mayor muriel bowser's budget proposal includes an increase in taxes on park lots and garages. an all stern offer bid council chairman phil mendelson would raise the price of tickets and change the hours on parking meters in some neighborhoods. delia goncalves is talking to drivers about having to dig a little deeper to park and pay those fines. >> reporter: it's all about the money. the city needs more so you'll likely have to may more because according to aaa, the number of parking tickets has plummeted. why you ask? well, drivers have smartened up and a lot of us are using park mobile. >> it seems like park mobile is the answer like uber is the answer to cabs so to speak. >> reporter: according to our news partners at the warring post, an average 600,000 people a month use park mobile. that's more than half of the drivers who park on city streets. that's slashed parking tickets by 300,000 in the last four years, but less parking tickets mean less revenue for the city. so you still got to pay. >> i don't want to give them any more money than i've given them already. this is c

mayor muriel bowser spoke in the last hour about this morning's garage collapse at the watergate hotel complex. d.c. bureau chief sam ford has been on the scene all day long and joins us now with the latest. sam? sam: scott, this happened just after 10:00 this morning and mayor bowser as you said, who just left here a few minutes ago said that what happened was a hole 75 x 100 feet opened up as a section of the garage collapsed while workers were down there working on the garage. she said rescue dogs have determined that no one is alive in that rubble. but there's the issue of the cadaver dog. >> a cadaver dog was also sent into the scene. and that dog made a possible hit on one of the three levels. the operation has now transitioned from search and rescue to a recovery operation. sam: so this has been going on all day and shook up a lot of people here at the watergate. the scene was a sea of construction workers and emergency workers after something caused the top level of a parking garage including a tree to collapse and then pancake down. level on level. >> you ran? >> i heard a rum

they are asking mayor muriel bowser to join them. >> you can see a handful of elected officials speaking out together for the worst time against this $6.4 billion merger , a big proposal that has been controversial since day one. councilmembers believe a merger would not be in the public's interest. she worries d.c.'s campaign to use more reasonable energy would be threatened if exelon takes over pepco. she said shareholders would be the real winners here and ultimately customers would see significantly higher rates. none of the neighborhood divisions have endorsed the deal either and pepco and exelon argue it would be more reliable service and customers would end up benefiting. in addition, they say customers would get millions in bill credits. >> we will be subject to control by a distant corporation which will have little or no concern for us. >> our rates will go up and i don't think this is a good deal, and it will go up in a monopolistic way. >> the maryland public service commission will be rendering a final decision may 15 while the d.c. public commission is expected to hand one

muriel bowser wants to outfit every d.c. officer with cameras by the end of the year but again they want the video to be exempt from the district's freedom of information act. >>> we are continuing our coverage this morning on the pepco-exelon merger that has been kind controversial in this area. today the maryland public service commission is expected to announce its decision on whether or not this merger should take place. exelon is the third largest utility in the country. it is dominated by nuclear power, prow testers who say nuclear power went bust, they says exelon needs to start making money again and that's why they're coming to pepco's door. pepco generates its own electricity. they say that is a bad deal in the end r focustomers who will end up paying more in energy costs but opponents of the deal also say it could result in some job losses. the $6.8 billion merger affects customers in d.c., maryland and delaware. exelon already agreed to reserve $100 million and give that money back to customers in about a $50 cre
