we have our dallas county sheriff's department and dallas president police department teams on the ground now. and they have been there since last night. we are working to locate the individual and get him to a comfortable, compassionate place where we can monitor him and care for his every need during the full monitoring period. i want to stress to you this person is not committed -- has not committed a crime. they are a low-risk individual, and i emphasize low-risk individual and we are doing this as a precautionary measure. again, i want to thank everyone. the staff of homeland security and emergency management and dallas county health and human services epi team as well as my executive staff for all of the their hours and hours of work on very little sleep. oh, and the individual was seen yesterday. the low risk individual i just spoke of was seen yesterday, was monitored and is an asymptomatic, low-expose arew individual so remember what we talked about for those of you who are not medical reporters, asymptomatic people have zero -- you have zero chance of contracting the ebola virus

these are live pictures coming in from dallas. this is the hospital there where nina pham is about to be transferred. she's going to be leaving that hospital, flying in an air ambulance as it's called from dallas to frederick, maryland, just not far away from bethesda, maryland, outside washington, d.c. where she will be treated at the national institutes of health. we'll have live pictures of all of this throughout this hour. i want to continue the discussion right now. let's bring in our chief medical correspondent once again, our own dr. sanjay gupta, along with an emergency room nurse practitioner. she's here with me in "the situation room." erin, thank you very much for joining us. you just heard roseanne, she feels very strong that the nurses are not being well protected. do you agree with her? >> i do. there's really been a lack of a centralized coordinated response to this. for example, my hospital, they sent out a video of how to don this protective equipment, but it happened in this situation in dallas much later. some h

first from dallas to cleveland, to visit her mother, then back to dallas. according to health officials, vinson had a slight fever before boarding a flight monday. in a telephone briefing today, cdc said vinson should have never stepped foot on a plane. >> she was in a group of individuals known to have exposure to ebola. she should not have traveled on a commercial airline. >> reporter: vinson reported symptoms the day after her october 13th flight to dallas. the cdc says the risk to the other 132 passengers on board is low. >> we are going and will always put in extra margins of safety, and therefore, will be reaching out to all the passengers and crew of that flight. >> reporter: front tier airlines says they responded immediately correspondent notification of the cdc by removing the aircraft from service. the airline says the plane was cleaned the night it landed and again today, but it is still in use. >> frontier airlines aircraft has been decontaminated twice at a remote location on the airport. there will be a scheduled flight to denver using that a

i would like to ask about the situation in suburban dallas. the patient does not have definite contact with e bella or definite symptoms. does this person have possible contact and is this person among those you are tracking adready and is cdc involved in this case? >> since it's an emergency situation i would have to refer you to dallas. often in situations like this information may change from minute-to-minute, but i would just reiterate what i said earlier. we don't have a concern for symptoms consistent with ebola or for definite contact as far as everything that i have learned up to a few minutes ago. >> thank you. next question on the phone. >> the next question is from leonor from telemundo network. >> hi. my question is more regarding air will travel and the new procedures for the five different airports. is there a special procedure or any guidance given to the airlines when thinking about cleaning an aircraft that has just arrived from west africa? is that a necessary precaution to take and if so, can you explain what the airline sho

dallas county judge clay jenkins is the top administrative official in dallas county. he's been leading the county's response on the ground. judge jenkins, you might remember from earlier this summer when he announced dallas county would take responsibility for housing kids from central america who crossed the border into texas in such huge numbers this summer. >> the politics of this is that there are no politics of this. this is about children. it need not be partisan. it need not be political. it need not be shrill and hateful. these are not others. these are children. >> judge jenkins made that case over and over the summer that we had a moral obligation. dallas county had a moral obligation to house those kids coming across the border and have nobody to take care of them. now that his county is the first in the nation to deal with this new problem, he's handling it in exactly the way you'd think. he's handling it with unapologetic compassion, specifically concerning the way dallas county is treating not just this first patient thomas eric duncan but his relatives

he ended up in dallas. those teams in dallas said that they were clearly ready when, several nurses from dallas told us, that was not true. dr. garza, let's talk about protocol. look at the ambulance. awaiting nina pham to get off the plane. there are reports, in spain, a patient is under on ser vaebser because they rode in an ambulance that carried an ebola patient. an ambulance that had not been decontaminated. if true, what would it moon how the virus is being transported. >> it depend a lot on the environment of the ambulance. clearly if the patient was transported in the ambulance, had left behind bodily fluid. the flew is was left on the surface. and a patient came in contact with it. then, that could be the mode of transmission right there. you would assume that, that that, ambulance would have been thoroughly decontaminated before anybody else would have gotten into it though. so it is a little built surpr-- surprising that did not happen. we are looking at the pictures. takes them a little while fo

she then boarded a plane to ohio before flying back to dallas. tonight we learned the cdc cleared her to fly and the president said there needs to be a more aggressive approach. >> i directed the cdc to do is that as soon as somebody's diagnosed with ebola we want a rapid response team, a s.w.a.t. team essentially from the cdc to be on the ground as quickly as possible. >> nbc 10's christine maddela is live in dallas at the hospital where this all started. >> a big development in this latest ebola case, the cdc apparently knew vinson was planning to travel? >> reporter: absolutely. we found that out this evening. and all day today when we were traveling down to dallas, we encountered people on the plane with us who were asking why would a nurse who treated an ebola patient and knew she was exposed even though she underwent precautions, why would she get on a commercial airline and fly elsewhere knowing she may have been exposed? and tonight nbc news found out that amber vinson, that second nurse who has contracted ebola, actually notified the cdc

presbyterian hospital in dallas. and now joining us by phone is dr. fauci, and what is the public to make of the second ebola case, and as i understand it, the first case of ebola being contracted, contacted within the united states? >> well, i think that it is important to point out that it is very unfortunate that this individual was infected while ca caring to the for an ebola patient. it clearly had to be a breach of the protocol when one goes in and takes care of the patient with the personal protective equipment that is part of the cdc protocol. apparently, the person did use ppes or the personal protective equipment, but there with was a breach in the protocol which is unfortunate por the courageous person taking care of the ebola patients, but it need s s to bet into context that when you are talking about the relationship to the outbreak, you can't make an extrapolation that this is now danger more so to the american people, because you note that the contacts that were traced are now being monitor and where

on friday she flew from dallas to cleft. on monday she flew from cleveland to dallas. both planes full of passengers. now officials trying to contact everyone on the planes. and they still don't know how the two infected nurses got ebola in the first place. frightening when 74 other people helped thomas eric duncan. and more are expected to be infected. >> texas health presbyterian is a fixture in the community, but inside of the hospital, it is a dire seen. the hospital has 900 beds and only 300 are filled. a cdc doctor inside of the hospital this week, people are scared to go there. they are having a rough time. i hope they make it through this. this comes as one of the hospital own nurses is criticizing the wear health care workers were prepared to treat ebola patient thomas eric duncan. >> there was no special pro -- precautions other than what we know in the medical industry to be basic contact precautions and contact. there was no special gear. we were unprepared in the sense that we did not know what to do with his lab specimens. they were mishandled and that is

this is the second nurse from dallas. this is 29-year-old amber vincent who has now contracted ebola. she's the one who also helped treat thomas eric duncan before he passed away last wednesday morning. she's the one who took that plane. a lot of people asking questions about the travel choices and if she knew that was a breach in cdc protocol. again the second nurse en route to atlanta to be treated at emory hospital there. then this. you have frontier airlines. they have pulled the plane that this young woman flew on a day before her temperature speck according to the cdc. she should not have flown as i just mention ad moment ago according to protocol for those who have cared for ebola patients. and you have to think with another one of their own sick the colleagues of nurse amber vincent are also more worried than ever for their own health. and if you believe the national nurse's united union, some nurses at this dallas hospital, texas health presbyterian, they fear something else. retaliation. and that is why this uni

but there were no direct flights into dallas from liberia. so there had to be at a minimum two to three connecting flights this passenger took. it's important to note that while that passenger was on board airplanes, he was not showing symptoms of ebola. therefore, it is thought that he is not contagious at that point. you're only contagious with this disease when you actually show the symptoms. but at least now we can tell you the passenger traveled, according to reuters, via brussels. that information coming to reuters from the liberian information minister. the cdc says the passengers were likely not infected, were likely not in any kind of risk at the time that this happened. of course, those symptoms weren't showing and yet it's still very concerning. when you consider that there are no direct flights from liberia to dallas, up to three planes possibly to get to dallas, that's a lot of passengers who probably have a lot of questions at this time. concerns are even affecting the stock market. shares of the major carriers, believe it or no

even within dallas, we were told repeatedly that cdc was on the case, they were there in dallas, that hospital was doing the right thing. now we learn that they acknowledge they were late to get there and that the procedures clearly failed. now, you still have not been told you all covering it in dallas where the breach was, but clearly, according to at least the nurses who were overnight on that conference call organized by a labor of organizations representing nurses. there were serious breaches from people who went in and out of containment in the care of mr. duncan. >> absolutely. and that's what's -- representing or speaking with nurses purportedly from here, anonymously, that the guard they wore originally were not complete, their necks were exposed. mr. duncan sat outside the isolation room for quite some time, that nurses went in and out of the area without decontaminating. questions were asked of the doctor today about that. and he did not have a comment. so that's -- that's how the day began. it wasn't great. and now this. just completely taken into it a new level of concern

what's happening in dallas/ft. worth for anybody else who might be coming down with symptoms and going to any other hospital? what's happening to ensure hospitals don't let this slip through the cracks? >> well, obviously everybody has been retrained. they were trained before this incident came into fact. the protocol was -- was correctly implemented with him when he came in the hospital at the beginning. we didn't close the loop. and the doctors didn't see that. i'm not -- i do not understand why there wasn't self-reporting to the doctor examining that he had had contact with ebola. that we're trying to still figure out. but every hospital knows exactly what to do now and all of our paramedics have been trained. fortunately they were trained and picked this patient up and saw that he was from west africa, put in the protocol to make sure they were safe, took him to the hospital, the hospital participated that way and that's why i feel good about those two-thirds number that i gave you that those guys hopefully are
