that was quite a meeting last night between the west oakland residents and the police chief of oakland? >> reporter: yes, it was a very emotional meeting here. we can hopefully show you some of the video of the meeting. a lot of neighbors showed up and put police chief shaun wendt on the hot seat over a variety of issues including police response time and officer turnover. the department is facing criticism particularly after the killing of shameel pierce last week. the mother of three caught in the cross fire and killed be i a stray bullet. the chief admits there is room for improvement when it comes to response times, but there is still work to be done in west oakland. >> i am pleased with the response times but there is still work to do. i am optimistic we are moving in the right direction. >> reporter: the chief pointed out his department is chronically understaffs, a major issue, but he is looking at ways to improve response times. the chief said the department is working with the city to try to shut down nope drug houses as fast as -- known drug houses as fast as yesterday. in fa

on to some other news in oakland tonight. some of the city's most dangerous gang members are off the streets. that's from police, who made a series of raids early this morning. laura anthony is live at oakland city hall with the story. laura? >> mayor libby said today that oakland residents should sleep better tonight knowing the suspects are in custody, they are part of the same gang. at least some of them are responsible for the murder of a toddler several years ago. carlos is perhaps the most tragic recent example of the violence between two east oakland gangs that police targeted as part of operation cease-fire. >> it focused specifically on two notorious violent gangs operated in the city of oakland. specifically the 69th avenue gang. >> in august 2011, carlos was an innocent by stander shot and killed at 64th and international avenues. last summer, two members of the 65th avenue village gang were convicted in his murder. this morning, police served warrants all over the city. as far away as stockton. arresting 16 member

live from oakland i'm tara moriarty. >>> our time is 5:33. there is a new report from the city of san jose it has shocking findings on just about how bad the roads are and how much it will cost to fix them. janine de la vega is is joining us live from san jose. how bad are those roads? >> reporter: dave, a report out by the city auditor showed that 60% of the roads here in san jose are so warn out that expensive repairs are needed. the latest data from the metropolitan commission shows san jose ranked 79 out of 109 bay area cities for road quality. the city audit shows pavement conditions continuing to decline and more and more are falling in the worse conditions. streets need to maintained to prevent potholes and cracking. but 39% received maintenance within the last decade. it would cost $504 million and the auditor is recommending that city officials develop a plan that includes a one-time funding source. that might include going to the voters to see how big a priority this is. a committee is going to meet later today to discuss the audit

in the oakland hills. >> bob redell live at the oakland police department this morning. what have police said about this case? >> reporter: not much so far. no arrests. as far as we can tell, investigators are still trying to figure out why this young man was targeted. yesterday morning, someone shot and killed marcus west outside his grandmother's home in the oakland hills. he was 21 years old, the father of a 2-month-old baby. his grandmother heard what she describes is just one boom. she ran outside to find her grandson in the middle of the road dying from a gunshot wound. >> i told him, you know, marcus, we love you. everybody loves you. are you praying? and his face sort of -- the muscles sort of relaxed. he couldn't talk, of course. i said pray, marcus. and then i prayed. and then he did that. and that was it. >> reporter: west became the 18th person to be killed in oakland over the past couple of months. last night, alameda county supervisor keith carson along with leaders of local organizations met to figure out how to help young men in urban communities stay out
