francisco's judiciary i'm a native san francisco that's parade since 13 years and become my career here where i handled many types of legislation with personal injury and landlord tenant law in 2005 i opened up my solo office to become educational to the community. i sat down the practice in 2007 to be with the defender for months. i've been a criminal defense lawyer h that allows me to be in court i've seen some good decisions made by judges and some one could say not so good i've seen the impacts those decisions have made on the lives of not only my clients sometimes, the victims' families and different people who rely on our justice system to get justice. and because of that and because of those experiences i've decided i wanted to become a judge and imprinted that to one of my mentors i'm proud of what i've accomplished and like to have an opportunity to accomplish more in san francisco as a judge >> thank you, mr. flores an office of citizens complaints by ms. kingsley. >> hello i've lived in worked in san francisco for over 32 years i raised my so on son who who's 82 here as well

>> san francisco general hospital. and we were commenting, he was commenting on how ward 5a was full of patients with aids. he says today it's full of patients with complications from diabetes. we know right now data that's just released a few days ago that a third of the hospitalizations in california are due to diabetes and we see that also in san francisco. here we see among african-americans, this is from the california health interview survey, that about almost 12% have -- will have reported having diabetes and we see high rates also among latinos. one thing i want to point out, one thing i want to point out is that the lifetime risk, the lifetime risk is going to be closer to 50% for african-americans and 30% for latino. the lifetime risk is incredibly high. >> lifetime risk for -- >> for developing diabetes. and in san francisco, we see, for example, we see here the hospitalization rates for diabetes by ethnicity and we can see that the highest rate is among african-americans. what i want to do, before i turn it

this is less than half of the current market rate in san francisco. as you see, it's an organization, could easily just accept market rate children rather than serving the low-income because of the amount of money they get reimbursed. our current state law is outdated. while the cost of living adjustments are offered yearlyedth reimbursement rates have not kept up with the rising costs of child care. in fact, they haven't changed since 2007. assembly bill 21 25 proposes that the standard reimbursement rate reflects the actual cost of child care facility. in san francisco we consistently hear that the affordability crisis is driving our families out. now we have an opportunity to support our families by ensuring more access. i urge the california state assembly to pass assembly bill 21 25 to avoid the consequences of having more children being turned away from early care in education programs ~. currently ab 21 25 is being held at the assembly budget committee suspense file which is really unfortunate. they have until friday to remove the bill. i hope

coverage san francisco is a different program. coverage san francisco is a subsidy program that requires the department to look at affordability of health insurance for individuals elible for coverage california, and makes subsidies to help to make that insurance affordable, i think that is a good idea to make insurance more affordable. but it is very complicated and not something that we want to enter into without having a lot of cautious thought, and analysis and study so that we do it right. once we do it, it is hard to undo something once you do it and we don't want to do it wrong. >> have you had no trial analysis done? >> no actual analysis have been done. >> how long have you know that the aca is going into effect. >> the rates were not known until late 2014, or mid 2014, we did not know what the affordability issues would be. >> if the entire state of vermont and new york and massachusetts are doing it, san francisco has 850,000 residents. >> they are doing it through a state wide tax or other state funds and it is not cle

next month marks the historic 30th anniversary in san francisco. it was in june of 1984 that the city's cable car system reopened after being shut down for nearly two years. during that time, munni rebuilt 69 city blocks of tracks and restored, repaired or rebuilt 38 cable cars. in 2000, ktvu's ross mcgowen gave us this brief history of cable cars in the city by the bay. >> in the city where tony bennett left his car the cable car is part of the legend. but the lines are but a mere shadow of the cable car system that once connected the city's neighborhoods. the cable car was the way to go. there were virtually no electric streetcars but after the earthquake that changed. only eight cable cars remainedded. over the next 30 years three of those would stop operating the castro line, and the sacramento play line. in 1987, mayor lapa tried to shut down the cable cars all over. the city's committee saved the remaining five lines. over the next decade more lines would disappear. major dianne feinstein saw the rebuilding of the remaining cable lines. so th

has come to san francisco. and because san francisco is a safe harbor, it is a place for the people can be who they are and where a queer youth can feel that it is okay to be who they are. and because of that, because san francisco has been a becon for so long, we have so many young people that are coming to san francisco without any family, without any connections to the city, and they are homeless. and i do think that we have a responsibility as members of the lgbtq community and we have a responsibility as a city and as a city government, to make sure that we provide not only shelter, but that we provide the services for these young people. and so, the goal that has been outlined today, by the community, that has been working on the issue of homelessness, and lgbtq homelessness in particular, for so many years, is that within five years, that we reduce lgbtq homelessness, by 50 percent. and i believe that that is a goal that the city should embrace, that is a goal that the lgbtq community should embrace and

francisco an and member of san francisco beautiful. on behalf of my colleagues on s.f. beautiful who couldn't stay for the duration of the meeting. we want to thank supervisor avalos for bringing attention to this issue. this contract has met a lot of opposition. the harvey milk democratic board voted to oppose the contract last night. it also got a lot of complaints from residents across the city. and we're a city that dies and invests in our public scenery. we spend a lot of money to maintain cable cars and streetcars and help boost tourist economy in san francisco but also makes it a better place for us to live. the vehicle wraps that are proposed to be doubled in the contract, they're not only ugly inside and out. they're also dangerous. they can distract drivers, confuse new riders, make it more difficult to enter and exit a train on a busy platform because you can't see how many people are getting off and get out of the way. there are provisions contracts to allow digital advertising screens on the side of buses. and these are a

look at san francisco on average it's healthier than other places. it's true we have imagining equalities within the city we have an opportunity before the horse is out of the barn this is a good opportunity to help to protect and sustain the healthier san francisco we currently have. its costs a lot. once you develop those diseases it's hard to turn back the clock but the asian population it can be a population that gets missed they get missed because on average they're lower weight and unless we revoke and acknowledge their higher risk for diabetes the example that dr. chiang gave was good a hundred and 25 pound chinese person is at the same risk of a caucus of one hundred and 50 pounds. metabolic is silent and you don't have to be overweight and silent to have it. that's why it's really, really important if we only focused on the people that are overweight and obese that's too late it's about metabolic health and especially chinese with at higher risk. open this up for public comment. now colleagues and i know we have a number of parents so if the

nonprofits in san francisco play a really unique role. we provide an extraordinary amount of services provided generally by city departments and other counties, and we are the principal developers of affordable housing in san francisco. in that regard, we are in virtually constant contact with elected officials in terms of advocating changes, advocating budgets, advocating policies. and supervisor chiu's amendments recognize that fine line between lobbying and policy and advocacy. as he said in his opening remarks, we are under an extraordinary burden from the federal government, a burden that has been widened in the recent controversy in d.c. over the role of 501(c) (4)s. it would have been virtually impossible for us to register as originally this legislation was formed as a lobbyist and still meet the requirements of the federal government. so, we're very happy in the concessions that have been made which we think indicate the difference between advocacy and lobbying and i speak in support of the amendments and the legislation. thank y
