matt delucia is live where investigators continue to look for a cause. tell us about the people living there. they are out of their homes. >> reporter: that's right. some of the residents are staying at lincoln high school not far from here. i want to get out of the way and show you, this is an active scene here. as we mentioned a couple moments ago, academy road is shut down here at home avenue. it's been like this going on 12 hours now. here is video of the four-alarm fire as it burned out of control several hours. the call came in around 4:45 yesterday afternoon. the wind made things worse, spreading the fire that originally started in the basement utility room and worked into the walls. residents and people who live nearby watched at 130 firefighters worked to put this one out. >> never seen anything like it. this is the most devastating thing i have seen in my life. >> reporter: the cause of the fire is unknown this morning. five injuries reported and more than 100 residents forced out of their homes. again, there is a shelter at lincoln high school

matt delucia has been getting updates from the scene. in the last 30 minutes you spoke to the pastor of the church? >> reporter: that's right, vai. he was the person to discover this fire at 3:30 this morning. he said he couldn't sleep, smelled smoke and went out to find out what was going on. let me show you, he lives right in that building on the right side of this structure. there's a large police and fire presence out here. take a look another live view from skyforce 10 over the scene. you can see just how much damage there is to this building. we are told this is a historic building dating back to the 1800s. so there are people who come to church here every sunday. of course this is devastating to them. but we'll take a look at some video when the fire was burning. this hit two alarms at one point, so a large response from the crews here in hainesport and neighboring towns. the pastor says it was scary, but he thanks god he was awake. he got his wife and son out unharmed. eight people in all live on this property. again, this buildi

nbc 10s, matt delucia is live on the scene. roads are still closed. tell us more about that. >> reporter: academy road is still shut down here at home avenue. there's a lot of fire department activity here at the scene almost 12 hours after the fire started. you can see the rita grace apartment complex. when we pulled up an hour ago, firefighters were putting out hot spots. everything appears to be calming down. look at what this looked like last night. it was a four-alarm fire. the call came at 4:45. more than a hundred residents were forced out of their apartment. spreading the fire that originally started in the basement utility room and worked into the walls. some of the residents here watched as everything they owned went up in flames. >> i could see the smoke from my apartment. as i got closer i saw the flames. it was crazy. >> major loss and still an active scene. so far, at this point, five people were injured. as i mentioned, more than 100 people were evacuated, taken to a shelter at lincoln high school, which is not far from here. i'm lookin

matt delucia is live on the scene. matt, what can you tell us? >> reporter: a frightening incident all around tracy. i'm going to step out of the way here as police are still holding the scene. that's where this crime happened late last night right down this path here next to the train tracks. just after 11:00, someone reported a person screaming in this area when the officers got here to say they found a woman robbed and sexually assaulted by two guys at gunpoint. she gave a description of the guys to the officers and both suspects were caught not long after. they were positively identified and found with the victim's belongings. both of the suspects are under the age of 18. and police say they also threatened this woman. >> if she called the police or told anyone including her family, that they would find her and kill her and also kill her family. so you can imagine she was very very frightened even when she was reporting this information to the philadelphia police officer responding. >> reporter: and back out here live on the scene, you can se

matt delucia is live at the scene of the shooting. matt has more on what happened in the moments there around the shooting and more about officer wilson. >> reporter: well, police say robert wilson iii was on duty and in full uniform when he came by this video store yesterday afternoon. just behind me i'm going to step out of the way where police have been out here all night. in fact this truck right here was putting light on the entire scene for the entire night. but i can tell you at 22nd and lehigh, two men came into the gamestop store and announced they were robbing the place and started shooting when confronted. now officer wilson was with the eight department for eight years. the two suspects mentioned him being a police officer. but they start ded this blending in with the crowd inside but responding officers quickly arrested him. officer wilson leaves behind two young children. >> i would hope the same people that are talking about some of the issues involving police now take a moment say a prayer and at least express condolen

matt delucia is live to tell us what happened. matt? >> reporter: tracy right here is an example of a piper pa-28. it's also cleared a cherokee. the same type of plane involved in yesterday's crash. now ffgt or thesinvestigators are going to try to figure out what happened here. this morning i looked up crash reports from the aviation safety network to find out this is the fifth incident involving a piper pa-28 cherokee in the u.s. this month. in fact, another piper cherokee 140, same model, was involved in a crash yesterday in virginia. that killed a student pilot. witnesses here in west goshen describe to us hearing strange noises saying that the small piper single-engine plane was sputtering before it took a nosedive into the woods. now both men on board were killed. their family members are still being notified as of late last night. the people around here say they don't see this kind of thing too often. >> the airplane was taking off when i was a kid, we would drive down there and check them out. but it's shocking that something li

matt delucia is live in north philadelphia. what's happening with the investigation right now in. >> the officer who fired his weapon is being interviewed by internal affairs. meanwhile, detectives have been spending the night talking with the suspect as well as the witnesses in this case. they saw the 30-year-old man walking around with a gun near 22nd this morning. in the first instance a woman flagged down police at 22nd and allegheny. she says she saw a man with a very large gun in his hand. two officers saw the man in front of a barp. they tell the guy to drop the gun but instead police say he pointed the gun at them. one of the officers fired a shot missing the suspect who managed to run in and out of the bar but police did end up finding him about three blocks away. they think the guy may have wanted to rob the bar or settle a dispute that happened earlier in the evening. no one was injured fortunately. live in north philadelphia matt delucia, nbc 10 news. >>> we have breaking news from overseas. police in japan have arr

nbc 10's matt delucia is live at the criminal justice center in philadelphia with details. matt? >> reporter: well, sentencing for christina regusters has been pushed back three times now. and the district attorney's office is pushing for a life sentence. christina regusters was convicted last year of charges including aggravated assault and kidnapping. the former day-care worker took a 5-year-old girl from a cobbs creek elementary school back in 2013. prosecutors successfully argued that she took the girl home put her under a bed, and sexually abused her, later leaving her alone in a nearby playground. regusters' family and the victim's family have been very emotional through all of this. regusters herself had no emotion after the verdict and has undergone a standard mental health evaluation. again, the maximum sentence will be life in prison. of course, we will let you know what happens. and of course on the civil side there is a civil suit against the school district of philadelphia resulting from all of this. and so we will be keeping on top of this. but for now, live at the

and nbc 10's matt delucia is live on the scene. matt, the collapse came as no surprise to the family. >> reporter: no but it did make for a few frightening moments out here. i'll give you a look here as i step out of the way. you can see the entire front portion of this house that came crumbling down. part of it onto line street here. the people who live in the house had concerns this might happen ever since the home next door was demolished roughly 12 years ago. now four people live in this house, a family. fortunately, they got out okay but the folks here have been trying to get the city of camden to fix up their property following that demolition next door. and they claim their concerns were not addressed. so here's what happened. one of the residents said she was in the middle section of her house when the front section just started coming down. >> i was laying down. and all i heard was my husband calling, everybody get up and get out of the house. >> reporter: these photos were taken a couple hours before the collapse. here's

matt delucia is live in northeast philadelphia for us this morning. matt take us through what happened again yesterday and what a witness is now telling us about the tragedy. >> reporter: well, chris, philadelphia police have been out here at the scene since that officer down call was made 4:45 yesterday. i'm going to get out of the way -- officers are guarding the entire way. we did see detectives going into a church across the street and noticed several cameras on the outside of the church. we know the store where the shooting happened also has surveillance cameras. police say officer robert wilson iii was in full uniform when he stopped into the gamestop store at 22nd and lehigh. after he was already inside two armed men went in to announce a robbery. at this point, it's not clear if they knew wilson was an officer when he engaged them and some gunfire started. some officers say they saw it all, and officer wilson's partner rushed in to exchange fire as well. one of the suspects was injured by a gunshot though it's not clear which officer hit him.

matt delucia is live at the scene of the deadly shooting. what is happening there now and what can we expect later today? >> reporter: now it's been just over 12 hours to see this happen. the philadelphia police have been out here at the scene since that officer down call was made just about 4:45 yesterday afternoon. i'm going to step out of the way so you can see the set up out here with the police tape around this gamestop store. now last night around 9:00 we saw detectives going into a church just across the way here. we noticed several cameras on the outside of that church. we also know that the store where this robbery shooting happened also has surveillance cameras. police tell us officer robert wilson iii was on duty and in full uniform when he stopped into the gamestop here at 22nd and lehigh. after he was inside two men went inside to announce an armed robbery. it is not clear when they knew the officer was in there or when the gunfire was engaged. but some officers out here saw the whole thing. >> my assistant manager ran to the do

matt delucia is live with an update matt fill us in. >> reporter: vai, at this moment the fire chief out here says there's no reason to believe the house fire is suspicious but the fire marshall's office is out here investigating. take a look at a witness here on the scene to give us these photos of the heavy fire on both the second and first floor, especially on the back of the house. a lot of this was also on the deck. it started around 2:45 here on first avenue around robinson alley. this was an intense fire, but quickly extinguished once crews arrived on the scene. fortunately, nobody was hurt and everyone got out safely. the man who lives next door says he was watching a movie and smelled smoke and had to get out. >> i see flashing lights. so i ran downstairs and opened the door and am being greeted by police officers basically like get everybody out. your neighbor's house is on fire. >> reporter: and within the past 30 minutes, we have also seen more of the roads out here reopen. this whole area on first avenue by fayette street was shut down. but people are being allowed to co

nbc 10's matt delucia is live where this happened. matt you've been talking with neighbors there who want this killer off the streets. >> reporter: right in front of their homes, they never expected something like this to happen. police tell us that the man was walking his dog out here last night and he was shot. 51-year-old james stoolman was found unconscious in the middle of the street around 8:30 last night. some neighbors say they heard a gunshot and the man had his dog on a leash in one hand and a flashlight in the other. investigators at the moment believe this may have been a robbery, but police tell us the victim lived in the neighborhood, and frequently walked this block while the neighbors out here are finding this whole thing unsettling. >> we're gathering early on in this investigation that neighbors report this gentleman walks around the block every night with his dog. >> kind of you know incident doesn't happen on the street. i've been here two years and never have i had anything like this happen. >> reporter: i've been

matt delucia is live for us this morning. now matt the idea of stopping bullying itself is nothing new, but students there are doing something differently that caught the attention of congress. >> reporter: right, and chris, the teachers say that bullying is still a challenge. it is really not getting any easier. i spoke with the students and teachers here in the centennial school district about what they are doing to try to stop the problem. the reason is senator bob casey paid a visit to the district earlier this week. using the centennial as a model for what he wants to see at schools around the country. he introduced the state improvement act earlier to congress and students here say, yes, bullying is still a big problem, but one they have been trying to work with by working with administrators, local organizations and each other. >> i mean you're always going to try to stop bullying. and there's always going to be a small percentage where it goes on on, but if you can do everything you can to try to eliminate all those t

matt delucia is live in camden. matt, people are now working to change the law because of this man's story, right? >> reporter: that is right, chris. it was here at cooper hospital last month as omar estevez was sitting besides his dying wife. when his wife was told she had two weeks to live, they decided to get married. omar spent hours trying to get the paperwork done while a nurse called a local assemblyman to speed up the process. angel fuentes says this has happened four times in the past three years and is working now to change the law. >> officials say i can rate this because my patient has terminal cancer or some type of illness and allow them to move on in a way ex way way that is expeditiously. >> reporter: omar and his wife were able to get married but annette died the next dayment they don't want to take away time that the couple could spend together. we'll hear from omar coming up at 5:00 and his thoughts on this. matt delucia, "nbc 10 news." >>> 4:36. a new report from the justice report shows the phil

and matt delucia is at police headquarters following the investigation. >> matt this of course happened after monday when the department of justice said philadelphia police need to do something to produce police-involved shootings, right? >> reporter: that's right, chris. the department of justice said that philly police need to be better trained and have more interaction with the public. and in just a little more than 24 hours after that we have another police-involved shooting. we'll go ahead to show you the scene here of last night, 17th and cuyahoga streets where someone on the corner unloaded a hail of gunfire on a minivan. at least 15 bullets. a man inside the van was hit several times. police show up on the scene and find another guy in the backseat who has two guns on him and tries to run. when the cops start to chase him, then this happened according to police. >> he turns he points the weapon in a direction of both officers. that's why one officer discharged his weapon. striking the suspect in the torso. that man was shot three times but both men are expected to survive. >> re

matt delucia is live outside the church in hainesport, matt are crews making progress? >> reporter: tracy, the fire is under control. within the last 30 minutes when we saw you, you could see the flames on the exterior of the building. now we don't see those flames anymore. you can see the scene out here with a large fire department presence here in hainesport. this is the easton bible church as we mentioned. and right there on the roof you can still see the smoke rising from the building here. we also have video that we shot not long ago where you could see the presence out here with the fire. that was still burning. we are told that this is a two-alarm fire that started just before 3:30 this morning. fortunately, we are told at this point, no injuries have been reported. and we'll come back out here live real quick, i want to show you again that we have towns from all over here. we have tabernacle hainesport out here responding to this fire. right there you might be able to see the windows. they are all broken out. clearly, a lot of damage to this building here. this

matt delucia, "nbc 10 news." >>> all right, matt. happening today, we may have changes coming to the philadelphia police department. when it comes to the use of deadly force the u.s. department of justice will release a report today after reviewing a number of police-involved shootings in philadelphia. now commissioner karl ramsey requested the review in 2013 after officers shot and killed 15 suspects in 2012. the department of justice reportedly is expected to announce a plan of action to reduce the use of deadly force. >>> a man may have saved several lives when he shot and killed a man who had opened fire inside a west philadelphia barbershop. witnesses say yesterday afternoon a man got into an argument with a barber on north preston street. they say that man pulled out a gun and started shooting. another man heard what was happening and ran into the shop and shot the gunman killing him. nbc 10's been told the teen was getting his haircut when the bullets started flying. >> i was watching tv in the barbershop and i heard gunshots

matt delucia is live on the scene, what can you tell us about this? >> reporter: tracy, a frightening incident all around. police tell us as you can see right behind us where this happened. police are still holding the scene. this happened down the train tracks here just down this path here by the train tracks. just after 11:00, someone reported a person screaming in this area when officers got here and found a woman who said she was robbed and sexually assaulted by two men at gunpoint. she gave a description of the men to the officers and both suspects were caught not long after they were positively identified and found with the victim's belongings. both of thementises suspects are under the age of 18. police say that's not all she did. >> if she called police or told her family they said they would find her, kill her and kill her family. you can imagine she was very frightened even though she was reporting this information to the philadelphia police officers that responded. >> reporter: the two suspects and the victim have been questioned by investi

matt delucia is live there on line street. matt, we have actually learned that this may have been the result of a problem that could have been fixed years ago. >> reporter: chris, the people who live here say they have been trying to get the city of camden to help them with repairs ever since the house next door to them was demolished back in 2003 but their calls have been unanswered. a pretty spectacular sight with the front portion of this house that came crumbling down to line street. so police are still on the scene keeping an eye on this. now, there were people inside the home at the time. fortunately, everyone got out okay. four people live here. so here's what happened. one of the residents said she was in the middle section of the house when the front section started coming down. she ran for the back door and was able to get out okay. you'll hear her talk about her experience and then a newspaper reporter who just happened to be here yesterday doing a story about the dangers of this house. >> i was laying down. and all

for now, live at 30th street station, matt delucia, "nbc 10 news." >>> 4:04 now. several pennsylvania lawmakers will be charged with accepting bribes. this is part of a larger sting operation that disgraced other public officials already. katy zachry is live in center city now to tell us what is new with this part of the investigation. katy? >> reporter: hi chris. seth williams is expected to announce the new names and charges who were involved in the investigation from less than a year ago. since then he has charged nearly half the state representatives in selling their offices in the undercover sting operations. some of the lawmakers took thousands of dollars from an informant posing as a lobbyist to influence the parking authority. one of the lawmakers went on to introduce the informant to a traffic court judge who has since been indicted as part of the larger investigation. we are hearing that three for representatives will be charged today. coming up we'll hear why kathleen cane decided not to move forward with this case. katy zachry, "nbc 10 news." >>> today

matt delucia is live outside the police headquarters with more. >> reporter: police responded to a hail of gunfire on a minivan that escalated from there. this is at 17th and cuyahoga street. a man inside the van was hit several times and when police got there they found another guy in the backseat who tried to run. the guy pointed one of his guns at the officer and the officer opened fire. at this hour both men who the police were chasing and the guy in the minivan are both stable. they are trying to figure out if this is the same man who shot up the minivan. sources want to talk to both right now that are in the hospital. this comes just a day after the department of justice came back with recommendations regarding officer-involved shootings. more on that side of the story when we see you in 30 minutes. live outside police headquarters, matt delucia "nbc 10 news." >>> also new from overnight, a pizza delivery woman left a robber holding the pie in philadelphia. a man called to have a police delivered around midnight. they say he pulled out a gun and tried to rob the delivery woman. sh

nbc 10's matt delucia is live outside the criminal justice center this morning. matt? >> reporter: and chris, the district attorney's office in this case has been asking for a life sentence. meantime christina regusters has been sitting in a jail cell ever since that guilty verdict was handed down last year. regusters were convicted on several counts including aggravated assault and kidnapping. the former day-care worker took a 5-year-old girl from a cobbs creek elementary school in 2013 walking in wearing muslim garb and claiming to be the girl's mother. well, prosecutors successfully argued that she took the girl home blindfolded and stripped her, put her under a bed and sexually abused her in a brutal manner. later leaving her alone with only a t-shirt in a nearby playground. regusters' family and the victim's family both have been very emotional throughout all this. regusters herself had no emotion after the verdict as she has undergone a standard mental health evaluation. and prosecutors throughout the whole case have likened regusters to a monster. again, the max

nbc10's matt delucia has her story. >> i feel like i can't even go back there. >> reporter: a trip to this target on old york road saturday took a frightening turn for kelly, who asked us not to show her face because of what she says happened in a dressing room stall. >> as i was picking up my clothes, i noticed a pen-like instrument on the ground with a blue light on it. and as i went to grab it, it got pulled away from me. >> reporter: she believes the man was using a camera to watch and record her. when she went to confront him, he was already gone. the men's and women's stalls in this store are separated with a wall with a one to two-inch gap at the bottom. kelly says employees told her the same man had been acting suspicious before, bringing in clothes, staying a while, and buying nothing. >> i basically was infuriated and was ordering people around, trying to find this man in the target. and trying to get ahold of security. >> reporter: abington police says this is the first report of an alleged peeping tom at this store. they're now reviewing surveillance video, adding that tar

nbc 10's matt delucia is live at the scene with this story. matt? >> reporter: yeah police say that this victim was very brave and very helpful in getting the two suspect ss caught. police are still on the scene near richmond and lewis. this is mostly an industrial area where a lot of trucks and tractors come through the area. it is pretty vacant for the most part, but it happened in the path by the train tracks. here's video here of what happened just after 11:00. someone reported a person screaming in this area. when the officers got here they found a woman robbed and sexually assaulted by two men at gunpoint. she gave a description of the men to the officers and both suspects were caught not long after. they were positively identified and found to have the victim's belongings on them. now both suspects are under the age of 18 and police say that is not all they did. >> if she called the police, or told anyone including her family that they would find her and kill her and also kill her family. so you can imagine she was very, very frightened in wh
