our sara ganim is in providence. sara. >> reporter: john we are approaching the peak of the wind gusts here. most certainly they have picked up in the last couple hours. this is when we expect them to really be at the worst they will be of the day during the day. this will normally be the beginning of the morning commute. we see almost no one on the roads. maybe one or two cars that are not snow plows. the plows, we have seen them come by a few times, and they are keeping the roads relatively clean relatively to the amount of accumulation not on the roads. it is cold and snowy, but the wind you notice when you stand out here. that seems to be what is setting the storm apart from other storms. wind gusts are tropical storm-force winds. we expect those to only get worse in the next couple of hours between 6:00 and 8:00. as the day goes on and the snow continues to fall at least the winds are expected to die down a little bit. the good news here is we haven't heard of any significant amounts of power outages. it appears

sara ganim in maine with the answer. good morning, sara. >> reporter: good morning, carol, guess what snowing again in new england. nothing like we expected with blizzard-like conditions we saw earlier this week but it is a given amount of snow already on the ground here. i just want to show you, i'm in portland maine, downtown. here they got about 27 inches of snow from the blizzard. take a look at this carol, this is a lot of snow around on the ground before it started snowing today. there are snowplows of plowed snow stacked up. when we got here this morning, crews were scrambling racing against the snow trying to clear the streets. trying to clear the snowplows with dump trucks trying to get the snow out of the city because 6 to 10 more inches are expected to fall between today and tomorrow with the potential, carol, with a third storm, another storm to come sunday into monday. all of this is significant, because when you get to that many that high of snow totals on the ground that leads to problems removing the snow

sara ganim is following the story for us. sara, what more do you have about this which is indeed a continuation of the attacks in paris? >> that's right, fred. the fbi issuing this bulletin overnight to law enforcement across the country after a new video threat was released by isis. this according to a law enforcement source and this information coming from our justice reporter evan perez. now, this bulletin states in part that isis called for attacks against government employees, against media, civilians and the new video threat specifically targets the united states france canada and australia in response, the nypd put out a memo to officers warning them to be extra vigilant and exercise "tactical considerations in light of the attacks in." the count terrorism expert spoke on "face the nation." i want you to hear what they said. >> they are using the mow men frum the paris attacks in part of their messaging vat zwroi see who we can get to follow this. it specifically mentions civilians, police officers intelligence officia

and sara ganim is along the parade route as well. what did you with witness? what did you experience in this some mer ceremony? this procession that is taking place right now? >> hi, deb. yes, i am along the processional route and i stepped away from the camera to be respectful, because i felt like we would be disrup disruptive if i was talking to you along with this massive crowd of police officers here. tens of thousands of them. they are all silent and standing at attention. we stepped away for a minute. they have been standing here paying their respects and watching the ceremony in the street s streets. it is not the loveliest of days here in brooklyn. it is drizzling at times, and that i have come out in just as many numbers as they did last week for the funeral for officer rafael ramos who was officer liu's partner. they stood in the streets, and listened silently and very captivated i would say by joe's father who spoke in cantonese, and by his wife who talked about how proud he was of being part of the nypd. and we heard from the mayor and bill de blas

sara ganim in a rainy brooklyn? sara was there a salute did anyone turn their backs to the mayor? >> reporter: well just saw the mayor walk in fred. and just before him, we also saw the police commissioner walk in. and dozens maybe even hundreds of nypd officers who are arriving here. i've seen patrol cars from other jurisdictions as well. they've been coming in i just want to give you a chance of them walking in. a steady stream of officers walking into this funeral home to pay their respects during the wake of officer wenjian liu. this is a very similar scene to what we saw last weekend, for the wake of his partner, officer raphael ramos. but what we're expecting tomorrow the police commissioner here the nypd police commissioner is hoping it's slightly different from that we saw last week at the officer raphael ramos' funeral. police commissioner bratton issued a memory asking specifically that members of the nypd do not turn their backs to the mayor when he speaks tomorrow at wenjian liu's funeral. taking you back to why he would do that well there's been some growing tension b

let's also check in with cnn's sara ganim in the crowds gathered outside that funeral home. sara from one of the live shots we were just showing, there's a sign you can see in the crowd that says god bless the nypd. but then below it also the words there in the corner of the screen now "dump de blasio." obviously this is a heart wrenchingly personal day for the family but it's also -- it appears at least from that sign a political day. what have you seen in the crowd? are there any other signs like that? any other signs of this sort of protest? >> reporter: haven't seen many signs like that brian. the signs i have seen have been in support of the officers in support specifically of officer liu and his partner officer ramos. this street filled up incredibly quickly with people who have come here but it goes back nearly a mile down this road. police officers have lined up to watch the ceremony on jumbo screens outside. at times it's raining here in brooklyn but clearly no less of a showing than was last week for officer ramos' funeral despite the inclement weather. people are
