katie marzullo has the story from our newsroom. katie? >> the federal government is on it. the national highway traffic administration has announced it is investigating fires in tesla model s electric cars affecting 13,000 cars sold in the united states with three instances the batteries have caught fire after the car hit debris in the road or crash. no one was hurt in the fires. the agency says it wants to examine risk from the undercarriage getting hit. the battery is below the passenger compartment and protected by a metal shield. elon musk asked the government to investigate and saying there have been hundreds of thousands of gasoline fires in cars sin the middle -- model s went into production. it is easy to assume that the tesla model s and, perhaps, electric cars in general, have a greater propensity to cash fire than gasoline fires when nothing could be further from the truth. the investigation could load to a recall but no decision on that has been made. also, you will remember last week, three employees were hurt by hot metal at the tesla factory in fremont. osha

katie marzullo has more. >> i have the testimony that two top bart officials are going to give state lawmakers in a few hours. one is the chief safety officer and he will tell lawmakers bart has an extensive safety program and it has been approved by state and federal authorities. also, the california public utilities commission which oversees bart has performed we 30 inspections so far this year. the assistant general manager will testify about safety approval and address changes made to the policy after a worker was killed in 2008. simple approval makes workers responsible for their own safety on the tracks. that is what christopher shepard and larry daniels were doing while inspecting the tracks weapon they were killed october 19. james strict land had simple approval when killed in 2008. osha cited bart for the practice but bart management fought to keep it. san francisco assemblyman says today the committee will demand accountability from the bart managers and look at what is being done to prevent future problems. there will be a lot questions. the hearing is open to the public.

katie marzullo is in the newsroom with more. katie, how do you make sense of this? >> the election is hours old and they are looking ahead to what this could mean for the white house in 2016. well start in new jersey, g.o.p. incumbent goes chris christie won in a landslide with a 20-point victory by a republican in a democratic state. he won a majority of woke, that families and a third of all democrats. the victory speech had all the hallmarks of a candidate with national aspiration. in democrat, democrat terry mcauliffe is the governor, a former party chair and friend of the clintons. mcauliffe defeated we cuccinelli a tea party backed conservative. athe republican party has two different versions of their future. two different paths toward success or failure. >> also, hundreds of cities across the country elected mayors. new york it is the end of an era, democrat beat three term mayor bloomberg. we know that president obama called and congratulated the winners including blasio but he did not call governor chris christie. >> a crawl all the local election results

katie marzullo is in the newsroom with more on that. >> the u.n. says 300 million is needed for relief effort in the philippines and people in the bay area are stepping. there is more than one way to help and this is not a typical relieve drive. at a restaurant in south san francisco, the filipino community leaders gathered to brain storm. they are working to come up with short-term and long term ideas to help the people of the philippines. they know they will need support for months if not years. >> i told everyone, it will take a village to save the country. we need their expertise, everyone from a chef to architect to graphic artists. >> look at the bags and boxes of food. the filipino multiservice center in san francisco was taking donations until midnight and a new mom bought food because she could not bear the images of children suffering and people brought cash including this man driving in from oakland to drop off $40. another group came forward to donate the cost of shipping the donations to the philippines. >> if you would like to donate

katie marzullo? >> the winds have died down so that is good news but the wind is pushing the flames. the wind is drying out the moisture that rain brought this week. however, the firefighters are getting the upper hand with the fire 50 percent contained. the fire has burned 350 acres. it broke out at 9:30 last night and before midnight authorities evacuateed the areas. the sheriff says 50 homes and 30 to 40 people were evacuated. soda canyon road is closed. cal fire and napa county crews are on the scene. there was a scary moment early on when the sheriff deputies went through the flames to help a man get out of his home. the elderly man is okay. no estimate when they will have full containment of the brushfire. >> thank you. we continue at 6:30 with the top stories. there are two, wind and bart, just windy out there and it will continue with a lot of damage in the bay area and, still, shows of power out aims. >> if you were involved in an accident move to the side of the road. >> you can see the bar

katie marzullo is near the scene. what is the latest? >> i talked with a neighbor would said he lived in the neighborhood 35 years and says over that time it has changed a lot and not for the better. he says there is a lot of gang activity here. police are not revealing a hint of the motive in the shooting. it happened down the street on fate street near oakland street at 4:00 a.m. a sergeant says a man and a woman were sit on the front porch and a man described only as "an adult hispanic male," walked up, yelled something, and opened fire with a handgun. the sergeant says he fired half a dozen shots and hit the man, 18 years old, four times but that man is going to survive. the injuries are not life threatening. the woman is 21 and was hit in the foot where bullet fragment. she was not shot. witnesses say a car drove by around the time of shooting and police are not able to say whether that shooting was involved. the shooter was on foot when he fired the shot and he took off on foot so he is on on the loose at this hour. >> as the natio
