shawn kennedy mta. in the first group 14 mission, the middle part of mission we cut into three groups because it's three different proposals. the 30, 5, a decks is in the first group. the second group is the rest of the 14 with 28 the j and l. and i want to point out that these are not service, there is really two components to the tep, service increasing which is proposing the increase by 10 percent and these capital projects. the detail design money that we are requesting for today goes for the capital projects and for the outreach on those capital projects and cdc and jane martin and other groups to figure out what of the capital projects to move forward and the design of those capital projects so we are shovel ready to take advantage of those funds. the service projector service improvement of those changes talk about are really in a separate process and that outreach will be going in the same time, but it's not part of this kind of preliminary engineering detailed design task that we are requesting

officers and sf mta and community members. because the overnight nature of the restrictions, the enforce ment is mainly carried out by night watch and p.d. station. the pilot location was originally selected to concentrate in two sf p.d. directs in ter very well and bayview to enforce the operations. we also consolidated the location extent so we have enough sample size in either location to be able to take some meaningful measurements and comments on the results. these locations were reviewed at an sf mta public hearing in the june 4, 2013. i will show you the maps of those locations in a second. in cooperation with the office of hope and also the san francisco department of public health and the homeless outreach team, we conducted outreach to particularly house those folks in the pilot area of 2013 and also following adoptions of the locations. flyers were issued as supervisor tang mention several times in those areas providing resources where those folks can ge assistance from programs and also accommodations for their nee

is the mta open to this idea? i think chair cohen raised this issue of this idea of what's happening in seattle of actually designating an area in the city where these people can park. >> i think it's what was mentioned is one of those programs where seattle and where they are working with private entities where they are housing those individuals on off sight parking lots. what we talk about is doing something on street which would be very problematic. part of the reason we are doing this is because of the over sized vehicle impact and designating an area in the street where they can park for that purpose. it's difficult to implement on street. i would hope there is an open mind here. i think we should look at what seattle and eugene are doing. we in san francisco have never been afraid to do something what no one else has done before. i understand that you want to respond to what you are hearing from these residents. but, we are talking about folks who at some point, you know, many of them were living in homes an

i'm john brewer with mta. the question you are asking is 5 years ago is what our plans and what sources we looked at and how we executed on that plan 5 years ago. i think adam got to some of that to each extent. each area develops and certain amount of impact fees which is what we did with the mta and other transit improvement and the others of the sales tax which supports many projects and you as towards the board enforce those dollars in the eastern neighborhood and planning and design are sources that we use to move those types of projects forward. there is the o bad grants that are released throughout the city. we are recently making improvements in that area and traffic and safety and bicycle improvements. there are funds and federal funds that will apply to this area that we are looking at now. we'll look at other grants such as highway improvement grants as it becomes necessary on data we get throughout the city, there is numerous grants that we are looking to constantly close the gap as you have noted

i wanted to thank the mta for being here. several staff -- i know janet was here earlier but thanks to the staff and i wanted to thank the bicycle coalition for being here and mr. hill from the community advisory committee and others as well. really quickly i wanted to say a number of critical points were brought up. i think leah said "if we build it they will come" and i think the three-5% mode share has been increased over the years but much more needs to be done in reaching the ambitious goals as others have pointed out it's really important that we aggressively take an approach to improving the infrastructure but also education and advocacy as well. i wanted to say that mr. jawa from the conservation of league of voters mentioned bicycling for bicycleelists but for others and the equity issue and others brought that up and sustainable environment is critical and alternative transportation including biking is critical and this is about a healthier san francisco as others brought up as well, so full build out benefits many

and first, i would like to thank the mta for meeting with the small business commission. and secondly, i would like to thank the commission to convening this meeting. some of us in this room were involved in the creation of a commission, going back to 1985. and at the time, we created the mission, the commission, to give the small business a voice and that has been our montra for 30 years now that we want the small business not to be the only voice, but when the decisions are made, that impact us, we want to be a voice in the discussions. it is important and i also want to thank, director executive director reiskin for meeting with us over the last few months. i think that it is important for the board to understand that decisions made by the mta, effect our livelihood, and they effect our employees, and there is steven cornel said we have a passion about that. and we want to be good people, good citizen and promote the interest and we want to promote the transit first, but this is our livelihood and your decisions impact our livelihood. the second thing that i would like

i am with the mta. i wanted to clarify a few statements that were made. i think that the way they're written is a little misleading, specifically the number of staff that is dedicated to bicycle projects and 37 people part of the traffic calming bicycle pedestrian, pedestrian safety, and school guard crossing program. the $7 million of the bike projects that some of the staff work on. it's not all 37. i wanted to clarify. i ask for that to be clarified. in addition we are worked on all of the funding recommendations that we put together with the strategic plan scenario were fed into the mayor's transportation task force process so they're in the recommended categories there, so we're happy to move that forward. of the recommendations that the legislative analyst made i think we're working on almost all of those and we're happy to come back periodically as it makes sense to update whether to this committee or the transportation authority whatever you think is appropriate on the update and the progress. >> thank you very much. >> thank you. >> so those are
