i want to bring tom fuentes on this as well. you've now as a chance to see this three or four times. i'm wondering if there are any clues or anything that is of use now to the police given the fact that those two brothers are long dead, in the aspects of this story, days long dead, is there anything else that we can glean from this, the modus operandi or anything else? >> i don't think it's providing too much about that. you see them calmly reloading. if they've already killed the other officer that was outside on the sidewalk and they've expended bullets doing all that, when they go back here, you see the driver of the vehicle basically taking the second rifle from his partner. the sound to me was as if putting in a new magazine and racking in a new bullet so that gun would be ready to refire again, regroping, readying for the next battle. then they move forward and the next battle is a few yards down the street when they encounter that police officer. it sounds like there's two different guns or type of guns being shot to me.

i want to bring in former assistant fbi director tom fuentes. this is what people have feared for months. the idea westerners in european country, canada perhaps and united states could go to iraq and syria. then go home and engage many terror operations in their countries. paul cruickshank suggesting that is what was at least attempted in belgium before this raid today. >> that's exactly right john. we've been saying months people from over 50 countries have travelled to syria and iraq to learn how to fight war, to learn how to deal with ex plosives and weapons. they're going to go home at some point, many already have. it's going to be a matter of time before we see these attacks. we have had hundreds going from your bean european countries. it's not just limited to europe. what we're seeing is predicted for a long time. this has been like watching a hurricane coming and growing and growing and gradually make lyly lyly making landfall. we have the results now. >> reporter: paul cruickshank, if you're still with us i want to ask you a question.

you know, while you are on the beat, i'm guessing as tom fuentes here in the d.c. studio said to me a short while ago, your family is on pins and needles everyday even though things like this don't happen very often, and you are always in the line of fire and it is your duty and what you do? >> yeah, i had a full head of hair when i started the police department and for those who have seen me it has taken its toll and i did 22 years in the nypd, and i was a beat cop, and community policing and so the concept of the communeity policing that some people have talked about and maybe trying to e restore here in new york i think it is a fantastic way of policing neighborhoods. it absolutely is. and when it is done correctly, and the nypd unfortunately have lost 7,000 or 8,000 police officers since the time of 9/11 and so the physical bodies that you need to conduct that, it is going to be taking some fancy footwork to reassignment personnel to do that the, but that would be a great way to do that to reconnect with the communities in the city. but either way, whether you

tom fuentes, how difficult is it. i guess the more people involved in the cell the easier it is for law enforcement to try to crack it. law enforcement to try to follow the pieces. to try to at least make associations between people. if it's a lone wolf style attack you're only dealing with one individual. that would be i assume the most complicated to try and investigate and prevent. >> even if it's a small wolf pack of two, three, five people. what the authorities rely on us and the french and others is that they'll communicate on social media or regular telephone conversation e-mail some method that the authorities hear about it from a source in the community that this cell is trying to recruit more members. and if you have a close-knit cell they live near each other, and they're not using other methods, very hard to track. >> tom, i want to get to fred pleitgen. fred we're seeing smoke in the area in this town near charles de gaulle airport where the standoff is taking place. what are you seeing and hearing? >> we

joining me to talk about the execution of this attack, is cnn law enforcement analyst tom fuentes and cnn military analyst colonel rick francona. welcome to you both. colonel francona if i can begin with you, there are so many different analyses that are coming in of the video, the cell phone video, that captured these attackers as they finished off their massacre. some say it looked very, very professional, they knew exactly what they were doing, they had a high level of training, others saying they looked a little like the keystone cops. where do you fit in some. >> in the middle. i think when you look at the video, how they handled the weapons, they obviously were familiar with the weapon, they handled them correctly, when they went in and conducted the actual operation and when they were shooting, they weren't spraying bullets wildly, sustained semiautomatic fire, knew who their targets were and executed them in a pretty efficient manner. where they don't show great skill is the planning on how they were going to get out of there. first of all, this i.d. card dropped or left in a

so i want to begin, if i can, with our -- with tom fuentes, former assistant director of the fbi. when we look at this new terror alert, tom fuentes, based on what we know how well can france track other members of these terrorist cells to prevent new attacks? >> jim, that's a good question. i don't know, you know how many other cells they have on the radar right now and how closely they're watching him. something that's not been mentioned that i fear al qaeda in the arabian peninsula has been mainly famous in the last few years for their bomb making capability. the school of al asiri who makes bombs out of petn the underwear bomber in 2009 the printer cartridge bombs in 2010 and what i fear most for the large crowd tomorrow in paris is what's now to stop them switching tactics, dress like everybody else in the public wearing big, thick winter overcoats, and have petn in a suicide vest underneath the coat? you know right now we saw them with assault rifles dressed in black looking like ninjas but if they switch to look like one of the crowd and we don't know how many million are g

tom fuentes, i believe, is still with us. tom, what do you make of the operation? what do you make of the operations? clearly they have both been resolved and we've gotten word that the magazine attack suspects, the two brothers, are dead. >> well anderson i'll be very curious to hear from the police whether they initiated this because they decided it was time or whether the hostage takers did something, maybe opened fire or did something that indicated that they had to initiate the rescue attempt. and take them on at the time they did. much was made the the last couple days that they wanted to live they could have died in the suicide attack when they attacked charlie hebdo and maybe they really want to live. i think now it shows they wanted to better choose when where, and how they died. i don't think they had an intention ever of surviving this. they just wanted to exend this for as long as they could, extend the media coverage as long as they could and just not end it immediately when they did the attack on the magazine. >> tom fuentes, obviously the question re

these are terrorists. >> so what i hear you saying and tom fuentes was speculating about this as well these guys may be ready to commit suicide rather than being apprehended and going to jail? >> i think that's a very high probability and it's the thing that concerns me the most. they might be trapped in an area and when these kind of individuals get trapped as we've seen in combat and had many high value targets we've gone after and it caused us as commanders to be very careful sending troops in you have to make sure that individual is not going to plant bombs around the area is not going to have a suicide vest on himself so when you open the door to a arrest him, suddenly you not only have no suspect anymore, but you also have several dead law enforcement or military soldiers. it's very challenging. this isn't just a knock on the door go in and arrest somebody. the french national police are going to have to be very careful because i'm convinced these individuals want to kill more people. >> and you heard tom fuentes our law enforcement analyst say, there is concern, all of a sudden

we're also joined by tom fuentes, formerly with the fbi. tom, as we continue to monitor both situations just from a hostage negotiator standpoint from a law enforcement standpoint what are police now trying to do? >> anderson not just as a negotiator or s.w.a.t. team member but as a commander at events like this each of these separate events will have an on scene commander and the negotiator and their team will report to the commander, the s.w.a.t. team the evidence technicians, the investigative cells assigned to that team will be working together and in this case coordinating with both sites with each other to determine if intelligence from one site is going to have an impact on the other site. that commander has the decision-making authority to order the s.w.a.t. team in if things go bad, if hostages start to be killed or if some indication from the negotiators that they're losing control or they're not going to be successful in saving the hostages then that person will issue the command to execute, exactly like you saw in sydney. the te

tom fuentes, how do you see that in terms of how you diversify a police department? new york is so unique in that regard regard? >> well, i don't think that new york is that unique. when it comes to diversification, if you look at the chicago p.d. and san francisco p.d. and l.a. p.d. and most of the police departments represent the demographics of the communeity, and try to get that and impress even on the youngest people in t the community that being a police officer is a great profession, and they use the police officers from the community as role models as was the case with officers ramos and liu. i don't see it as really that part of it as being unique. >> yeah no question. i guess i was thinking of the smaller police departments. and commissioner bratton has his work cut out for him, because he is trying to e reset the culture of the nypd which has been seen in the last decades as being more aggressive towards the broken window crimes but we will see whether that happens. we will take a quick break and be right back. if a denture were to be put under a microscop

we have cnn law enforcement analyst tom fuentes still with us. and joining us from paris, we have guillaume debrais, a correspondent for television channel tf-1. guillaume, to start with you, we have this report of another suspect, an accomplice here who may have been responsible for the shooting of a jogger the night before the "charlie hebdo" attack. what can you tell us about it? >> reporter: well i can tell you that investigators have a name. they don't want to release it they don't want to talk about it but they know that it's a white male. they don't know whether it's caucasian or arabic but it's not a black man that pulled the trigger on thursday night, shot a jogger with the similar gun, the same gun that was found at this jewish grocery where amedy coulibaly did his massacre on a friday night. they are actively looking for this man. there is a number of suspects they are now chasing. what they are really interested is the key, they found the key of a motorbike on amedy coulibaly's body when he was shot. they want to try to find this moto

to you, tom fuente s, what can be done? you still have a jordanian pilot being held. a 26-year-old american aid worker being held. a british journalist john cantley being held and used for propaganda purposes on the part of isis. does this race the stakes in terms of immediacy in these negotiations? >> i don't think so poppy. they've been going at this they best all along not knowing whether isis was in any way serious about resolving this. if they want to resolve it they don't want to do it in a hurry so they can maintain public attention. i think this is going to play on no matter what jordan wants to do. it's going to play out for a longer period of time before there's any resolution to this. and to talk about jordan jordan is one of the most peaceful countries in the middle east. when these bombings occurred by this woman ten years ago, the reason they call it the 9/11 of jordan is because for decades you've had christians muslims, jews live side by side in jordan in a peaceful way while all of these conflicts raged all over the region. and they prided themselves

let me bring in tom fuentes, our law enforcement analyst. tom, you served in france. you've worked closely when you were the assistant director of the fbi with the french. they've got major problems over there right now. >> when i was running fbi international and on the board of interpol having frequent trips to paris and france the ministers and head of their police would tell me you're not going -- we have mor rock cans and algerians here the parents were born in france the kids. they still think of themselves and don't assimilate their society doesn't operate the way the u.s. society does. >> bob, was that your experience? >> oh, absolutely. these suburbs around paris or leone or nice are poor. there's no opportunity. these kids cannot grow up through the bureaucracy. they don't go to the good schools. they have to work at menial labor. on top of that you have a -- so that combination, the alienation easy weapons make france a vulnerable target. there's not a lot the french police can do except come down on them hard. that will cause real political problems in fra

tom fuentes is joining us. >> also joining us the founder and ceo of south asian middle east consultants. i want to start with you. are you surprised that isis is changing its tactic here from a ransom demand that was $200 million now to a prison swap? what does that mean? >> well, i think they realize there was probably not much chance that the 200 million dollars would be given up by japan and especially with the international pressure not to pay ransoms for terrorists. they also had this other lady sajada who was involved in one of the biggest terrorist attacks in jordan and her husband and some of her family members are involved in some of these terrorist groups over there. so i think what they decided to do is let's switch it up and try to get this lady released from jordanian prison. >> tom, i imagine this swap is a nonstart as well for japan but this video we see that was produced by isis, the latest video from isis, shows the surviving hostage. a little different from the other video released by isis. no logos, no execution. no footage there. why do you think that is? are they wo

. >> i do want to bring in tom fuentes who we've been talking with, law enforcement analyst tom fuentes, formally with the fbi, also a military analyst peter mansour. what happens now from a law enforcement standpoint trying to connect the dots of their movements over the last 24, 48 hours and even, frankly, the last weeks or years, frankly. >> the biggest concern now, anderson, is going to be to track this woman down and continue the investigation of three others and determine who else may be in connect. is there another cell or group within their cell out there supporting. with regard to the woman, can she lead other supporters of the terrorists to a weapons cache or explosives cache they could use for another attack. she could be a key part of this. trying to track her down is very important at this point. >> peter mansour, i'm wondering what you saw when you saw these tactical units move in. obviously supermarket seemed to be a much more difficult situation. even the entrance point seemed difficult to get those units inside. >> the supermarket was a very difficult operation for the

joining us now, tom fuentes, he's a former fbi assistant director. what do you think? this is the kind of operation -- it sounds very worry some but the father says the kid was just disturbed and the father alleges he was really duplicateed into this. >> if he was duped, it was by being radicalized in the first place. the fbi didn't put out the tweets and social media postings that he wanted to go to the capitol and do all these things. somebody else saw that and informed the fbi about it and they began the investigation. frankly, the fbi hates these cases. once they've started the investigation, they can't walk away from it. they own it. if they do walk away from it and this guy does go do that and kills people why aren't they investigating. so they really had to see it through. is he all talk and just mouthing off. every step of the way in recorded conversations he keeps saying i want to do this. finally culminating with the purchase of the two weapons. at that points fbi says that's it. >> once he becomes a danger. then potentially there's a danger even if some info

how troubling could these ocean currents be as they continue to, i guess, as i guess was tom fuentes who described it, these breadcrumbs are sloshed around. >> right. the breadcrumbs in the jacuzzi, as each day goes by, it is less and less useful in trying to determine the impact point which is where you want to look for the black box material. so they really should be looking at -- and i'm sure they are, looking at that raid yar ddar d me to determine where the plane was last known to be. most loss of control accidents have the plane being within 25 miles of the last known location. if the wing came off and severe icing that brought the plane down or other struck trstructur failure, it should be close to that point. we don't have a window into what they're doing at this point, but you should be dragging a pinger locator back and forth listening for the pingers attached to the black boxes. that's how you can most easily find them. now there have been many cases where the ping pers don't work for whatever reason. in which case you won't be able to find the pingers. and so then you mig

. >> tom fuentes, it was interesting to see how many developments were made overnight, from the impounding of the car, they combed through that looking for forensics, the luck in finding that dropped i.d. talk to us about how forensics will play such a key part and how they've forwarded this investigation along? >> since they have the video placing them in that vehicle and that vehicle had the scene of the crime, of the actual murder of the journalists, they'll be taking hairs and fibers and skin particles, other dna evidence from that vehicle. these guys might not have their dna on record at this point, but if they get -- once they're apprehended, then they can take samples from them and compare it back to the vehicle, back to the crime scene itself inside the offices, and that's what will help prove. right now you can't really identify them by their faces with the masks that they're wearing. but the dna will link them hopefully to the inside of the offices, to the inside of that car and then to them personally once they're apprehended. >> foria, these two men are bothers. does it open up

joining us is paul cruickshank, our counterterrorism analyst phil mudd tom fuentes, former fbi assistant and mark hertling. general hertling what do you want to hear from the president? what does he need to say to the american people? >> well what jim just mentioned is critically important, the authorization for use of force is very important and gets everyone on his side. that will drive appropriations. wolf as you know we're all over the world right now. it's more intense now for our military than it's been in two decades. so i think the importance of pulling the team together and saying we're continuing to fight this terrorism while upholding our promises around the world is very important. >> phil mudd our correspondent pamela brown just reported that amedy coulibaly and his partner hayat boumeddiene were surveilling the area months before the kosher terrorist attack. it sounds like to me there was some sort of intelligence failure. what do you sense? >> look you've got to look at it from two perspectives and we've obama been focused on one. we've been looking at the potential hundre

joining us miles o'brien, peter goelz and our law enforcement analyst, tom fuentes, former fbi assistant director. at a minimum, if the weather is really bad, a pilot can always delay take-off right? >> it's always the pilot's discretion. even if you have this face-to-face meeting with the meteorologist, he doesn't make the decision on whether or not to go. the captain does. nothing in those reports that would say, don't go. it was a weather challenge ahead of them. 300 miles away. but if every airline captain saw that and stayed on the ground we wouldn't get anywhere in the world. >> the metal objects they're finding, they seem to be getting a setback. is the search getting more complicated, more questionable right now? >> i don't get the sense that it's more questionable. i just think they're running into a very tough stretch of weather. >> there have been so many false leads. we thought there was the tail we thought it was major wreckage. turned out to be junk from other planes or ships that went down in that same area. there seem to be all these false leads going on. >> well, it's to

our law enforcement analyst tom fuentes is former assistant director of the fbi. and jean-pierre villeaux from the paris school of international affairs. to all of you, thanks very much for joining us. paul, i know you have been working your sources in belgium very very carefully. i understand recently european intelligence reports warned of isis attacks coming from european extremists who recently came back from syria. what more can you tell us? >> yes, wolf i have been talking to a senior belgium counterterrorism official. he tells me they suspect this group traveled to syria, came back from syria, that when they were in syria they connected with isis there and they also suspect that isis directed them to launch an attack in belgium, in europe to retaliate for these air strikes. of course belgium has been part of that coalition. belgium has been launching air strikes on isis in iraq. so that's their assessment. there is real concern that isis is pivoting now towards launching attacks in the west using that very considerable resources, their training camps, their

phillip mudd and cnn law enforcement analyst tom fuentes. tom, how should law enforcement be approach thing search for this suspected female terrorist? >> they have to approach it wolf that she may have other friends and accomplices that might not be as small a cell as what was indicated so far. she also may have access to a great deal of weapons explosives, rocket-propelled grenade. we don't know that everything they had in their possession was used in the attacks. there's probably more out there that she would have access to. >> phil mudd do you believe these raids were simultaneous at the factory, as well as the kosher market were they simultaneous for a reason? >> yeah i think they were. we know obviously the two cells are connected. you've got to make a guess that both are potentially communicating with one another or even watching tv and realizing a raid is going on. if you don't do them simultaneously and one of the others learns that the other cell has gone down i think the risk to the hostages goes up. that person is going to say, t

tom fuentes, this is a disturbing attack. >> well it is. and one of the things that happened al qaeda after 9/11 couldn't put together as big of an attack as 9/11 but it took a while before they decided to adopt the policies of hezbollah and others and do smaller scale attacks, death by a thousand cuts. and that is the type of attack where they are not killing 3000 at a time but a dozen at a time will do the job. >> philip are they confident they could find these guys. >> it could happen soon. this could be the final standoff in the wooded area in the remote part of france. it is up to the two suspects do they give up entirely and if they are convicted you are looking at two possible life terms in prison or there might be that violent last stand. that could happen. it is after midnight now in france. it could happen nighttime or tomorrow or even later. >> we'll stay on top of this story. that is it for me. thanks for watching. i'm wolf blitzer in "the situation room." erin burnett "outfront" starts right now. >>> outfront tonight, breaking

let's bring in cnn security analyst tom fuentes now. let's start with the fbi who spoke to pamela brown at the command center where they'll be monitoring the game. >> leading up to the super bowl, knowing all that's out there, all the chatter. i mean are you concerned at all? how do you feel leading into a big event like this? >> the fbi, again in, conjunction with the intelligence community and state and local partners, we look at all events across the country, public venue that's could be a target. small, medium, large. and in particular, an event like the super bowl is a concern. so we begin planning and preparing months in advance. >> tom, considering this new lone wolf environment, is there a greater domestic threat at big events like the super bowl. or is the threat the same as it was over the past few years? >> well, victor, i think the threat has been high for a long time at all of these type of events. the fbi has permanent units that address all the special events year round. i mean you go from one to the other. and they overl

pamela brown and tom fuentes join us. what are you learning? >> the fbi says, this is a vote of confidence from the white house, the fact that they're taking this action going after north korea in the wake of all these naysayers, including a cyber security firm that says it was an insider job. this underscores the fact that the u.s. government believes in the fbi's assessment that north korea is behind the sony hack job. >> and the fbi you're talking to sources, tom, they're adamant, right, that this is north korea and this isn't former disgruntled employees? >> i spoke with officials who said based on the meeting the fbi had with the norst company and the materials turned over by them to the fbi that that company and the other companies who have claimed that the fbi investigation was faulty only have 20% of the evidence in this case. they don't have access to the other 80% that the fbi does which is classified and which involves sources and methods being conducted throughout the world. in fact, they took it one step further and said the execut

fuentes. tom, your reaction to what we just saw? >> it shows what we saw the other day in the earlier videos the complete calmness and poise of these shooters going about their business as if they do this every day, no excitement just reload the guns the sound of the bullet in the magazine getting locked back into the gun and handing each other the equipment they need get back in the car. then they encounter the police car, immediately get out and start shooting at it. we hear two caliber of gunfire, i think. i hear a smaller gun that might have been the police shooting first. but then you hear the louder sound of their assault rifles. and they clearly outgunned the police. >> paul before they got in the car, we hear them boldly making declarations in arabic right? >> that's right. and indeed in french as well. that this is to avenge the prophet muhammad. obviously they regard the "charlie hebdo" cartoonists who have impinged the honor of the prophet muhammad by putting out all these cartoons.

joining us now from west newton massachusetts, cnn's national security analyst julia kiam and tom fuentes, also a former assistant director of the fbi. tom, i know there's a massive search under way in the paris area right now. but these three terrorist, we never saw their faces, at least we don't know what their faces look like. they could be anywhere by now, right? >> they could be here. the amount of time that's passed we don't have their face descriptions, they could have changed clothes, changed clothes, dumped the weapons. they're a flight away from the united states with european passport if they're french citizens and have a european passport, they can fly here without a visa. they can also cross into any other european country with no passport based on the agreement that allows going from france to germany or belgium is like going from new york to pennsylvania or virginia. they could be on their way to sweden or denmark to finish off the cartoonists there that in the last five or ten years also drew what islam considered offensive cartoons. we had our own american home-grown jiha

let's go in depth with our justice reporter evan perez and our law enforcement analyst tom fuentes. evan, you are talking to your sources. what's going on over here? who's the individual that apparently was responsible for flying a inging drone over the residence of the white house, then see it crash-land on the south grounds? >> wolf this is the big surprise. this person was an employee of the national geospatial intelligence agency. this is a spy agency that focuses on analyzing maps and satellite imagery to help u.s. spy agencies do their work including finding osama bin laden. but this employee says that he was out for a night of drinking with his friends and decided to test-drive this quadcopter drone, which is about two feet long, and he was test-driving it going down pennsylvania avenue when he lost control. he says it was completely an accident and did not intend to fly it over the white house grounds. this is now something that's under investigation not only by the secret service but also by u.s. prosecutors from the u.s. attorney's office here in washington. >> but this is

our analyst, retired military general and also retired lieutenant colonel james reese and tom fuentes and cnn national security analyst peter bergen. you saw the video and suspicion of the attack manyin paris and the one in the museum earlier. how do you go about investigating this case? >> it's a good sign they asked for public assistance. normally they're relucktant to put out pictures or videos in europe. it's common here but they don't normally there. >> we don't know the connections yet. the guy a attacked in brussels and killed four people was in syria. it's unclear what his relationship with isis might be. the attack in paris had nothing to do with isis as far as we can tell. that was an al qaeda and arabian peninsula attack. >> there could be overlap. general, what's your reaction to these reports the iraqis are trying to retake mosul, the second largest city in iraq. a city of 2 million people. peshmerga fighters are key in all of this. they want more u.s. advisors more aid on the front lines if there's going to be assault to retake mosul. it sounds a little like a mission. t

we have with us cnn law enforcement analyst tom fuentes. i want to talk about the comments that the president made before heading over to india about security in the region especially pakistan and in some ways as it was received in pakistan criticizing them. and that was viewed as appeasing india about some of the safe havens there. will there be in do you believe, security agreements coming out of this visit? >> well victor i think there will be discussions about the situation there. you know india and pakistan have had, you know conflict with each other fb decades, particularly you know their dispute over the region of kazmir. and you know pakistan as recently as 2008 of course we had the attack and you know those terrorists went to mum by to create an act that would be covered by the media worldwide. they've been conducting hundreds of attacks throughout india for many many year more than two decades and probably 5,000 understoodians have been killed over the years. we haven't heard a lot about it over the rest of the world. and that's w
