levin are reconciling that? if i might add one more thing, although there has been vocal opposition to fast track through the letters you referenced, there very well may be sufficient support. what do you think the reason for that support? do you think lawmakers are coerced or is there corporate subservients or what's going on? >> well, first of all, in the situation with congressman levin, congressman levin has given lots of speeches describing his position and concerns about trade authority. i obviously will let him speak for himself. again, in the news worthy department is that in fact after a year of negotiations that were called the big four negotiations between the ranking members and the chairs of the ways and means and finance committees is quite ews worthy that it is only chairman camp and chairman baucus who may allegedly finally this time come up with fast track legislation which is to say it's not clear where the ranking member, senator hatch, a longtime fast track supporter, is in on this about to b

pamela levine. >> i'm sorry for jumping the gun. i'm so excited. as i mentioned we ended up with a balance of $77.3 in net assets. before anybody gets excited about that, we have in terms of reserves and obligations, we have $68.6 million. when you net those out, you are just looking at $8.7 million that is quasi free, but it's not, but, so that's our room if every obligation is realized and reserve is realized in the next fiscal year. so, that, you know, we are not a wash with money. let's put it that way. so the $24 million increase in net assets between 2011-2012 and 2013, consist of $20.5 million in a combination of utilization in a city health plans reserve which we call -- what you may have heard before and the savings conversion from the pharmacy medicare benefits. there was $1.5 million in the flex plan for 2013. $3.1 million net decrease in the blue shield's fully in insured's plan from july through december by the 2 percent premium pledge and $1.6 million net increase in other benefits. so, that nets you -- us out to the $77.3 million. we

i think senator levin is right about what the prudent course of action is. i think it would be good if we could give the agreement signed before the next step. >> follow up on that. it opens up a lots of variables with a new election a new president who may or may not want to sign it. that as ane opportunity to renegotiate. is that potentially kicking the can down the road? >> you describe it quite well. we need to first and foremost try to get it signed as soon as possible. we have to keep pressing for it. i do not know what the deadline is. we have to start not just preparations but operationally pulling out. i do not think there is a firm, fixed deadline. we are pushing it. the sooner we get the agreement be better. all the risks are clearly there if we do not. of sanctions has been pretty high on the list for a lot of republicans and even the democrats considering defense authorization bill. it does not look like that will get done this year. do you think there will be pressure next year to push for sanctions again in the house? i wanted to get your thou
