ross, we're waiting to hear from speaker boehner in a few minutes. what do you think he needs to stay right now? what do republicans -- not just in washington but around the country -- want or need to hear from him? >> goodness. i mean, i -- i don't think this is a moment where there's really that much that john boehner personally can say. i mean, this is obviously, in a sense, a repudiation of -- in a sort of narrow single-district way -- his leadership team. but i think that all that he can say is sort of some version of message received. and i think that what's fascinating, and you heard it sort of listening to brat talk is that people are just scrambling to figure out what the message is because nobody had paid any attention to this race. people are sort of just digging into the kind of campaign that brat ran and so on. and so far i think the best answer we've come up with is that brat ran as a sort of full spectrum populist. that he's obviously a libertarian, a small-government conservative and so on. but all of his attacks on cantor were relate

why is john boehner doing this? >> well, we've never had this before, paul, because we haven't had to have this before. in the past, when you've had presidents overreach, step on congressional powers, congress itself has stood up and sort of slapped presidents down. that's often served to make presidents think hard about doing something like this. this democratic senate has chosen -- recess points so the white house has felt very emboldened. john boehner feels this is one of the only options to trying to stop the president doing this. he's going to go ahead and this is aimed at everything from the president unilaterally changing obamacare, changing immigration law, creating laws or regulations that should in theory be done by congress. >> and also doing something that's called suspending the laws, which means essentially refusing to enforce certain elements of a statute on imgrigimgrig immigration, for example, that sort of thing. they want him to obey the law. >> yes. and this is -- now, the curious question will b

which brings us to house speaker john boehner. who presides over the current congress, the 113th, which is on track to be the least productive congress ever. and it's not like there aren't things to do. as of this month, some 3 million americans are living without income because their federal long term unemployment benefits expired and congress hasn't restored them. immigration reform which passed the senate is stuck in the house. congress is doing a lot of complaining about iraq, but so far they've refused to go on record about whether the president should take military action. we face a new potential government shutdown, this fall, believe it or not. meanwhile, speaker boehner is spending his time suing the president over the kinds of executive orders president obama has used less than any president since grover cleveland. and his household endless hearings fishing for a scandal they can sell as an impeachable defense. speaker boehner, sam rayburn, you are not. that wraps up things for "the reid report." watch us every day 2:00

john boehner has said this is not about impeachment. but what's the end game, and what are the implications if, in fact, the supreme court does rule in that way that you just referenced? >> well, the implications are is that we need the house of representatives in particular to reexamine its rules to make sure that they are doing everything possible to make clear what the accountability standards are. what their deadlines are, and so forth. on the president's side, and he's got a legitimate argument here, sometimes the congress of the united states has done nothing. they haven't responded on the senate side to particular nominees. if they don't like the president's nominees, vote them down. send them back, give the president another chance to nominate someone else. if they don't like the president's health care legislation, come up with a constructive alternative, put that forward rather than just saying no. it's important on congress' side to be as specific as possible. on the president's side, he has a duty under article 2 to take car
