nbc 10's harry hairston live in ardmore. you just talked to the prosecutor about this, about why. >> yes, he told me why. as a matter of fact, he hasn't talked about this case in ten years but just moments ago he sat down with me, detailing why he did not go forward. >> i didn't say that he didn't commit the crime. what i said was there was insufficient admissible and reliable evidence upon which to base a conviction beyond a reasonable doubt. that's a prosecutor speak for i think he did it but there's not enough here to prosecute. >> reporter: former montgomery county district attorney bruce caster tells me he believes something criminal may have taken place at bill cosby's home back in 2004. a former temple employee filed charges a year later saying cosby drugged her and then sexually asasaulted her. do you think he did it? >> at the time i remember thinking he probably did do something inappropriate. thinking that and being able to prove it are two different things. >> reporter: the woman's delay in making the allegations
