i want to first come to you, glenn, because i believe you wrote a dissertation about this issue. i'm sorry, philip did. i will go to you first. tell me about the ethics of this first. you have people who are incarcerated. it's not like they have a lot of choices but giving them this choice, which is to do deadly work for an hour, the ethics of that, in your view? >> thanks for that question and thanks so much for the opportunity to be on the show. so i think you're right to highlight on the one hand prisoners are spending their incarcerated time inside the fire camps, those men and women for the most part would prefer to be in a fire camp as opposed to a traditional walled prison. on the other hand it's important to note that it's in light of the alternative and that really makes it complicated, right, to identify this as purely voluntary or not. ask questions for ways it is and is not coercive is precisely because they're choosing to be in a fire camp, in many cases from the men and women i had a chance to interview because the conditions are somewhat less austere and painful th

we get the answer from nbc10 first alert meteorologist glenn "hurricane" schwartz. glenn? >> yeah, tracy, now that we've had a front come through and the less humid air is coming in, it's going to hang around quite a while. probably for the rest of the week at least. not a whole lot of wind out there right now, but we do see a lot of sunshine. one exception is farther to the south, southern delaware we have some clouds and a couple showers headed in that direction. sussex county, delaware, maybe the southern portion of kent county could see a little shower. it's mainly dry as the westerly winds come in, the humidity is very low. the temperature, well, it's still above average for this time of the day, at this time of the year. most of the area. it's 83 in philadelphia. the average high is 84. we're going to go well past that. it's in the 70s to the north and west. and eastern a little warmer toward wildwood. so, as we go through the day today, we'll be finding temperatures going into the upper 80s, but the humidity will be low, so it's still going to be relatively comforta

glenn? >> not a whole lot of places to get relief from the heat. that's one of them, camel beach. that's the wave pool. there are clouds in the background and some showers not too far away from there. but it looks like they're staying to the north. we had quite a stretch of heat here. it started last tuesday and we have now gone eight straight days with 90 plus, 91 so far today. tomorrow we are going to be close. the humidity will be much less so we are going to get at least some relief in that department. warm to the north and west, but mt. pocono only 79 degrees. no relief at the beaches with the land breeze today. the highest risk of any kind of thunderstorms, strong thunderstorms in southern delaware and extreme south jersey. nothing has really developed yet. we will keep our eye on it because some computer models do show some developing. there are a couple showers near washington and some others near the new york border. as we go through the evening, with the heat that's built up during

some of the neighborhoods, including cheltenham and abington, wynnemore, maple glenn. there's a shower coming into that warning area. it has weakened in the last 10 minutes or so. you can see the heavy rain is going through cheltenham, about to go into abington, this is right in the flash flood warning area. further to the north, upper bucks county, you're seeing heavy rain near milford moving up toward parts of the poconos. we got into the 90s again today. extending the heat wave to five days. it's 89 in philadelphia now, 75 in dover, temperature knocked down by the rainfall. trenton's temperature down as well, it has felt as high as 96 degrees in philadelphia during the day today. the other thing we're watching out in the tropics, pretty far away, but it's peak of hurricane season, this is tropical storm danny, we'll have the latest forecast on that, along with when we're going to see more thunderstorms an here with the seven-day in a few minutes. >>> speaking of that wet weather, here's what drivers in north jersey are seeing. the road flooded, drivers barely moving

nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here. glenn? >> the track has certainly shifted from what it was doing yesterday or expected to do by many computer models and we were telling you that the key was whether it was going to track south of puerto rico or not and it certainly has. that has continued to the west and now it's tracking a little south of the dominican republic. 50 mile an hour max winds, west at 18. the center of it is still on the left side, it is still unbalanced, it is still disorganized. but there is still plenty of rain with this thing. puerto rico almost getting out of the rain as the dominican republic is getting into the rain. now, what is going on here? well, in order to create a hurricane, you need warm ocean water. that 80 degrees or hotter, that helps provide the energy. the winds start to come together, the air rises, evaporation from the warm water, that helps the storm strengthen. but once it hits an island, like some of these ones in the caribbean, dominican republic has 10,000 foot peaks, the storm's cut

glenn? >> some places had a lot of rain for a lot of hours and others have yet to see a drop. but there has been some rain in the philadelphia area. there will continue to be more threats overnight. that's why a flash flood watch is in effect for much of the area until 9:00 tomorrow morning. we think most of the rain will be over several hours before that time. it's sure not over now. you can see a large area of rain. the heaviest continues to be to the west of the philadelphia area. we have some really heavy rain coming into berks county, the western portion of berks just west of reading. this is an area that's already had probably more than two inches of rain in some spots so there could be flooding in that area. another batch just west of allentown right along i-78. this is moderate to heavy. it's headed up toward the pocono mountains. as you can see, there's more back to the west. some big storms in northeastern maryland and even bigger ones farther to the west. those are things we will have to watch through the evening hours because the future cast weather computers showi

. >>> now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >>> we had a really nice weekend in much of the area, but now the clouds are in and we also have some showers, just some scattered showers that we're tracking today. we've got heavier rain coming overnight tonight and then another round of thunderstorms during the day tomorrow so we could get some rain a couple of different times tomorrow. look at that overcast sky out there looks kind of threatening over the philadelphia area and toward the west. mostly cloudy at 79 degrees and it feels like 81 because the humidity is so high. the threat tracker for tonight, we do expect some heavy rain, but the threat of flooding is only in a moderate side because we expect the system to move through quickly. we do expect some lightning and potentially some gusty winds, but we have a bigger threat of any kind of a severe weather later tomorrow. now you could see the flow is coming in right in off the ocean and that's helping to keep the temperature down and the clouds and showers are keeping the temperatur

glenn? >> yeah, we don't have a whole lot on the radar but there are some approaching western areas, including pocono mountains. we have some fair weather cumulus clouds out there right now, not really building up very much. you can see it's a fairly small zone of some showers that are moving in our direction. you can see the poconos we were just showing up here. so the showers are still a little bit on the west of the poconos, little bit to the west of reading, even west of lancaster. so it will take a little while before they move into any part of the area. the future cast shows that some of them do, especially to the north and west. there's chester county, parts of upper bucks and upper montgomery and the lehigh valley getting some scattered showers or even a thunderstorm over the next couple of hours. but even after that, things are quieting down somewhat. it's a marginal kind of setup, just barely enough moisture to create some of these showers that are around right now. the temperature

nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is tracking storms now. glenn? >> yeah, that particular shower that skyforce 10 showed you, that's the one over northeast philly. philadelphia is a pretty big city. look at this part of the city, center city, beautiful shot, no rain. but other parts of the city getting rained on pretty hard. there are very few showers around. you can see 95% plus of the area is dry but right there in northeast philly, you got the showers and you also have the fact that it's not moving very much. there's another one up by warrington, by the way. this is the one of concern because it hasn't been moving much. it's edged into the cheltenham part of montgomery county. this is mostly in northeast philly, i-95 is on the edge of this thing. it's generally from the boulevard westward in the upper portion of the northeast. we saw it at veree and welsh road about an hour ago so it is drifting more to the south, moving very slowly. cheltenham getting hit hard right now. as long as it keeps moving, it's just rain. but if it stays in one spot yo

and that was before john glenn had the right stuff. >> and what happened on the morning of january 1s6th, 1965, that brought the worst military aviation disaster in kansas history? >> the problem arise owes january 16th. it's about 11 degrees outside. the men arrive at the base well before 8:00 a.m. they prep the chest, they get ready to go. at 9:27 a.m. a, they depart. they leave the runway with 31,000 gal yoens of jet fuel. about three minutes into the flight, the pilot calls may day, may day, mayday, and they're never heard from again. the plane crash occurred on january 16th, 1965, and it occurs earl that morning around 9:30 a.m. the plane went down about 20th and piot street in the northeast end of wichita. it crash landed in a section of wichita that was typically referred to as the african-american community. 97% of the african-americans were living in this section of wichita. 14 homes are immediately destroyed. fire is everywhere. destruction is everywhere. ultimately, 30 lives are lost. and i found there was no substantive history there. i just could not believe that 30 lives we

glenn? >> a lot of people looking for some of that wet weather to try to cool off. it was hot for the eagles today, lot of sunshine in the philadelphia area. we are not likely to see any showers and storms right in the philadelphia area but it would be to the south in delaware and south jersey. the heat wave started last tuesday and it continues today as day eight, two straight days of 93. tomorrow it will be a close call but the humidity will be down. philadelphia, 90. northeast philly, 90. near the beaches it was 92 because of a west wind land breeze during the day today. we still have a risk of some severe storms in the southern portion of delaware and extreme south jersey. right now, the heavy stuff is still in maryland, still just to the south of where delaware is, on the track of this particular storm. washington area is getting hit with storms as well. we will keep tracking those and also track relief from the heat with the seven-day in a few minutes. >>> our summer heat causes two deaths in our region. the victims, an 88-year-old woman and 64-year-old man. c

glenn? >> it is a relatively weak and disorganized storm but it's got a lot of rain with it and now that it's going over land masses, it's creating some of that flooding you were talking about. it has been generally moving straight to the west, into the caribbean sea, and generally south of puerto rico. yesterday, remember we were showing you computer models showing it was going to go north of puerto rico? so already, things have changed. it's moving just north of due west at 15 miles an hour, maximum winds of 45 miles an hour. now, there it is. as it moves to the west it's already disorganized. you see these clouds moving real fast? that strong upper level wind, that's really hostile for an environment for any kind of strengthening. so we don't think that this storm is going to strengthen over the next couple of days. the latest track from the hurricane center takes it near very mountainous country, haiti and dominican republic, and then near the bahamas. so it's not going to be able to str

nbc 10's chief meteorologist glenn "hurricane" schwartz joined us with the first alert forecast. looks like a great week ahead. >> all the way through the rest of the week it is going to be looking like this, lots of sunshine, it will be feeling similar to this with the low humidity. but it's actually going to get a little bit cooler so if you want t ed it a little cooler, that's coming we are in the 70s north and west and 80s toward the jersey shore and in southern delaware. we have lots of sunshine out there now. we have some clouds back to the west but they are generally fair weather clouds. the rain is up in canada and pretty much going to stay that way. as we head through the evening, we expect the clear skies to continue and very comfortable conditions because the humidity has dropped so much. we'll have the latest on when it will get back to 90 degrees and the latest on that tropical storm erica and what will happen with it. >>> now to the latest on the investigation into pennsylvania attorney general kathleen kane. kane issued a statement today looking to the court system

let's get the latest from nbc10 chief meteorologist glenn "hurricane" schwartz. >> yeah, as you look at that storm and look at the symbol for the tropical storm, you think, well, it's in the wrong place. they put the symbol in the wrong spot. obviously, the storm is centered in the middle of that activity. that's not the case here. we have a long way to go before we see that storm getting any kind of threat to the united states. it is definitely going in the general recollection of puerto rico. eventually it will be tracking toward the dominican republic and haiti. and then the bahamas. it has a long way to go before it gets anywhere near the state of florida. there are plenty of mountains in the way, too. the latest computer models show pretty much agreement of it coming over the bahamas, the fact that it's disorganized now makes this a little questionable because we're seeing the storms generally tracking a little more to the left of what we expect. this happens time after time after time. if it tracks a little to the left, that means part goes over over dominican republic, partly

glenn? >>> i'm tracking heavy showers and thunderstorms but it's not hitting everyone. i'll have the latest storm track coming up in the first alert forecast. >>> breaking news. philadelphia police believe they have located the tour bus and driver that hit and killed a man in center city this morning. they say the bus was on its way to washington, d.c. from philadelphia's chinatown this morning. they say the driver hit and killed a man just steps from police headquarters. the bus has been returned and is now in a lot in south philadelphia. investigators are inspecting it and talking to the driver. >>> just a drenching downpour this afternoon. skies opening up over montgomery county. this video shot within the hour outside the nbc 10 studios right here in bala cynwyd. we really had gloomy, rainy weather over much of the area today. this was the scene this afternoon right outside temple university in philadelphia. people braving the rain with umbrellas and raincoats. storms are still working their way across our area. >> we can hear it raining right above us in bala cynwy

while the scene just wrapped up here, in the unit block of glenn olden avenue we are right near chester pike and what police are telling us and actually we had da jack whelan of delaware county to come out and tell us it was in that apartment building right there. inside one of the units that none of the people involved is a tenant of, that a number of men met up, skyfox overhead at the noon hour today when these men met up for some kind of transaction. that's all da whelan would call it, and something wept wrong. shooting started arc hammer came out, and two victims crawled outside the building one was shot in the abdomen and in the chest area. he's in critical condition right now. another one was shot in the butt and he was hit in the head with a hammer. and a witness just happened to be coming along at that time and he saw that victim with the hammer hit in his head along the side of the sidewalk and here's what he told us. >> i passed a person who look like he was doing sit ups on the sidewalk which wasn't common, and i saw a wound on the top of his head, and he was trying to get up
