the train that exploded in west virginia was on its way from north dakota to yorktown. yorktown, virginia, so to get to east coast refineries. on route it's going through small towns, municipality of localities. they don't have the equipment the training, the chemical form in place to deal with one of these disasters. all three of those things need to be addressed. >> host: is this in a sense an argument for an xl pipeline? >> guest: it's not an argument for an excellent pipeline for two reasons. number one, pipelines themselves are risky. we've had nearly 6000 pipeline blowouts or legs or just the past two decades that have spilled 100 million gallons of toxic crude oil or other hazardous liquids or rivers, lakes, fields and streams. most of it has never been cleaned up so that's a problem. keystone xl pipeline is a plan to take cemeteries oil on the planet pipe it through the rest of america to refineries in the gulf coast much of which will be sent overseas for export. it's not a plan to help this country. it's about big profits for big oil. it needs to be denied. >>

look at all the windchill warnings and advisories from north dakota to florida and up across the east coast. these are the feel-like temperatures out the door. many are 25 to 35 below zero. even at lunchtime places like nashville and charlotte, subzero windchills. some dangerous values out there. even some schools closing because of the cord. records in jeopardy include chicago, louisville, and baltimore. this morning, miami, florida, 42. boston at zero. looking at subzero readings in the morning. spreading potential icy conditions in the mid south. that moves into the northeast. they'll be adding to that snow pack. freezing rain and snow pack has caused dozens of roof collapses. i'm meteorologist eric fisher for cbs news. >>> well, a drug-resistant super bug at a southern california hospital has infected at least seven patients including two who have died. this morning the hospital is notifying nearly 200 others who may have been exposed to the bacteria during examinations at the ucla medical center. erica nochlin of our los angeles station kcbs has our report. >> reporter: the super

i want to start with north dakota. north dakota of course is a very big oil producing state, producing more than a million barrels of oil a day second largest oil producing state. what has been the impact on the state of this sharp selloff in the price of oil we've seen in the last year? >> maria, starts to see slow down. obviously the price of oil now over $50 a barrel. actually, we're locked in a global competition to see who's going to supply energy globally. opec, russia, now the united states. we're battling for market share. we have to continue to help build our industry in this country. so far we've seen some slow down in our state, not too much. how much more depends on what happens with the price. >> right. is it fair so say the rise in supply whether the shale revolution in america or opec and non opec countries. that's the reason oil prices have come down so much? >> maria without question one thing i often see, opec didn't decide to give us a christmas present this year. the reason prices are dropping over

we permit faster and lower taxes on our oil and gas than most in north dakota. in addition to that, i like to look at it more of post economic challenges as real opportunities. at the state government level, i think the opportunities, i need to maintain fiscal discipline. a reporter at j.p. morgan say we are the most fiscal state in the country. that allows us to do things to give folks looking forward that much more excitement. it allows us the ability to -- it may not be sexy, but reduce interest rates that we provide local governments on wastewater and sewer water. saving $40 million for ratepayers across the state. i think we need to continue to build on a business friendly environment. like many others said, at the end of the day the private sector does this. we have the private sector to identify the opportunities and obstacles for growth. as a result, we have either repealed or streamlined 714 regulations that rather unnecessary, unwarranted, stand in the way of further economic development. we are asking them to say help build the business plan for the f

but at the same time one of the reasons that in states like north dakota and texas they have had such low unemployment is because of the boom in fracking. what happen en's oil prices drop, is that going to affect jobs numbers? >> on a macro level, it's going to affect the u.s. economy because it's going to put more money in the wallets of american consumers. they will buy things. that's good for jobs. bad for jobs in the oil patch. we have seen u.s. oil producers signaling they will start to slow down or stop production because they have a real supply and demand problem. there's a glut of oil out there. it's driving prices down. they can't afford that. in north dakota, they've got to watch to see when those oil fields become noncompetitive economically. there's a danger for that. gwen: the president made a side appearance in indiana saying i know your gas prices are low and you're happy about that. don't get used to it and start buying road hogs. they will go back up again. >> the old saying about gas pries is they go up like richt and down like a feather. they go up fast. >> if this

i cited the first keystone pipeline through north dakota, 600 landowners. they had a concern at one of the pimp pumping stations. they did clean it up. it didn't contaminate the water. all of the tools worked properly. my point is they're responsible. that's as per each state's law. this line will be permitted in approximate each state and they have to be responsible for cleanup. another one, senator cornyn had an amendment land or interest in land for the pipeline may only be acquired through constitutionally appropriate means. that only makes sense. maybe doesn't need to be stated but it's important to state. similar to the barrasso amendment that says clarifies the treaties with indian tribes must remain in effect. that should be obvious as well but doesn't hurt to restate those important points. so i think that these amendments are important amendments, they're good amendments they help broaden the appeal of the bill. i want to take this map down and i want to speak to a few of the merits of the keystone pipeline bill because i know them very well. ther
