you'll not find very few people in the city who have not been touched by our city college. the dictating backdrop with 0 trustees and special trustee here and bryce representing the states chandler's office and the teachers the certified union that represents them along with the individual elected trustees we're here to say we're taking care of business. and this relationship that we're building here is not going to end because of the challenge to accreditation. we're actually widening the set a relationship with the city and all the education leader and financial leaders on a course that will continue to support city college forever. so with senator leno's leadership under stabilization it's one huge parole in an ongoing discussion to make sure that the of him challenges that are identified as part of the accreditation is taken into consideration we don't want a self, if you will, challenge because of low enrollment we've got another challenge. we want to have people who are lent to our city college whether it's the controller's office or my director to the valuable time t

the city. the transit impact development fee is a key part of our funding system for public transportation in the city and it is designed to ensure that development that general rates auto trips or other types of transportation trips pay their fair share to help cover those transit impact. this is not the type of development assess the type of development fee. for example exemptions for housing and non-profit user fee remain as the development fee. instead the project and redevelopment areas are treated fairly and equitably and consistent with the adoptive plan for the area. this will help us develop good public transportation options in the neighborhood. this was considered by the planning commission last december and supported by the commission unanimously. in 2012, the legislative update to the transit impact developmentf ordinance by mayor lee included reference to some form of redevelopment area plan but not all. in working closely with occi, the planning department and mta, we agreed that

-- with the city project. now, as far as your last question of how city utility agencies are required, there are -- there is a component that utility agencies [speaker not understood] utility agencies come in after paving and that's mostly for repair work or emergency work or maybe even new service work that's unintended, unplanned work that the utility company -- that they themselves were not aware of. if a customer comes and asks for a new service -- the utility pg&e require to provide that service to that household. and, so, those cases are unplanned and where we [speaker not understood] it's very difficult to coordinate. >> in general, do you find that the utilities are -- my sense is that pg&e, i have a sense, is coordinating in terms of going in at the same time, but is there a good level of coordination? >> yes, dpw actually meets with pg&e to have the specific coordination meeting with just pg&e to ensure that 23 miles are coordinated with the paving projects. >> thank you. >> okay. so, finally we want

a city case requires additional support in additional reinspection, photos and keeping the city attorney apprised. we have specialist that deal with this as well. >>supervisor malia cohen: are these specialist across the city? >> citywide. they go anywhere and deal with the cases. in 2012 we were asked to participate in citywide task force participation. they don't necessarily have to be housing code violations. but they are getting the types of complaints in that building that cross interest departmental lines. we issued 25 notices of violation which translate to 320 housing violations. we had additional reinspections and when you get to the different departments that you have not seen before and make sure you get that information to the city attorney. in 2013, 20 notices of violations issued because of reinspection we found additional violations and because of the nature of violations we'll sometimes issue a specific notice for heat or illegal occupancy and separate notice for the maintenance items because they have a separate item for compliance and we take it through that process. so

and it saved a city over a million dollars by doing that. that actually, when that happened, it's kind of key to the importance of doing something like what you're proposing to do. i'm very supportive of what you're talking about here. we originally had the contract with the city ask county, but nobody was proactively changing from bottled water to bottleless water systems until gavin newsom issued that executive order to restrict city ask county funds for being used for bottled water. habits die difficultly some time. when you put in legislation that doesn't put difficulty on somebody but makes it easier for people to get water such as what you're lookinging at doing here, you actually help to educate the population ~ to alternative that they have. it's a good way to help behavior change in a more positive direction. we have done a lot of events for the city and county including the america's cup and the oyster festival. a lot of festivals that you mention, we've provided the water bottles for those events and michael actually has run a wat

and lastly we want to make sure we're coordinated as a city. one of the components of the program as ken mentioned we're drafting a framework for the discussions. i will talk about that but we looked at what is the existing city policy say about public land so we created a draft framework and we wanted to give you a sense of what we're talking about when wear saying principles in a framework. we want to got up a comprehensive benefit that can be provided collectively so what does that mean in terms of the those programs. we have a set of strategies and tools so once we have the memo of the tools we'll apply all this on specific sites and do some site planning and develop some rfps and start the development of the specific sites. what might be the benefit of the coordination. currently some of the sites are located where the development is difficult. also, if you go on a site by site approach sometimes the community focuses on no pain revenue resources like open space. so we have open documents and policy to see where the highest need is for ope

i'd like the city -- i want to say the city needs to set consistent policies and goals to keep san francisco's construction dollars here in san francisco. we need to set policies and goals so that all city departments will strictly adhere to and make accountable -- be made accountable. i'd like to speak about my terrible experience with the sfmta, mta anyway. we teamed up with -- a first tier contractor to bid on the job on the subway, and we were successful bid to [speaker not understood]. but for some reason our contract was torn up. they kept the first tier prime and threw our bid out. we spent a lot of time working on the bid and it will take away a few years of work in the future from us. we need to regard the importance of benefits for the local economy that can be generated from participants [speaker not understood]. the way we let it go the way it stands, this mta is about to award one of the largest contracts ever in san francisco. essentially no local business participation and no local minority business participation at all. this contract is worth upwards of $840 million. this -- wi

it's call the city council. linda, you helped elect the city council this past november. police officers are concerned about their own personal safety. they wake up in the morning wanting to home to their families that night after their shift is over. they want to keep our neighborhoods safe. they bring police officers out to the community to talk to them before i got elected i was taught some of the classes of a police officers. else talk to the morning or evening roll call to give them a sense of who we are as a community. the commander started a muslim-clergy coalition to get a better understanding. those are things that the police captains and inspectors do on a regular basis to build bridges between themselves and the community and to allow them to be able to share information. and people don't share information with police it's because they're afraid the criminals who beat them up and kill people who are so-called snitches. >> or who are afraid of the police themselves. we'll talk about that after the break. new york is not the only place where they use stop and fri

what else do cities need to do? >> in san francisco, we partnered with a group of community coalitions, including the bike coalition, to work with the city to adopt what's called vision zero. that's zero traffic fatalities in ten years. and we're doing that through enforcement, engineering safer streets, and educating the public and drivers especially, engaging our community, community activists, community residents, around these issues. then evaluating our progress. we call it the five es. in terms of engineering we think that's the biggest piece. slow down traffic. we know that when traffic is at 40 miles per hour, pedestrians that are hit by cars have a 5% chance of living. at 20 miles per hour, if you're hit by a car as a pedestrian, you have an 85% chance of living. >> so a huge difference there. >> it's a huge difference. just by slowing down traffic, we can save lives. >> and there are plenty of neighborhood planning groups out there. and every capital improvement project that goes through the city of oakland
