it's for the best hope at this point. all stiedz are saying that there may be
