carlos francies was off duty at the time. he was with his girlfriend, his sister and his sister's friend in south lake tahoe yesterday afternoon. carg to the -- according to the lake tahoe police department all four went out into the lake, carlos francies and his girlfriend were on paddle boards. investigators say carlos francies saw his sister fall into the lake and that is when her friend went in after her. carlos francies thought the man was drowning so he went into help. he had trouble swimming on his own. his girlfriend tried to throw a life jacket to him but the winds were so strong, 40 miles per hour at times. it didn't reach him. his girlfriend went into the lake to help but carlos francies was already sinking and unconscious. he was pronounced dead later. those who knew him describe him as a guy always willing to help. >> i am not surprised of his actions. he was a great deputy. loved by everybody. >> i think anything like this we are -- when someone does something to help another human being, and tragedy strikes and
