what we're seeing in others cities. one model you've heard we talk about is the community art stabilization trust this is a program that was founded by the kenneth foundation that succeeded with a $5 million non-exit cap that allows for the acquisition of release real estate for the deed restricted use in a 7 to 10 year acquisition to supporting them and helping them set up their capital campaign it's been effective we think with small and midsize organizations that might not have the capacity to enter the real estate market and to create a second marked for the art and crafts it will be capacity to social services in non-arts organizations. the cap model allows for master leasing or shared spaces where numerous non-nonprofits low come together with the cap model for social services. cap as a model has been effective in identifying under utility or below utilized spaces and we do is that potential for the cast to be for organizations as well. another model is the partnership had an as enter departmental focusing on arts

sort of standardized across the city. at the transit we were reviewing the mayor's office had begun a performance score card for workforce development. so, but we concluded that section 30 as it's now written cannot really be effectively implemented. so, we recommended changes to do away with sort of the centralized planning and budgeting and [speaker not understood] more of a policy function. that defines the goals of workforce development, how these programs benefit the city, the priority for funding allocations, and setting up program performance measures. and one of the things you'll hear, we heard a lot in discussion was about the performance measures, is each of these programs is serving different populations and have different program goals. but in fact, when we reviewed performance measures that departments currently use we found there were a lot of standard measures already. so, one of our key recommendations, then, was to set up a city-wide workforce development planning committee. this committee would be compri

that effect can be easily seen today in a living city, a city like fez, morocco. archaeologists have come to fez because the same high degree of specialization suggested by the ruins of ostia can be seen here in the flesh. the population and density of the old city of fez has remained the same since the 10th century. archaeologist david webster. the old city of fez had about 120,000 people for its total population. this would have been an equivalent of a population density of tens of thousands of people per square mile. now, the only reason why that was possible, especially in a nonindustrial context, was that you had a very effective agricultural environment around fez within, say, 15 or 20 miles radius. but you also had very effective forms of nonhuman transport -- donkeys, camels, horses, mules -- that could bring in all of the kinds of supplies that the city needed. now, that's one reason why you had such high population densities. one of the effects of really high population densities, of course, is to create very dense urban markets, lots of consumers concen

salt lake city. so this was a $15 million project that came from tiger money and from a match, and apparently it happened pretty quickly. so we identified the right of way in 2009. we secured the tiger grant in 2011 and we had revenue service in 2013. so we know how to get things done. so it's transformed this community. the s-line standards for street car line and snapped -- stands for south salt lake line and sugar house. sugar house is our bohemian community and is now an economic hub in our region. we have had $400 million in private investment, 400,000 square feet of new retail, 300,000 square feet of new office, and a thousand new housing units being created in the past four years since we comprised this. so, finally in -- four commuter rail, the front runner, at the bottom, that commuter rail is a $600 million project that opened up in 2013, and it really changed how we thought about how our suburbs thought about economic development and thought about rail. one of the sweet spots now between s

for withdrawals from the city, if the city controller projects total general fund revenues for the up coming budget year are less than revenues for any current year or prior year, then up to half of the rainy day reserve balance can be in the city budget for the upcoming year. and the second frankly is that the decision making process about appropriating funds from the reserve to the district is now resting with the mayor and the board of super visors so certainly that was the intent of the original language, but that is something that the city has -- you know, the willingness to revisit and change. that's some of the discussion that's taking place now. the possible changes. one is that there would be two separate reserves created so right now instead of having the one plot of funds in the rainy day reserve, that there would be a split of the one reserve into two reserves. one would be for the district and one would be for the city and the city would receive 75 percent of the current balance and the district would receive 25 percent. and then if the say -- if and when the city in any

winn he's the deputy city attorney. colleagues this legislation is frail many years in the making because it is overall on amendment to the local hiring ordinance that was passed in december even if 2010. that ordinance was applying the local hire principle percentages rising every year we're in the year of a pause to do an assessment for workers to get hired for publicly you funded public works projects. this new amendment to the ordinance is actually adding in 2 parts that we will extend local hiring to public and private land for language for prevailing wages as well it follows the same process we had in place for the local hire ordinance and mr. flynn is coming now. it's pretty straightforward the approach but there's many departments that have coverage and we're concerned about how the policy will fit the work they're doing and i wanted to be flexible to make sure we can maximum local resident getting hired but understand the complexities that the departments had to go through. there's 3 well, actually now 2 main p

you would reduce, particulate matter emissions which is the major concern in the city. and finally the tier four, final and then is just became available last year and it was reduced another 90 percent, and so that is all, with the new engines but a lot of, construction and equipment, and lasts for 15 to 20 years or beyond, and so, there is another strategy, that is verified by the california or resources board, where you can retrofit, the existing engines which will or can reduce the emissions up to 85 percent. and so, although, the existing ordinance was great, you know, being a progressive city that we are, and realizing the newer technologies are becoming available, we felt that we could maybe, do more. and partially what was pushing us to do more, was through the california environmental quality act, and that is really where the planning department has stepped in and we are often finding out that the public works projects were having to do additional modeling and or do modeling and have to do additional measures, beyond the existing clean construction ordinance to

sbc has long been an important partner of the city as we seek to effectively serve the city's small businesses. formerly the program was hosted here in san francisco by city college of san francisco. when city college was at risk of losing their accreditation, they dropped out of the program and humboldt state issued an rfp seeking a new local host. oewd with the support of small business commission decided to apply and was successful. so, we've been awarded $150,000 grant for a nine-month period. we expect this grant to be renewed annually for $200,000 and there is a local match requirement that we have been able to [speaker not understood] existing investments in office of small business so there are no new outlays required. this legislation creates one new fte that is grant funded for a position to direct the sfpdc. that person will work closely with the existing case managers at the office of small business to expand the city's small business services. >> okay, thank you very much. colleagues, any questions? supervisor mar. >> yes, mr. cline, does city college have any involvement at all i

i have to assume when the city undertakes something like this, the people of that city know that there are cost overruns and delays. >> they do know. and i don't think anybody anticipated this much of a delay, and of course there could be further delays, and i think one of the things that people worry about is a great deal of uncertainty that we still face. we don't know what caused it, and we don't know if this could happen again. >> nobody in any major city enjoys the process of the infrastructuring built. and it's all horrible when it's going on. in the end though, in your view, seattle had to do something, and the option of not doing something or replacing the viaduct with something similar probably wasn't viable. so seattle had to do something bigger to keep one the growth. >> absolutely, we were the fastest growing city in the country last year, and traffic of course slowed down during the recession, and it's picking up again. things are pretty bad here. and eventually, we'll make the transition to being a public transit oriented city. and that takes time. and you do need to have
