in a moment we'll speak to rob mcbride on the cambodian side of the border. first to scott heidler to an area 12km from the preah vihear temple. that is as close as anyone other than the military can get to the disputed territory from the thai side of the bored are. how is the community there preparing for this verdict? >> as you can see behind me, over my shoulder, that is is the check point. no one beyond that, other than military and police can get close to the border. the community has been reacting in different ways. that school to the right, bunkers, they are concerned what it may lead to. it's not as though if it doesn't go thailand's way that fighting will break out. they are preparing for the worst. school has been cancelled for the last couple of days and couple of days at the end of last week. they are bracing for the worse. this is something they've gone through. down the road a kilometre local politicians has called through the local public address system, for the people to gather at community centres. he's lined up chairs. the icg ruling will be

mcbride in hong kong. >> we will check on the weather with richard and it's troubling the philippines. >> reporter: yes, we have the 27th named storm in the western pacific at the moment, it's the 7th typhoon of the season and what is a very active season. something called the accumulated cyclone energy, a measure of how active the storms together have been and we are up to 87% and it's increasing. i have not finished and more storms developing over the philippines and further towards the east. but at the moment it is about here which is heading further into the south china sea and rain is coming down in the philippines but the track has changed somewhat. it was expected to go across noon and it will dip further to the south, missing hinan and making landfall in vietnam where they expect the rainfall at this time of year, looking at the rainfall map, you can see how we sort of peak once we get to october, november time because of these tropical systems. so over the next 24 hours you can still see an awful lot of rain coming down across the region. that system begins to push further to

rob, so the court ruled in favor of cambodia. what has been the reaction there? >> that is right. there doesn't seem to be ambiguity here and people take this as a cambodia victory and the sun has set behind me and people are watching in police posts live on television and the judgment as it came in and it was very complicated but at the end the ruling seemed to be clear to them that thai and police forces had to withdraw from the disputed piece of land, what everybody was hoping for and a small cheer at the police post just here on this part of the border and bigger cheers and people are celebrating this ruling here, maybe there will be something in the detail but certainly the overall ruling at least people are welcoming. we understand while this judgment was not read on the hill behind me here and a gesture of good will and the cambodia commander of forces here and the thai counterpart were sitting jointly in the temple as this judgment was being readout and the ruling being delivered maybe is a sign for the two sides as a guaranty if you like there warrant be violence reaction
