alexis christoforous is at the new york stock exchange and more. good morning. >>> good morning. >> the government and jpmorgan chase are expected to announce an agreement today concerning the bank sale of low quality mortgage-backed securities. the $13 billion settlement will be the largest ever reached between the government and a corporation. the mortgage securities collapsed during the financial crisis. $6 billion of that settlement will be used to compensate investors. google is paying a $17 million fine to settle a privacy case involving people who use safari web browsers in 2012. a loophole allowed google to follow safari users without their permission. the fine will be divided between 37 states and the district of columbia. >>> while stocks continue their upward trajectory, the dow has risen for six straight weeks now and is up 22% so far this year. yesterday, it reached another milestone, rising above 16,000 for the first time. but it fell back by the end of the day. still, the dow ended up gaining 14 points. and the nasdaq lost nearly 37.

we get the new numbers from alexis christoforous of cbsmoneywatch.com. good morning. >> reporter: good morning. a surprise here with the unemployment report for the month of october. the economy added a better- than-expected 204,000 jobs. wall street was expecting about 120. but the unemployment rate inched up to 7.3% from 7.2% in september. economists say that partial government shutdown may have skewed the numbers. we may have to wait a mon or two for a clearer picture of the job market. stock futures are lower ahead of the open following yesterday's sell-off when the dow industrials fell 152. we'll see if twitter can fly high today. the microblogging flight made a strong debut here at the new york stock exchange yesterday closing up over 70% to just under $45 a share are. that gives twitter a value of more than $31 billion and that is despite the fact that the 7- year-old company has never made a profit. taxpayers are likely footing part of the bill for the shutdown. the white house budget office says it will cost $2 billion to provide back pay to ove

alexis christoforous of cbsmoneywatch.com joins us now with more. good morning. >> reporter: good morning. americans spent money last month despite the partial goverment shutdown. the commerce department said retail sales rose .4% the best gain we have seen since july and a separate report finds consumer prices dipped a tenth of a percent last month. here on wall street, stock futures actually pointing to a lower open. yesterday the dow was down, nasdaq down 17. and more americans fell behind on their credit card payments in the 3rd quarter. even so credit reporting agency transunion says the delinquency rate remains near a six-year low. overall credit card debt per borrower is down 1% compared to a year ago and americans are carrying a smaller overall balance on their cards. >>> a house panel plans to investigate allegations that workers in the census bureau fixed the numbers in a monthly unemployment report. that probe is in response to a report this week in the "new york post" that says the jobs report was manipulated ahead of last year's preside
