the reserve bank of new york. you also got competition among the reserve banks. in 1931 the federal reserve bank of new york started losing gold because britain had just left the gold standard. and whereas the federal reserve bank of chicago had access gold reserves so it offered to swap from gold with the federal bank of chicago and the federal reserve bank of chicago turned them down because they wanted to hang on to gold just in case there was a run on the federal reserve bank on their federal reserve. so these constitutions acted in uncoordinated and often competitive way. the third problem in the 1930s was the gold standard. at the time, countries and the whole financial system relied -- the fundamental reserve asset was gold. so under the federal reserve act, federal reserve banks had to hold 40% of their liabilities in the form of gold. the remainder they could hold in the form of commercial paper. interestingly enough, they weren't allowed to hold government bonds as an asset against their liabilities beca
