first, more on secretary of state john kerry's upcoming testimony here. let me go to my colleague on the hill. chief congressional correspondent dana bash. as we await senator, what are we expected to hear from senator kerry if it will be more in line from the message president obama had today in florida versus what we heard yesterday on the hill. >> reporter: it's a great question. the fact that we have to be asking which message we're going to get from the administration is probably not a good sign for the administration, right, brooke? the fact that, first of all, that john kerry told our own elise labott that we're not at war with isis which then the administration had to backtrack on the military side the chairman of the joint chiefs saying pointblank they believe that they want to have ground troops on the ground as an option. then the president himself saying today he doesn't want that. you know, that's the kind of thing that i believe you're going to see the senators on this panel try to dissect, try to get from john kerry about what exactly the p

this was the committee that john kerry when he was a senator led himself. so it is going to be at another time he's going to come back, sit in the witness chair and answer questions along the lines of what you've been talking about all hour with your guests. primarily the mixed messages that we've heard from the administration, from john kerry himself telling our elise labott that we're not at war, the u.s. is not at war with isis, but then the administration trying to backtrack on that. and of course the testimony from the military chiefs yesterday before the armed services committee, specifically saying that there should be ground troops left on the table and that's setting off basically a five-alarm political fire at the white house because the president does not want to send that signal at all. those are going to be the kinds of questions we're going to hear from the secretary of state -- for the secretary of state in about 45 minutes. obviously there will be more diplomatic questions about the mission, the strategy and so forth. >> and in the meantime,

the u.s., john kerry, the coalition needs turkey's support. and ideally, there's a nato base in turkey that the u.s. would like to be able to use. starting isil fighters, and already ahead, the turkish leaders are saying that they are not going all out. but they're going to be allow the area to be used for humanitarian assistance and logistical support. turkey is worried about the 40 diplomats that are being held hostage by the islamic state. however, the u.s. and britain and other european countries have also been pressuring turkey to try to control its borders and try to stop aspiring foreign fighters from making their way into iraq and syria, and turkey has been trying to tighten it's borders. it's turkish soil b. it's a border town that looks to the middle east. it's a place of pilgrimage. and now sometimes lingering among the pilgrims, they are taking them into syria and iraq to join the fighters of the group that calls itself the islamic state. turkey has made that a lot harder. >> ahead, it's syria. the smuggler told me that it's easy t

this is john kerry, vintage. martha: representative mike mccaul is the chairman of the homeland security committee. clearly isil has declared war on the united states and the western world, have they not? >> isil hasn't gotten the memo that john kerry did. they are at war with us, i believe we are at war with this ideology. we have been at war for many years even before 9/11. there is a consistent narrative downplaying and downgrading the threat level when the threat level is real. i think why the president had such a hard time making a decision to do the right thing go into syria is he can't get his head wrapped around isis. because isis defines his entire campaign narrative that he ended the war on terror. when in fact the threat level has gone up not down. martha: i remember back when libya was being discussed it was referred to by the administration as a kinetic military action. you know, i understand the inclination because so much of what got the president-elected was his promise to pull out of these wars.

so john kerry was expressing the concern of the u.s. government as it developed a coalition of nations, western nations and nations in the gulf region, his concern is iran may have excessive influence. this is what he had to say. >> but i think under the circumstances, at this moment in time, it would not be right for any number of reasons. it would not be appropriate given the many other issues that are on the table with respect to their engagement in syria and elsewhere. >> so there is john kerry again saying it's inappropriate for iran to be too involved at this time. that's the view of the u.s. it's not the view of many here in iraq. this is a largely shia country. iran is largely shia as well. so it's just not terribly realistic to assume that iran is not going to play a significant role on the ground. >>> how important have the u.s. air strikes you mentioned been for residents? >> well, i was up at the front line at a place called mt zer tech overlooking the valley towards mosul. that is where kurdish peshmerga troops have aligned

secretary of state john kerry arrived in the capital baghdad a couple of hours ago. he's beginning a tour of the middle eastern nations to generate support to the fight against islamic state militants. meanwhile president obama says he already has the authority he needs to widen military action against the jihads in iraq and syria. he's making a tv address later on wednesday. our correspondents in baghdad outlines what john kerry's priority temperaturehe -- prior likely to be. >> there's a more inclusive less devicive government in iraq has been met. by forming this government, getting rid of previous prime minister, maliki, america has more ability to confront the islamic state. it can democrat cli, politically invade with this. britain is given a bump of financial aid to buy guns and ammo from peshmerga and northern iraq. the iraqi army will need a great deal of help. will will there be air strikes, intelligence support? they'll have a long shopping list and expect america to deliver on the help they've been asking for for a long time. >> we want to have full cover

imran what has been said between john kerry and the new prime minister? >> well, there are two key points, really. the big one and the one that will have most effect on the ground here is the fact that the iraqis are insisting that the iraqi army are built. and the americans are saying the iraqi army are the key way of beating the islamic state on this side of the border, and they need help. so that's one of the messages, and it looks like john kerry is absolutely on board with that. the other one is civilian casualties. anything that the americans might do, a lot of what iraqis are saying, particularly senior politicians, is it has to not involve high levels of civilian casualties the likes of which we did see here in 2005, 6, and 7. >> and as that meeting was happening another attack in bagdad. >> that's absolutely right. bagdad has been under constant threat for almost two years now. what is concerning for many people particularly in high levels of authority is the iraqi army, the iraqi police forces can't secure a city when there's such a high-profile

john kerry has been holding talks in the capitol. he signed up arab allies to the us-lead coalition on thursday. but turkey is reluctant. let's go live to bernard smith in istanbul. turkey is a key nato ally why this reluctance? >> well, i think one of the big problems that turkey has with this is it has more than 40 turkish citizens being held hostage by the islamic state somewhere in iraq. and it fears retaliation if it were to play a public role in the coalition against the islamic state. turkey is very important for the us. it borders syria and iraq. the americans would really like to use a nato base. from there they are launch fighter jets that will target islamic state sites in iraq and syria. kerry has met with the foreign minister and is meeting with the prime minister, ahead of those meetings turkish officials were briefing that they would not allow the air base to be used to launch fighters. they are allowing it to be used to provide humanitarian and logistic support. turkey has been under pressure from the u.s., britain, a

and, john, as you mentioned, secretary kerry arriving here endorsing this new government. and of course, after he arrived here, a couple tweets here saying he's back again here for the second time in three months describing iraq and baghdad as a critical partner that this fight against isis. and this inclusive government, a big step. yes, that is what we're hearing from u.s. officials, it's a major milestone, as they describe it. but there's a daunting task ahead. if you look at this government, iraq has had the same sort of government, inclusive with sunni, shia, kurd, and other minorities represented in these governments since 2003. what really needs to change here is the policy. the policy, to see real power sharing between these two here. and the key would be the sunnis in iraq, as you mentioned. their grercievances, what they' been feeling over the last few years marginalized. they feel persecuted by the security forces. they are key. we saw that back in 2006 and 2007 with the strategy of arming the sunni tribes to fight isis. and that worked really well. it weakened
