it's time to realize that all too many americans, hardworking americans are falling behind. from 1979 to 2007, wages for the top 1% grew 156%. while the bottom 90% of us saw our wages grow only 17%. since 1983, 75% of the growth in wealth has been captured by the top 5% while the bottom 60% actually suffered a net decline. by 2010, nearly all low-income families have made the same hourly wage they did in 2000 despite having raised productivity during that time period by 22%. that's not how it's supposed to work. median family income was 6% lower, but this loss decade caps a trend that has been going on in this country for over 30 years. and what is the most telling portrait of low and middle-income americans are being shut out, bloomberg recently reported that 95% of wealth generated since the great recession went to the richest 1%, 95% went to 1%. in real terms, nine out of 10 people control less wealth than they did before the crash. in 2012, the top 10% of earners took home more than half of the u.s. total income. this is the highest level ever recorded. income and wealth

swall well: each february during african-american history month, americans come together to celebrate the important contributions of african-americans throughout the nation. i'm proud to share the remarkable story of one of my constituents. captain leon "woody" spears. growing up near an airfield, young woody always dreamed of flying. after attending college, he was given the opportunity toe achieve -- to achieve his dreams. woody was among the few selected to join other young african-americans in alabama at the cuss key gee airfield where he was trained to fly. during training, woody overcame very tough odds. battling prejudice and racism to earn his wings and honor of serving with the tuskegee airmen. following training then lieutenant spears was sent to italy at the height of world war ii serving with the all african-american 33 touchdown fighter group. woody's -- 33 itnd fighter group. his tensist moment came in 1945 where his airplane was hit by anti-aircraft fire. he was forced to make an emergency landing in germany, only to be taken prisoner later by the german army. later woo

and free african-americans. it is at the end of volume one in a chapter called "the three races." in his mind, he is an observer of social interaction. he makes generalization that are very offensive to the modern eye. you would have to take a deep breath when you read his observations. he is very critical as an enlightenment thinker of any system that does not reward labor. here's what he says about the south. slavery dishonors work. it introduces idleness and ignorance. it puts human activity to sleep. the influence of slavery explains the mores and social state of the south. he talks about the characteristics of other parts of the u.s., including new england. as early as 1650, the town is completely formed, the laws is not excepted. as in athens, matters that touch the interest of all are treated within the general assembly of citizens. what is interesting to them, how the heritage of conflict and the methods of resolving conflict the counterpart of the culture of the region. let's wrap up. a few final though

for every american. you know,s just recently, president obama's former secretary of energy -- and i would note under prior administrations it was the u.s. secretary of energy, but the president is fond of saying it's my secretary of energy, to his secretary of energy recently observed that the delay with the keystone pipeline is not scientific. it's political. there have been five environmental review, each of which has concluded the keystone pipeline does not raise significant environmental concerns and yet, it has not gone forward because this administration continues to block it. tens of thousands of high-paying jobs with the stroke of a pen the private sector could be allowed to create, but this administration is not stroking that pen. but here's the point, as much as we need to approve the keystone pipeline, we need to think far broader than that. we need to do far more. in coming weeks, i will be introducing a bill, the american energy renaissance act, that is designed to do two significant things.
