one qatar official told abc news today, "they are not prisoners. we are clear about this. america knows that." >> and they can still have conversations with the taliban, especially those who are in qatar. >> reporter: an official said they have their families with them and after a year they can go home. home would be afghanistan and the areas controlled by the taliban still engaging in fierce combat with u.s. soldiers. a u.s. intelligence report from this year found that 29% of freed guantanamo detainees are confirmed or suspected to have rejoined the fighting, including one who became a senior military commander in the taliban. >> brian is with us now. we were struck by this today. a qatar official says they are not prisoners. >> reporter: that's right. the state department said president obama had assurances that the government of qatar will impose severe restrictions on those leaders and their ability to return to the battle field. but a spokesperson refused to say what those restriction were or how they would be enforced. >> thank you. >>> back here at home and to the

abc 7 news reporter is live in martinez with the latest, lisa? >> reporter: this is a very active scene and it's developing right before my eyes. take a look behind me. you can see a very large police presence here near martinez and highway 4 in 680, the closest we're allow the to be to the shooting scene. it's a block away at falling star road. this happened around 9:45 tonight. there was a high-speed chase through east contra costa county and it ended with shots being fired and i believe one person was injured, taken to the hospital. it is not clear who fired those shots. we are getting some reports that it may have been involving a police officer. we're getting other reports that it may have involved a juvenile of some kind. it also does appear -- the police appear to have one person in custody. right now we're still trying to find out more information. the martinez police department, the sheriff's department, the chp, they are all here and there are several blocks of this street that are closed. you should definitely trying to avoid this area
