kevin kerr joins us from chicago. and kevin, the numbers were worse than expected but wall street doesn't seem phased. why? >> initially, del, we saw the bears come out of hibernation. across the board. and as you said, very disappointing number, only 113,000 jobs created. and expected 180,000 to 190,000. so the market took that hard at first, but as the day has gone on, we are looking at the numbers and finding positive lining in them. >> so kevin, why are the numbers vacillating so much in recent months? at one point, we were celebrating that the economic recovery is in full steam, and now we're saying that it's slowing. >> this is not a smooth and steady increase. we have had real up and down reports, and wild swings, and i think that's going to continue. we're seeing improvement in some areas, and decline in others. we saw a 28,000 decline in the government, largely due to 9,000 people leaving jobs at the post office. but numbers coming out affecting the unemployment rate. and now dropping slightly, from 6.7 to 6.

i also have one of the star ibm coordinators with me tonight from the recreation parks department, kevin roland. and i can't sing his praises loudly enough, but he has been doing really wonderful things with rec and park. and he'll be available for questions when we get to that or if you have any now. so, the goal really is to minimize environmental health risk from pests and pesticides. it's not just about reducing pesticides because there are problems we have to address out there in the city unfortunately, and these are tools sometimes that we need. the program itself really revolves around a stakeholder process, it involves all the city departments that use pesticides. we meet monthly. this is really the heart and soul of the program. and i think it's fair to say that there are hundreds of people, hundreds of city employees involved with landscape maintenance and building maintenance who are not just on board, but really passionate about this program. it's really a great sort of institutional culture, i think, for the ipm program. what goes into the -- well, let's see. let me start of

police have said they believe that kevin quick is dead. they have not confirmed that it is his body found outside of richmond yesterday, but they are working on that assumption. six people have been arrested and none charged in quick's death, but that may be changed when the body is identified, and three of the arrests happened in alexandria tuesday in connection with quick's stolen suv, and three more were arrested last night. more with the sweeping investigation across the commonwealth is coming up 6:30. >> there is a manhunt in virginia under way following a double shooting in alexandria. ruthanne lodato was shot and killed when she answered the door. more than 24 hours later now, it is not clear who shot her. the lack of answers has everyone there on edge. we have team coverage the night. and julie carey talked with those who knew lodato and those neighbors who are taking immediate precautions. and we start with jackie bensen and the police. >> well, jim, the police chief earl cook says that finding the killer of lodato is the agent's
