joe manchin of west virginia is saying delay the individual mandate a year. we're going to talk about g.o.p. problems in the next segment but how big a burden could obamacare be for democrats in 2014? >> it could potentially be a very significant burden, chris. and i would imagine most of the people calling for delay are many of the members up for election next november because they're worried about this. the rollout was a real calamity, no question about it. even the administration admitted that. i think the political impact next year depends on two things. number one the behavior of the republicans. do we have another government shutdown come january? do we have another default? if that was the case let's have attention shifted away. assuming it doesn't do that it is going to turn to the substance. if there are many more cancellations that's a big problem. i think the next shoe waiting to drop are cost increases. if you look at what the american people who have coverage care about is having lower cost increases for the insurance they have. if this causes th

manchin in west virginia, they drive democrats crazy. you're saying michelle nun seems to be somewhere in between, but what kind of senator would she be? would she drive democrats crazy and what issues would she drive them crazy on? >> you know, all of her politics have yet to emerge, but she seems to be more like a sanford bishop brand of democrat who is holding his seat in strong favor down in south georgia, and he is a blue dog or sam nunn-type of democrat. it's going to take that to win this state on a state-wide race. the other thing, georgia is becoming progressively brown. that we are having african-american voters controlling much more of the electorate here and we have a growing, growing hispanic population that always tend to vote democrat in this state, on immigration issues, and a mound of others. and while we've yet to see the real policy positions, that will become a very interesting point to me. but what is happening on the other side of the aisle is even more interesting. you've got paul brown who is to the right, to the

senator shaheen of new hampshire, senator landrieu of louisiana, et cetera, joe manchin has another one from west virginia. they all delay one way or another -- either they delay the grandfathering process with the insurance companies or they delay the penalties or they delay the enrollment date. so far the white house is stonewalling. sebelius did it again today. they won't have any part of it. is that and will that break up? >> the economics is barely hanging together if everything went fine. if you start delaying things and start messing with those pools, the president is going to need more money and he's not going to get it. the real problem is that -- they promised it wasn't going to be a big change. the president promised there wasn't going to be a big change for millions of americans and there is. and that's a loss of credibility. bring all the guys from google and oracle, you can't put that credibility back together. that's what threatens his agenda. >> the wrong people are going to enroll, meaning the elderly and the sick and the preconditions and all that. and the younger peop

senator joe manchin and others are looking at can we have more flexibility. what's your position on that? >> if we have sequester we have to have the flexibility. and what senator manchin is putting forth is a reasonable proposal. but we would rather do away with sequestration. because it just cuts so much out of our investments for the future. you have to, as you subject each of these proposals to scrutiny, you have to say, are you saving money by cutting investments in education? you are not. nothing brings more to the treasury. that's what brings revenue to the treasury. if you cut that, you're increasing the testify sit, not lowering it. again, we have to subject what these proposals are to see what we're getting for them. as far as food stamps are concerned, as you initially asked, you know, there are all these reports now that all these children who have food stamps in your country, in many states over 50%, over states 40%, not like it's great, but kids can't learn if they're not eating. >> that's right. that's, i guess, part of what so many of us are s

manchin from west virginia and mark pryor from arkansas. every democrat voted for it. so in the democratic party right now, this issue is very simple. the democratic party on discrimination issues, they are unanimous. they know who they are and they know what they stand for. and the republican party, it is much harder to say what's going on. ten republicans crossed over to vote with the democrats on this today, including jeff flake who said he was going to vote no, but he voted yes. so a majority of democratic senators voted against the nondiscrimination bill, but ten voting for it, that's a lot. that said, the republican leadership in the house is saying that not only are they opposed to it, they're not going to allow it to come up for a vote at all. they will not put it on the calendar. john boehner says he is personally opposed to the legislation. he also said he thought it was already illegal to fire somebody for being gay, which is not the case at all in 29 states. but regardless, he says that he is against this nondiscrimination bill.
