this is "the daily rundown," i'm chuck todd. let's get to what's going on down in texas. >>> we're learning more about the man that u.s. military officials have i.d.'d and said to have opened fire last night. this is the same army base in southeast texas where another soldier went on a shooting spree back in 2009. this time, the u.s. military says army specialist ivan lopez started firing a .45-caliber smith & wesson automatic handgun inside a medical support building yesterday evening. the base, of course, was immediately put on lockdown, but the military says lopez walked into another building and started shooting again, exchanging shots with a military police officer before finally turning his gun on himself. this morning, we're hearing some of the radio traffic during the confusion. here's a little taste of it. the gunman killed three people before taking his own life. he wounded 16 more. three of those 16 are in critical condition. the rest are being reported as stable. the army's been extremely forthcoming about the man th

and chuck todd join us live from tokyo. chuck, this pivot to asia we lettered so much about three years ago kind of slowed down a little bit by domestic affairs and other things that happened. what does president obama hope to get out of this trip? >> in many way what is is going on, and i love all the questions you asked there at the end, it feels like almost the questions to the beginning of an episode of a soap opera. and in some ways some of the back and forth between china and japan and japan and south korea are about old wounds, will they date some back to world war ii, some even before. and some of it can seem petty when looking at it from the point of view of the united states. but the larger picture here, the dinner that the president is having right now with the japanese prime minister is basically emblematic of what the point of this entire trip is, which is show some more love particularly to japan and south korea than they have been showing in the past. both japan and south korea feel as if every i'm ttime the

chuck coppola joins us now with that report.. angie--the congressional budget office cuts its estimate of the deficit this year by $23 billion. down to $492 billion for this fiscal year is the new projection. that number represents 2.8% of gross domestic product. the reason behind the improved number is a drop in government spending and outlays for interest payments. on a less positive note the non-partisan agency also projected that debt held by the public will reach 78% of gdp by 2024, up from 72% sunny numbers from the retail sector brought new optimism to the stock market this week. retail sales rose the most in 18 months as consumers spent more in march, following the harsh winter that left most of the nation cooped up indoors . sales edged up 1.1% . february's numbers were also revised higher, to 7 tenths of a percent up from three tenths of a percent. jack kleinhenz , chief economist for the national retail federation says the good times aren't over yet. chuck schumer says obamacare is a net plus. how do you see that? >> he sounds like a senator from a blue state not up for election this year. he should talk to some of his colleagues. obviously, is's overselling these numbers. they could be hollow numbers. senators from red states are still running away from this law. democrats from red states up for re-election are still running away from this law. it's polling poorly. we also have last month the special house election in florida where republican candidate ran on obamacare and only obamacare and did quite well. i don't think the tables have been turned here. >> let's look at the senate field. we've got two republican seats up, competitive, georgia and kentucky. they could presumably lose either one of those. we've got 12 democratic seats that are in some way competitive. we've got open seats in montana, south dakota and west virginia where the republicans are now leading and are expected to be pick-ups. we've got two other open seats, iowa and michigan which seem to be competitive. other states, l
