what about rhode island? rhode island in some ways catching the worst part of the storm. state of emergency declared by the governor. all flights canceled in providence. the governor ordering a strictly enforced travel ban. classes are canceled of public schools in providence and university of rhode island and brown not having school. joining us from providence is cnn's sarah. >> reporter: you see the snow here. when you are standing out here like i am, it is the wind that becomes the story. we see gusts up to 45 miles an hour. the worst is expected to come in two hours. that is when the wind will pick up. so far we have been protected here because the winds are coming from the north over land over providence instead of the south or coastal winds that come up from the water. another important thing that the people in rhode island need to know this morning is high tide this morning for many of the coastal -- really the whole state. this is a coastal state, rhode island. every one of the coastal community is under a flood watch. high tide coincides with the storm. the snow

in rhode island. she says it's bad right now. it's not safe to be out. they expect five to six more inches of snow and wind gusts 35 miles an hour or greater. she wants people to stay at home. it's interesting. in rhode island massachusetts, you have people who just became governor. just sworn in a few weeks ago. this is trial by fire. you have to really do the job very very quickly. it's interesting to see. >> so far she thanked residents for heeding warnings and staying off the roads for very few accidents but looking to tonight, it's not over for a lot of new england. the storm is slow moving. it's still kind of sitting there and windchill is going to be a huge problem in rhode island tonight. negative 15 she says. they are concerned about that and they'll look into that. let's go to rhode island. we have our correspondents on the ground. more than 10 inches of snow have fallen where you are with several more coming throughout the afternoon and even into tonight. what are you seeing? >> reporter: i

no delivers in massachusetts, connecticut or rhode island. we have reporters in those places though throughout the northeast, massachusetts, let's start in boston with chris pallone who only slept maybe two or three hours last night. snow power outages, still happening there, are people venturing out or are they still hunkering down indoors chris? >> yeah craig, it's pretty funny. boston common where i'm standing right now has been a virtual ghost town as has the rest of boston. you have the one stragleer to decide to cross country ski to work or needed to walk the dog, but we really saw nobody for most of the morning today. in the last half our or so people have gone stir crazy. i want to show you some of the common behind me. look at what we've got. in my eyesight here i don't see too many people but there are a few dog walkers out there. just down a little bit further down beacon street i can see a bunch of kids playing on sleds. i've seen people with snowshoes and person with a snowboard a couple of minutes ago. they are starting to come

straight to rhode island. the mayor there, still bracing for the worst, flooding included. >>> with the blizzard of 2015 we continue to watch the latest information coming into us at ms nbc. we're hearing from a couple of utilities this half hour. a total of 5,627 people without power at the moment in massachusetts. we're hearing from two different utilities, divide up national grid north star saying 4139. 5,600 people. the wind gusts too high for the utility workers to get there and fix the power line. not too far away, rhode island among several states to declare a state of emergency. i want to go straight there. it may be 4:31 local time. just beginning for rhode island. on the phone, the mayor of warrick, rhode island. what are your crewing seeing on the road right now? your concern is that certainly the worst is yet to come in the next eight hours. >> that's correct, richard. our roads are passable at the moment we're concerned about drifting. storm surge. we have a lot of snow that hasn't fallen yet. we

providence rhode island they are struggling to keep up with the snow. the picture we saw in new york look at providence. that's not good. more than a foot of snow is on the ground in several towns with the worst expected this afternoon. again, one image from new york this is what's happening in providence, rhode island. officials say the biggest challenge is blowing and drifting snow. wind gusts as high as 50 miles per hour expected later today. could make the situation even more dire. crews have been working nonstop since 7:30 last night. joining me from providence weather channel meteorologist chris warren. >> reporter: here in providence rhode island the snow is still coming down and the plows still out working. they are doing an enormous task here, more than 100 are out in providence. interstate 95 is down below. even the side streets are a monumental task. this is a lot of drifting snow and once they come through here and plow this it is just a matter of minutes, sometimes ten minutes later before this. all of this is drifting snow coming up trying

and joining me by phone is rhode island lieutenant governor daniel mckee. good evening. >> caller: good evening. >> how are conditions right now? >> caller: i think we're in the eye of the storm as you've reported all evening. and the governor was right on target today to call a state of emergency for all of the reasons that she just stated on your show. >> how do you prepare for a storm like this? and do you know at all, ballpark, what it's going to cost you? >> caller: prior to becoming lieutenant governor i was a mayor for 12 years, and these are budget busters locally. so local budgets for the snowstorms are going to get drained on this one, ari. and on the state side we expect that it's going to you know cost in the millions of dollars a couple million or so or more. and that's why i think it's good that we're taking account of all the money that is being spent. and we expect based on the governor's state of emergency to recover some of that on the federal level, which is going to help the state of rhode island quite a bit. >> and lieutenant governor a

we're talking boston connecticut, long island rhode island. islip, 18 inches of snow already on the ground and it's still snowing and it will continue to snow for quite some time. the radar is going to show you that first band of snow that's already from portland maine, down to boston and across the cape and down into long island. that's the heaviest snow the two to three inches of snow per hour and the winds are blowing at 50 miles per hour. so the question is i got a couple of emails this morning, why didn't it happen here? yesterday we talked about the models. the new model, the weather service put millions of dollars into this new model. we looked at it yesterday and we said wow, this is only going to put ten inches in new york city. all the other models say 24 we wonder which one is correct. the new model, the one the weather service put a bunch of money in is working well. believe the new model and throw away the old one, it didn't work as well. >> i don't believe in cya mode when it comes to weather for two reasons. one, the point of fa

>> rhode island is still in the thick of the storm. the total snowfall in some areas could climb above 2 feet before this blizzard moves past rhode island. the governor joins me by phone. governor thank you very much for being with us. what is the state of the conditions in your rhode island? >> thank you, andrea we're still in the thick of the storm as you say. we're expected another 6 to 8 inches of snow between now and 4:00 this afternoon. i was just out on the plow and the visibility is terrible. we still have 40 to 50-mile-per-hour winds. i have a travel ban in effect and we're going to keep that in effect through the afternoon. >> in terms of the travel ban, you're keeping that in effect but what about emergency vehicles? are they able to get through? what about the plows? >> they are, the travel ban does not pertain to emergency vehicles. it's a tough situation. we've been out all night long with the plows. the roads are really not safe but we're doing the best we can, especially the intersections and local roads are especially

what are you bracing for in rhode island? >> caller: we are bracing for one of the worst storms that we have seen. i am asking all rhode island people to hunker down. it's an extreme winter weather coming together. we're bracing for two to three feet of snow. and winds up top 60 to 70 miles an hour along the coast. >> are people in rhode island ready for this? >> caller: well we are ready. i have been on the television and radio today urging people to get prepared. i'm anticipating that we could have people without electricity for days. it's going to take days to clean this up. i'm asking -- i have asked people get prepared. make sure you have what it takes to survive for a few days. most of all, get off the streets. i issued a very stern warning to all rhode island people which i'm doing again now, get off of the road by 8:00 tonight. i have signed an executive order declaring a state of emergency. as of midnight there is a travel ban. if we can keep folks inside they will be safe. we need rhode islanders to be safe and we n

also rhode island and boston. coastal areas are expecting near hurricane force kinds that start in just a little bit as the storm moving off of the warmer ocean back west arching down through new england. we're going to see possible whiteout conditions high winding, fears of mass power outages. there is a travel ban right now. this is relatively unprecedented. nonemergency vehicles starting at 9:00 p.m. in connecticut. the new jersey transit is closed. the new york mass transit that never closes it keeps the city functioning, the new york city subway system and all transit will close at 11:00 p.m. tonight. it closed during sandy. and that will bring the biggest city in the country to an absolute stand still. amtrak is suspending all service through new england. 7,000 flights have been cabled. a third of domestic travel. we have essentially a lock down at all of the airports. if you're traveling in or out of new york tonight you're screwed. you probably already knew that. public schools will be closed tomorrow. bos

i want to thank my colleague from rhode island. let me take two minutes to say a word about my pending amendment which may come up for a vote shortly. it's amendment number 69. what i've said on the floor is there's a dirty little secret about the keystone pipeline. you don't take canadian tar sands and turn them into gasoline and diesel fuel without filtering and refining out some pretty horrible things. what's filtered out is called petcoke. and petcoke is going to be produced in the refining process if this pipeline is ultimately built. over 15,000 tons a day of petcoke this by-product of this refining process. and if you look at it and you think to yourself, what impact will have that? it can have a very negative impact. my city of chicago, i'm proud to represent, as well as other communities, petcoke piles have become a challenge to the public health of the people in the community. i am asking in my amendment that we establish a standard of safety when it comes to petcoke that we establish a standard of transportation and stor

nbc driving along i-95 headed from massachusetts into rhode island. last time we spoke you were some 30 miles outside of prove derns. are you -- looks like you may be in providence now. >> we have made our way into providence. and it looks a little bit like a ghost town here craig. very little activity on the streets. there's been a lot of snow that's swirling around. the temperature is only about 19 degrees or so. it's very cold out here. they've got a lot of snow. and people seem to be heeding the travel ban that remains in effect in this community. and they are staying off the roads. the roads are a bit of a mess. we just saw as i'm trying to turn this corner here. this car, you can see from our windshield camera. i saw him, had a difficult time as he was trying to make that turn. still very slippery out here so you've got to go slow. we're seeing more snowplows than we're seeing anything else. that's exactly the way officials in this state want it to be. they don't want private vehicles out here on the road. that's so that these snowplow drivers c

they include the five you see here plus rhode island and new hampshire. for almost everyone it's going to be a tuesday without work school or travel but with a heck of a lot of snow. >> that snow could keep falling into wednesday, especially in eastern new england. >> derek van dam has been posting from new york. you've been there for a number of hours as the snow tons accumulate. explain to us how the conditions have been so far and compare it to what's about to happen here in just the next few hours. >> reporter: we're in a bit of a lull outside of central park. we're in columbus circle on the west side of manhattan. and we had snow bands come through that were clocking two to three inches per hour. significant, heavy snowfall. we haven't seen the very persistent snow that places like boston and providence rhode island are experiencing at the moment. they have upwards of two to four inches per hour. those guys are well in sight of that two foot to three-foot range by the time the storm is all said and done. when we compare new york city to the biggest b

george howell is in providence rhode island. we begin with anna cabrera on the new york coastline. >> reporter: rosemary errol we are on the very end of long island. this is montauk which is a small fishing community currently getting pummelled. you see the snow just blowing all across the roadway here. this is main street. this is the downtown area. and you see not a soul in sight as the storm really bears down. this is an area expected to get two to three feet of snow by the time this is all over. and in fact that's supposed to continue well into tuesday afternoon. the biggest concerns here are not just the snow but the high winds. wind gusts that are near hurricane force, that are also pushing a huge storm surge into this island community. they are anticipating possible coastal flooding. they're anticipating possible erosion of the beach as 15-foot waves battle the shore. so there are multiple multiple challenges for this community. and power outages, that's another big concern. we saw power out for weeks after superstorm san

. >> let's head to rhode island. george howell has this report. >> reporter: we're watching wind gusts pick up here in providence rhode island. you can see a good example of that when you look back down this street and you see the snow blowing there in the wind. keep in mind there are no cars on the road. that's a good thing. officials have told residents to stay off this road. there's a travel ban in effect through the night. snowplows are doing their best to clear the road. here's the thing. the snow is expected to fall faster than these plows can keep up with. the other big concern is along the coastline here. in the state of rhode island many communities are in the low lying areas. we know that the wind gusts will get up anywhere from 60 to 70 miles per hour. that's something that people will have to keep watch of especially as high tide sets in. the other thing that is definitely important as the snow continues to fall people who could get stranded or trapped in homes and officials ask neighbors to watch out for

george howell is in providence rhode island. george 9 brunt of the storm is headed your way right now. are folks ready for what's coming? you already have travel bans starting imminently. >> reporter: the people are prepared here. take a look over here. you can see plows are already out. they're doing their besht to keep these streets and roads as clear as possible. here's the thing, we heard this from officials, it will snow faster than they can plow the streets. the most interesting thing, though you don't see any people on the streets. people are heeding that warning to get off the streets after 8:00 p.m. eastern time. midnight there is a curfew in rhode island where you can't be on the road. you could get a ticket. here's another sign. if i can catch this. there's plenty of salt out here. the trucks are doing their best to keep the roads salted. as best they can. but keep in mind this is going to be a very strong storm system. it will be tough to keep up with this one we're hearing from the guys on the ground. >> reporter: a

travel ban s in connecticut, massachusetts and rhode island. late tonight, new jersey issued a travel ban. >> absolutely. this is a big storm you are seeing right now with 30 million people in its path. depending where they are as the storm continues to move in millions are in for a night of heavy snow and gusting winds. coastal areas are preparing for storm surges. emergency personnel are watching for possible power outages. i want to start with the latest from our weather team. for that bring in our meteorologist. people want to know what kind of conditions we are seeing out there right now and where's the storm the strongest? >> the storm is strongest over new england, southern new england. that's where we are looking at the worst conditions and where this historic storm is ramping up. providence to boston is where the worst is. blizzard warnings are in effect from coastal new jersey to bangor, maine. with blizzard warnings it is not necessarily the amount of snow you will get but the winds and visibility and all of those things that make it

the governor of rhode island is warning people about the snowy roads. the governor is joining us right now. what are you expecting in rhode island? what's your biggest concern? >> good evening, wolf. my biggest concern is people going out and it's not safe to go out. i have extended air travel ban until 8:00 tonight and i'm urging rhode islanders not to go out after 8:00 unless they absolutely need to. the roads are not safe. we still have 40-mile-an-hour winds and it's going to be minus 10 degrees, which means it's going to be icy. people are getting antsy. >> it's bitter freezing cold and still flooding. do you have a problem of flooding along the coast? >> we have not had flooding, thankful low. we've had power outages and excessive wind outages along the coast. but right now it's snow and unsafe roads and we have to keep folks off the roads. >> how long before rhode island is up and running? >> well we hope tomorrow. i think the main arteries will be up and running tomorrow and certainly by the end of the day i think that we'll be fully functioning

connecticut, massachusetts and rhode island have all announced travel bans, new york city too. thousands of flights have already been canceled. david: fox news' senior meteorologist, janice dean, is in the weather center tracking the storm. janice, 2006 was the biggest storm we have had in this century. are we going to eclipse that record? >> i don't think so here in new york, but they could in boston. that is almost -- i mean or they're going to get close to three feet of snow with the latest predictions which would put them in the top two at the very least in the boston area. for new york city, 12-18 probably and then eastern long island areas like cape cod and the islands up towards new england, those will be higher snowfall totals. this storm hasn't even gotten its act together. it needs to go off the coast and develop and strengthen overnight tonight, but we're getting snow already in new york, reports of snow and a mixture of rain for philadelphia and boston, hartford as well getting some snow. so snow in boston, light to moderate snow in new york, and that's going to be
