that's him being arraigned yesterday in south carolina. the officer was then fired from the police department where he worked, although the department says they will still pay for his family health insurance, in part because the officer's wife is eight months pregnant. but as that officer remains in jail today in south carolina, today, we got another video. we got what is thought to be the only other video of this incident. it was shot from the dashboard camera mounted on that officer's patrol car. now, the video does not show the shooting itself. but it does show the traffic stop that led up to the shooting. and as you can see in the video, this is that dashboard camera video. at first, it seems like a routine traffic stop. you see it from the perspective of the officer's squad car. walter scott stops his car. officer slager approaches the car. there's music playing. the music you hear is in the officer's squad car. and it seems like this is going to be an unremarkable interaction. the officer certainly seems very relaxed. you know, any n

in south carolina we have had officers who have been arrested. but we haven't had any officers that have been convicted. so here in this community, we're very excited about this quest for justice but also understand it's not over. >> bikari let's drill down a little bit on that. when i was there the other day, the state newspaper did an analysis over the last five years, there were some more than 200, i think it might have been 206 discharge of weapons by police officers in south carolina. not a single one, there were some indictments against some officers but there was never any conviction as you just said. what does that tell you? and if that's a problem, what needs to change? and how should it change? >> well you know that's what i tell most people when they come down to south carolina and throughout the country. this is not an isolated incident. in fact in north augusta, we just had another officer arrested this past week for murder of an african-american last year. seven months ago we had an officer pull his weapon out when a young man was r

. >> according to south carolina law, it's perfectly legal. it's the middle light on the window the brake light, that was out. is it common seth to pull people over for this? >> yes. minor traffic violations are a very common reason for officers to pull people over. the most benign reason is to warn them there's some re mechanical failure in their car they need to fix. stopping a vehicle because you suspect criminal activity by the occupants even if you don't have reasonable suspicion or probable cause to stop them on those ground, you can stop a car for any violation even if that's not primary motivation. stops like this are very common. >> this is the dash cam video. we played it from someone who happened to in the area. you see the officer ultimately shooting and killing scott, hitting him in the back and ear. initially, as there always is a police report. my question to you is, and there's been outrage over this there are accounts from the police report that do not watch up once you see the video. what do you make of that? >> nothing good.

"eyewitness news" caught up with neighbors who knew michael slager growing up, and, they remember him as a nice young man. this is his lenape high school picture from an on line year book. he was a sophomore then and now making headlines for this graphic video. slager is charged with killing walter scott police say slager fired eight shots at scott who was unarmed on saturday in north charleston but neighbors here remember slager growing up in mount laurel. he was friendly, high school lived in the area before joining the coastguard and eventually north charleston police department. one neighbor asked not to be identified because he was friend with the slager family. >> we moved here when he was about 12 i guess and left about five years later he went into the coastguard but he was a nice kid the whole time he lived here. >> reporter: another neighbor tells us that the slager family moved out of the mount laurel a couple years ago. now if convicted this officer faces 30 years to life

the agency that's handling that is the south carolina law enforcement division. i spoke to the spokesperson just a short while ago about those dash cam videos. here's the problem. there are multiple dash cam videos from these officers that responded to the shooting. so that is what they're looking at at this point. there are two in question, obviously, that from officer slager and the second officer that showed up following the shooting. in all likelihood, they'll probably release those two dash cam videos first. but in terms of what we will actually see on those dash cam videos might be somewhat disappointing. according to the spokesperson, tom berry, who has not personal lie seen the videos yet, but does have knowledge of what is on them, he basically says officer slager's dash cam video first of all does not show the shooting. it only shows in all likelihood the initial moments following the traffic stop. it may not even show the struggle between scott and slager. according to berry, that happened some distance away and out of camera shot, if you will. from th

we do begin with that breaking news out of south carolina. it's from the city of north charleston south carolina and as chris just mentioned a police officer from north charleston has been arrested and charged with murder in the shooting death of an apparently unarmed civilian. at any moment we are expecting a press conference with the family of the man would was killed. s that a live shot showing there the site where we believe the family will be speaking. we'll go to that as soon as it starts. it happened saturday morning in north charleston. police reports show a north charleston police officer stopped a mercedes sedan which you saw just there. the sedan reportedly had a brake light that was not working. the driver of that car was 50-year-old walter scott, you see him on the right. we don't know the exact circumstances of what happened after the immediate police stop but mr. scott ended up at some point running from the police officer who stopped him. the police officer then chased mr. scott on foot. that north charleston policeman ended u

in the shooting death of an apparently unarmed black man by a white police officer in south carolina, there is now dash cam video. officer michael slager has, of course, been arraigned, charged with murder for the shooting death of walter scott. officer slager was also dismissed from the north charleston police force after this video was presented to authorities, which appears to show officer slager shooting mr. scott as he runs away. the south carolina law enforcement division as well as the fbi are conducting ongoing investigations. the dash cam video shows what happens in those first minutes after officer slager pulled mr. scott over. it shows the final moments before the shooting.
