the crisis in ukraine. much of the narrative in the west has focused on russia's aggressive tactics and its willingness to flight international law to maintain influence and control in ukraine. indeed, there is a lot of truth to that. but we shouldn't overlook the negligence of the united states and the european union that helped create this crisis. russia has looked with alarm at nato's expansion in the country's fa used to fall under moscow's sphere of influence, that russia would draw all line in the sands whether it came to ukraine is predictable. ukraine on borders russia's soft under belly it has a sizable population of russian speakers who look to moscow for support. it was an e.u. trade pact that triggered this crisis it ignored russia's strategic interests. but russia's real concern has always been to make sure that ukraine never joins nato. ironically ukraine's pro western leaders are now more than earring than ever to join nato beus of russia's heavy handedness in their country. if the u.s. and o

now ukraine. ukraine is a very, very difficult issue. it is very painful to many russians especially taking into account how much we are all intertwined not only economically because we are products of the same economy that was of the country but intellectually, religiously, ethnically. we are so close and so intertwined. you can hardly find a family in russia that doesn't have relatives in ukraine and vice versa. i'm one of those. and we certainly see what happened in ukraine with a lot of pain. but at the same time what is most important in russian american relations is that we kind of found ourselves on different sides of history using the american term where the united states always wanted to stay on the right side of history. and in this particular case and this very telling moment to us the united states chose to support forceful overthrow of a legitimate government. and it supported the new government that came. as we say in russian on the shoulders on extreme nationalists and almost sometimes profascist forces. i'm not suggesting

is it ukraine? ukraine, more in of the world is exposed to russia. the ukrainian story is much more dire. if you look at insurance against ukrainian bonds that investors take out, they are showing there is a 2-3 chance that ukraine will default in the next five years. yield on ukrainian bonds are at 17%. they rose 1.5% yesterday. 4.5% in the last week. that is four times more expensive than in most emerging markets. their currency is down about 50%. russia has been bad, second-worst performing currency , down 30%, but the exposure of western europe, the eu, the u.s. to russia is infinitely greater than it is to ukraine, which is why we spend more time talking about it. what we have seen over the last few days is, the russians have been somewhat successful in stabilizing the ruble. it is going to be difficult. there is downward pressure. you see it right there. >> 46. it has come off after the other side of the week. >> they are not intervening. that is one of the first times they haven't intervened. they are beginning to restrict the amount of rubles

just one question on russia and ukraine. all the conversation has been about, most of the conversation has been about whether we are or don't arm the ukrainians. seems to me a lot of the conversation misses the broader picture, which is that rush is employing a set of tools that is unprecedented, somebody referred to a new phrase i have heard of yesterday that russia has militarized information. they are using information, propaganda, payoffs, support for ngos in a way that we have no understanding of and no ability to match. we don't necessary want to go to it for that, but instead of spending all this time talking about what specific arms we're going to give ukrainians, we should be paying attention to what russia is doing today in lotsd, estonia, in montenegro to essentially try to prep the next set of crises and hopefully this committee will be able to grapple with they need to have a much more robust conversation about how we need those new russian tactics. hopefully i think you understand that but it would be great to
