i want to thank supervisor mar, yee, kim and avalos. i know this is a topic that is personal for many of us as the sons and daughters of immigrants, the grandsons and great granddaughters of immigrants. the first time i ever came to this board chamber was 15 years ago to testify and support our city's sanctuary policy. part of why wanted to move this resolution and i know many of us did and it's because of the many stories of immigrants who are having their families ripped apart. in particular, i want to mention we have heard 1200 of our janitors families have been tragically impacted by the fact that we have not been able to pass con hen sieve immigration reform. this calls on our president to stop our immigration deportations, close to 2 million under this administration to extend the deferred action for childhood arrivals program to all eligible members of our undocument family because it doesn't do any good if we have a dreamer student who's allowed to stay whose mother and father are being ripped away. this should call to an end. l

and i want to thank supervisor farrell, supervisor mar for their co-sponsorship. now, finally, let me say that i'm very proud to introduce an ordinance that deals with the very important issue of displacement. today i'm introducing legislation that will directly give tenants in the city and county of san francisco some protections in the unfortunate event that they face eviction under the ellis act. what this resolution does is that consistent with the case law that has recognized the right and the responsibility of jurisdictions to help tenants who are evicted stay in the city, this legislation gives tenants in san francisco who are evicted under the ellis act the chance to continue to live in our city. the reality is that under the current existing law a tenant can receive no more than 50 to $100 in the event of an ellis act eviction, and the total for a unit -- for one unit cannot be more than 15,000. anyone who knows the state of affairs of the rental market in san francisco knows that $5,000 is simply not enough to allow these tenants to be able to stay in th

first, i also want to acknowledge supervisor mar and scott, supervisor wiener and supervisor avalos and just collectively the amount of time and energy that we have put into bringing a critical ballot measure to you, to the people of san francisco for consideration. and, you know, it's going to be a lot of discussion around it for many months and i hope that you will listen with a open ear and more importantly an open heart and begin to ask yourselves some critical questions because from my perspective, the reason i'm supporting this initiative, it gets down -- it's a life or death decision. when you look at the numbers as to who is being adversely affected by the target or affected by the targeted advertisement from the sugar beverage, it is largely the african-american community and there are many, many studies here, the study right here, sugar sweetened beverages and incidents of type 2 diabetes in african-american women. the studies go on and on. with that said, i also want to acknowledge that supervisor campos introduced a piece, a resolution acknowledging -- what is it, february a

, committee but i really want to reiterate the comments that commissioner mar just made and i know that any time you make a changes to our public transportation system, it can cause concern whether it is changes in bus stops, or routing or anything else. and but i think that it is really important to keep the big picture in mind that the reason that the tep exists is because, muni is on. er, the slowest major public transportation system in the country, and average vehicle speed is 8 and a half miles an hour. on average, and that is what the muni vehicle is helped fast or slow and they travel around the city that has dramatic consequences in terms of people being able to rely on muni to get where they are going, quickly as opposed to crawling at a snail's pace. and it has dramatic implications in terms of the cost of operating the system, and if you have slower moving buses, you need to put more buses on to a line, and in order to keep service up and so you are spending more on vehicles, and you have to have more drivers, on the staff. and if you can speed up the system, even by just a
