matt keller is on the scene. matt? >> we just got an update from firefighters. a dog was killed in the fire. firefighters are still on the scene talking with residents, mopping out. this was a lot of water on the round and in the apartments. they are clearing up the equipment. check out this video we shot off the phone of an apartment residents showing how huge the flames were when this fire broke out inside one of the two apartments destroyed. it started at 2:45. this was a family with a three-month-old baby. two men jumped from the balcony to escape. check out the video of the aftermath, a firefighter walked us through the two apartments gutted by the flame. one man who jumped suffered cuts with a minor knee injury but did not need to go to the hospital. firefighters are investigating what started the fire. i spoke with red cross. they gave me the number of people impacted by the fire: 27 people have been evacuated from the building. ten are staying with family or friends. they will be helping 17 residents on the scene with housing, shelter, food now they are

abc7 news reporter, matt keller, has more. matt? >> we have an update to the story. the redwood city fire department says they have the fire under control. that is as of 20 minutes ago. we saw the steam and spoke disappear the last hour. that is good news for smoke in the area. from the redwood city fire department pictures they were inside the sims metal management. the shelter-in-place is canceled for the entire area. medical personnel were on the scene to make sure firefights did not get affected by the steam and smoke. it is difficult to determine the cause of the fire because of how large the pile was and the different origins with 20 firefighters on the scene 15 minutes ago. they will be moving and clearing the scene with the fire under control and all health advisories are lifted for the area. the shelter-in-place order has been lifted, and a similar fire broke out at sims metal management in 2007 which started at the bottom of the 30' pile of flattened cars. last year the epa accused sims of polluting the bay with lead, mercury and other toxins. >> if marin c

we have matt keller with pictures from the freeway. we have a pedestrian hit and killed on the 897 on-ramp from northbound 280 you can see the on-ramp is completely blocked off daysing -- blocked off causing blackups. the person is still in the middle of the two lanes on the on-ramp. i spoke with c.h.p. two vehicles hit this person. the first vehicle clipped the pedestrian. the second vehicle hit the pedestrian holds on. this happened before 5:00 this morning. the victim is a 26-year-old man. though are not identifying the man. they are trying to figure out what he was doing on the freeway on-ramp. one of the issues is the people are trying to figure how to get to 87 from 280. that is causing a lost backup. people are slowing down and not able to get on the on-ramp. if drivers 280 north you head to meridian to get here. the scene will be blocked off for white a while. we will bring you the latest with more details. new at 6:00, the high school recent constitution rain uncovered and the 17-year-old girl accused of being a ringleader. >>

matt keller has coverage from the south bay. matt? >> for news and bad news in los gatos. for people who are planning on driving, it is not raining. the bad news is you could feel the impact of the effects of the rain overnight. check out this video we shot at 3:00 this morning on highway 17 north of the summit on the santa clara county side a large tree blocked the lane. we just learned that both lanes now are open on 17. it wasn't just the roads impacted by the rain. overnight, 15,000 people in the south by last power because of the stormy weather. a majority were in san jose, los gatos and morgan hill. pg&e shows san jose with the most customers without power at 1,500 people in the dark. on highway 17 the road is clear with not a lot of traffic. the wet roads are a concern, obviously, for people hitting the roads this morning. the c.h.p. says overnight they did see a spike in collisions because of the wet weather. >> you can track storms from the smartphone with the bay area's radar live doppler 7 hd installing the weather app which can be downloaded for free to iphone

matt keller has been this this morning. >> the city council is in closed session and they are expected to discuss the latest prop a that was brought up in mediation last week. the board of directors is new leaving the meeting and the union president says they unanimously voted to recommend to its members to accept an agreement that would restore the 10 percent pay cut they took back in 2009. this proposal came from a mediation session between the city and the union. according to the police officers association, officers will get a 4 percent raise right now. a 3.33 percent race in june of 2014 and another 3.33 percent in july of 2015. officers would end up with a 10 percent race by mid-2015. >> july 2015 our officers will be making what they made in 2009. they are seeing their pees go to other agencies making $1,500 to $2,000 more a month but we have to start somewhere and restoring the 10 percent was always our position of what had to happen. he says the pay restoration will not keep the new hires on the force. five graduates have already left. a couple of others are expecting job offi

matt keller is in san jose with more on the tragic story. >> very tragic. you can see the markings on the ground on oak and vine street from the police investigation. across the street the memorial for the boy who was hit and killed on sunday. a 13-year-old family friend was push him and holding the hand of his six-year-old sister and crossed the street in the crosswalk with the friend light and a driver turning left hit all three pedestrians. they were taken to the hospital. two girled had minor injuries and the boy died an hour later at the hospital. >> he was blond head and blue eyed and smart three-year-old. i've never seen a three-year-old so smart. he was brave. he was happy always. the driver stayed at scene. no arrests or citations have been made but the investigation continues. this is san jose's 22nd fatality involving a pedestrian this year. his family lives in

abc7 news reporter, matt keller, has details. matt? >> the child and the father will return to santa clara county. one is a joyful row union at the sunnyvale home. the other will involve the district attorney's office. the 22-year-old father was captured in mexico yesterday afternoon at a checkpoint with his two week old son. the father abducted the child open tuesday afternoon and sent the girlfriend a text threatening to harm himself and the baby if she called police. the cell phone of the suspect was picked up but he got past border control and he was found in lukeville, arizona. based on the interview they called the border patrol at lukeville and gave the name, the border patrol ran the name in the computer and discovered a warrant for his arrest. the two week old baby is scared for by authorities until he can be returned. he is held by arizona authorities until the district attorney can extradict him. no word this morning on exactly wren little baby henry is expected to return to their apartment on helen avenue. new video in the

matt keller has more from san jose. matt? >> this morning we talked to students who lived in the same on-campus housing the alleged victim and suspects lived in. they told us they cannot believe this could happen in the year 2013. three san jose state freshmen were charged with hate crimes. the three are 18 years old. they live with the then 17-year-old black student from august 20 to october 13. the three defendants called him racial names and puts up a confederate flag in their dom and put a bicycle lock on his name and would not give him a key before letting him out and they tried to do it again he resist asked fought back and ended up with a bruised lip that led to the battery charge. we spoke with freshmen who live in the same building. >> it seems out of the norm. i noticed it was diverse and i got good vibes from everyone. it took me by surprise. >> the district attorney decided to file the misdemeanor hate crime based on the atmosphere created by the three men saying the alleged victim was targeted because he was blac

matt keller is in the mission district with details on the developing story. matt? >> that group is planning the protest near the mission police staying demanding justice for what they call police brutality at an apartment come mention. we onlied this footage shortly after the incident and you can see the uniform and plainclotheses officers at the apartment on friday afternoon and officers say they tried to stop bicyclists no a code infraction and he was identified at 21-year-old city college student known as d.j. williams. he fled to the apartment building and resisted officers. witnesses say he was brutally beaten and knocked unconscious. officers say they used reasonable force. others tried to step in to stop it and officers describe them as hostile crowd and one man tried to hit the officers with a cane and another bit the officer. four were arrested including d.j. and the group organizing the rally is demanding all charges be dropped and the firings of the three undercover officers. the rally will take place at the gardens apartments. >> a memorial vigil for a
