let's go out to bisi onile-ere. you were just talking about one candidate wins tonight, that this race could enter into this, we would have the first white mayor in detroit since the 1970s. is that been a factor in the campaigns at all? >> reporter: you know, what's interesting, it really hasn' ha. clearly you have one white candidate, one black candidate in a predominantly black city. but the city has gotten past the point of voting for someone passed their skin color. the frond run center this race has been mike duggen, and it basically shows that people are willing to put race aside and go for new leadership. >> so with an emergency manager running this city, what's the new mayor going to be able to do, actually? >> reporter: well, we know one thing for sure, john, whoever is elected, their control and power will be very limited. the emergency manager has been in control of city operations since march. he is the one who made that bankruptcy filing on behalf of the city, and as far as we can tell he'll be here for

let's go to bisi onile-ere, who is live in detroit. what did the mcbride family have to say after today's events? >> reporter: tony, renisha mcbride's family, they asked him to turn himself in to authorities, and they called him a monster. they felt that he deserves life behind bars. they have a lot of questions. one among many, why did he feel threatened by renisha mcbride, this young woman who graduated from high school just a couple of--just a year ago, tony. >> and bisi, mea many people evn the press ar comparing this to e shooting of trayvon martin, but the prosecutor is saying that is not the case. tell us why. >> reporter: yes, the lawyer representing renisha mcbride's family saying it is similar to the trayvon martin case, even worse because there was n no confrontation. but the prosecutor, in a press conference, when they announced these charge made it very clear that race had nothing to do with the charges. >> we base our decision on the evidence. when it comes to one way or another, we have the facts. we have the evidence, a

bisi what is the later? >> reporter: high, there, dell. well this morning, they announced the charges against wafer. wafer is expected to turn himself in sometime today and then he will be arraigned. all of this unfolded about two weeks ago. 19-year-old was driving, and she crashed into a parked car. she aa aal -- allegedly left th scene on foot, and went looking for help. it was around 4:00 in the morning. she allegedly knocked on theodore -- theodore wafer's door. he opened the door and shot her in the face. mcbride's family initially said they felt this was a case of racial profiling. however, today. tim worthy said these charges -- it had nothing to do with race. she said the evidence simply did not support wafer's claims. they said basically self-defense was not warranted in this case. dell? >> the technology report said that the woman had high levels of alcohol and traces of marijuana in her system. what has been the reaction to that news? >> well, there are a lot of people who have been saying, she may have been drinking but that is

bisi, what do we know so far about what happened here? >> reporter: tony, right now police are giving up very little information. this is what we know. we know that the 19-year-old last saturday around 1:30 in the morning. she got into an one-car accident. is something was wrong with her cell phone so she decided to look for help. she went to a nearby neighborhood, and she began knocking on doors looking for help. that is when a man allegedly had a gun, he shot mcbride in the face, killing her on his front boston there are some members of mcbride's family who feel this is a case of racial profiling. however, the alleged shooter who is said to be a white man in his 50s he thought that mcbride was trying to break into his house and that his gun accidently discharged. this is a case that has ruffled a lot of feathers as well as around the world. many say that this shooter was never arrested. there have been rallies over the past couple of days. today families and friends came to the funeral where they was laid at rest. and family and friends

. >> on to detroit in the motor city, voters are choose agnew mayor, we have bisi onile-ere, look, i guess the big headline there is that detroit could elect their first white mayor in 40 years. tell us the dynamics of the race in detroit. >> reporter: tony, former hospital ceo mike duggen and wayne county sheriff are both vying for a seat in city hall, and this is interesting in that it has 40 years since we have seen a white mayor in office. i did speak with a political science professor, and he tells me that duggen was leading 2-1, and this tells him that there is a look for more leadership rather than just race. >> how is the mayor essentially running things? >> reporter: as you may know, the city is in really serious financial trouble facing $18 billion in long-term debt, and soon we'll learn whether a bankruptcy judge will decide if the city is eligible for the chapter 9 protection. meanwhile it was this emergency manager appointed by the state earlier this year that made that bankruptcy filing. he has been in charge--he has been in charge even though the city currently has a m

bisi, live for us in detroit, a lot happened in this case. will you give us an overview of what happened. >> reporter: 54-year-old theodore waf er if convicted of second-degree murder could face up to life behind bars. wafer told police that he felt someone was trying to look in his home when renisha came knocking on his door after being involved in an accident. he said his shotgun accidently went off. this decision comes 13 days after the shooting. when the shooting originally happened there were relatives of mcbride's. they came forward to the media and they basically said that they felt this was a case of racial profiling and draw comparisons with the trayvon martin case. but the prosecutor, prosecutor tim worthy here made it clear that race did not play a factor in her decisions to more forward. >> it's always interesting to me what the public makes their decisions on when it comes to one way or another. we have the facts and the evidence, we make our decision on that and on that alone. in this case the charging decisions has nothing to d

bisi, what can you tell us? >> reporter: as you just mentioned john, yes, mike dugan, a former hospital ceo, has been elected mayor of the city of detroit. he defeated wayne county sheriff by a very large margin. now when dugan takes office in january, he will become the first white mayor in the city in nearly 40 years. now, dugan around here is known as being the fix-it man. he used to run the detroit medical center. during his time there, he turned the center around, which at a time was facing financial ruin. so it appears that he was able to convince voters here in detroit that he, too, can turn around the city. now, when dugan takes office, as i mentioned, in january, he will do so with very limited power because there's a state-appointed emergency manager who is in control of the city for at least another year. although dugan has made very clear he's not a fan of municipal bankruptcy, he has vowed to work closely with the emergency manager to get the city of detroit back on track. john. >> bisi in detroit f
