matt delucia joins us live. tell us what you're seeing. >> reporter: well, tracy we rolled into town here just a few minutes ago an we saw a lot of flooding out here. initially we were coming down because we heard about power outages as a result of a storm last night. you see right here, this is 12th avenue by central, the entire street is flooded. we do see as the streetlights are on, we do see homes have power at the moment but down here on the street, you can see at least a few inches of water. my photographer is walking through that right now to give you an idea of what people are experiencing as they're driving through this area. on central avenue, it is not terribly bad but the vehicles are using the center lane out here. you see the side streets are heavy affected by this. a lot of the cars not going to be able to get out until the flooding goes down. i just got off the phone a few minutes before we went on the air, they say the flooding is the big issue. you see the emergency vehicles down the street the

it was not open yet for nbc10's matt delucia earlier this morning because the pedestrian gate doesn't open until 6:00 a.m. normally but matt is on the philadelphia side of the bridge there. matt, walk us through your trek to the art museum this morning. >> we didn't have to walk the 1.8 miles over the ben franklin bridge because it is closed until 6:00 a.m. you got to figure tens of thousands of people will be making the trek over this bridge next month during that papal visit. people will come off the bridge, off the side here and walk into the city right up to eakins oval have the pope is giving that mass. 1.8 miles long, this bridge. remember you have to take the trip back into camden as well. camden, for the most part, will be shut down to cars and good luck if you think you're going to be able to park anywhere close. this was all laid out in a news conference last week and i'm told the plans have still rather fluid, at least as far as the jersey side. there have been meetings almost every day for the better part of a year on this issue. officers are being trained for specific are

matt delucia has been at the apartment complex all morning long. matt, do firefighters now how this thing started. >> reporter: firefighters are starting the task of how this fire started. you can see a couple lights shining on the back of this building. the only one in this complex that is damaged. we're at the schillington commons apartment building. 32 people are displaced. you figure 1:00 a.m. when this fire started, people are sleeping. the firefighters say they had to evacuate this building rather quickly. fortunately, no one was injured. they believe they know at least where this fire started. >> right now we're focused on back of the building in an area that's right above the entranceway. it's some sort of a decorative type of porch type area if you want to call it. it's not really an occupied area. >> and back live right now, you see not much activity at the moment here. the firefighters for the most part have left. there's one truck that's out here on the front of the building, kind of holding the scene until they get back out here later

matt delucia is live on scene for us there. matt, we know you've got there just a few minutes ago. what can you tell us at this point? >> there are a lot of family members out here at the scene, very emotional. you can see the car that's overturned on adams avenue by whitaker. just off of roosevelt boulevard. there are closures on the roosevelt boulevard right now, the southbound lanes just a portion of it that is shut down there, the right-hand lane. some of the traffic is still getting by at the moment. there is still an accident investigation out here right now. we've learned it's a man and woman that were involved in this crash. one vehicle involved right now. this happened shortly after 2:00 this morning and it appears that the vehicle crashed into a pole that is right by a cell phone tower. that vehicle overturned and the two individuals who were in the car were ejected and thrown, i would say, at least 30 to 40 feet from where we are right now. those bodies were just removed about 20 minutes ago. again, a lot of family members out here right now, very emotional, crying, hold

matt delucia is there. tell us what's going on. >> reporter: it's the first day of the fall semester, tracy. testing the water is paramount at this point to make sure that that bacteria is gone. there are ten buildings that tested positive for the legionella bacteria. main hall is one of them. those bacteria were found in the hot water systems of these buildings. west chester university says it began treating the units this weekend, that meant turning the water off and super chlorinating the systems to kill the bacteria. the university says it's been told by the lab that ran the test, the levels are not high enough to cause an immediate concern. this has happened before to other high profile buildings, even in our area, philadelphia back in the '70s you might recall. the last update provided by the university, this was on friday, the fall semester as we mentioned begins today. students are on campus. but the chester county health department told the school there were no need to kerr tacurtail activities.ç

matt delucia is live along the ben franklin parkway to show us what we can expect in this security zone that the mayer announced yesterday. >> reporter: first it was the traffic box, now we have two security zones that will offer limited access during the pope's visit. this area along the ben franklin parkway, this will be heavily restricted as you mightç imagi. the mayor's office yesterday unveiled more of the city's plan to prepare for the papal visit. essentially these security perimeters will go into effect the night of thursday, september 24th. we did learn there will be a fence with entry points where people will have to walk through a metal detector and there will be no vehicles allowed inside that zone. the second, wider perimeter will be in place to protect the fence. vehicles will have to be removed and any vehicle that wants to go back in will have to be screened. as far as city government, thursday 24th through monday 28th. the city will operate essential services only. if you have any critical business or you have to pick up groceries or prescriptions, anything like that,

nbc 10's matt delucia is live outside temple hospital where those victims are being treated. people, matt, people who live near the scene in kensington want to know what the shooting was about, right? >> they do, chris. a lot of gunfire was out there last night in that kensington neighborhood. the neighbors want answers as well. fortunately all those victims, all three of them are expected to survive. this happened just about 12 hours ago on the 2800 block of boudinot street. this was just after 6:00. several neighbors heard gunshots, they called 911. police got there, they fond three victims. a 22 dwreerl woman was shot several times in the abdomen. a 25-year-old man was shot in his foot an a 33-year-old man was shot in his leg. all the victims were in front of a house at the time. police say nine shots were fired from two different guns. the shooter was standing up, firing the shots with his upper body out of the sun roof. >> all i was hearing was, like, gunfire back to back. >> somebody need to do something about this. >> as of no you, police are looking for those involved

matt delucia is live outside the bakery in southwest philadelphia. you've been talking with workers. this wasn't unexpected but still hard to hear. >> yes, they're disappointed obviously, especially those who have worked here for several decades. the news of the layoffs went out to the workers in a memo on wednesday night. for now, the workers are still coming to work. some 200 workers actually come to the job here every day. this bakery has been around for quite a while. amoroso's says it has outgrown the location on south 55th street. they bought a facility in belmar two years ago. the reason for the layoffs, a new company is being formed with the move. the positions will be terminated. the people who work here now will have to interview for the new jobs. the workers i've been talking with, most of them have a positive outlook. they tell me this was not a complete surprise but workers had a feeling this time would come. >> the end is finally here. they talked about it for the last three, four years and now it's finally here. so we have to find anot

nbc 10's matt delucia is live for us at the ft. washington septa station. with a limited number of tickets available, the odds just aren't in people's favor. >> that's right, vai. i did reach out to septa. they tell me that a lot of people are insoog up for the passes. the lottery had 2,500 entries within the first hour. 0 so far, no major problems, though. septa spokesperson tells me they're working to get a full stall us updarts is we speak. if your are planning to head down to see the pope during his papal visit out here later on in september, here's what you need to know. the website is septa.org. a couple important points to remember, this lottery is just open today. starting on thursday you'll get a congratulatory e-mail and then you'll be able to purchase the passes for $10 each. this is for the 26th and 27th and only regional rail service. not all of the stations will be operating during that time. we have been hearing from riders on their thoughts on having a lottery. >> people can buy them and sell them on ebay for more money. it's kind of ripping

. >> nbc 10's matt delucia is live out there. matt's been talking to investigators. what can you tell us about the victim now. >> reporter: chris and tracy, that man is in the hospital. right now the investigation is till under way here. what we're trying to do is find out more about the condition of this man who was hit early this morning. we have video of the area this happened, the 600 block of quincy court in glassboro, the area where you're seeing this all happen. a dark, empty street there, in this small, quiet neighborhood. police have since left the scene as they continue this investigation. we have been making calls to find out a confirmed description of the car and the driver and what may have led up to this incident. that man was taken by ground to cooper hospital. again, right now we're trying to get more information about that man's condition. but for now, more details to come. certainly throughout the morning hours as police continue to look for the person who hit this man in glassboro overnight. live at the police station, matt delucia, nbc 10 news. >>

. >> matt delucia is live on the scene. matt. >> reporter: quite a crash out here. there is the vehicle right behind me on adam avenue between the roosevelt boulevard and whitaker. the car you see right there is overturned. a lot of investigators is around it right now. the car hit that pole that you see there. quite a bit of damage. look at where that car is right now. i'd say about 40 to 50 yards away is where the two victims landed after being ejected. right now you're seeing that is where the victims were. those bodies were taken away about an hour ago. we have video for you now. a large group of family members showed up. one woman earlier kept yelling "my brother, that's my brother." police are telling us the victims are a man and a woman. the car went out of control just after 2:30 this morning. it's unclear what exactly was going on right before the crash. we just spoke with a man who says he knows the male victim. he says everyone here is in shock. >> there's an accident. right now, nobody can't believe it. right now i can tell you this person was a good per

nbc 10's matt delucia is live on campus. what is the school doing? >> reporter: well, tracy and chris, the school has been working throughout the weekend to fix this problem. and to really try to figure out a long-term solution. they really just want to make sure that every building is safe for the students as they begin classes today. there are ten buildings that tested positive for legionella bacteria. main hall is one of those buildings. westchester university says it began treating the hot water units this weekend. that meant turning the water off and super chlorinating the systems to kill the bacteria. this can be a deadly form of bacteria. inhaling it can cause a severe form of pneumonia known as legionnaires disease. how this happened, the university says it's looking into that long-term solution. an employee tested positive for bacteria. so the workers started testing the cooling towers. it prompted workers to wonder if other buildings -- the last update provide by the university was on friday. students are on campus now. there was no preneed

nbc 10's matt delucia is live for us in palmyra, burlington county this morning. matt? >> reporter: chris and tracy, these bridges like the tacony palmyra right over here, they've long been a cheaper option, if you will, than those bridges leading in and out of camden and center city. this could definitely narrow the gap. we're talking about two bridges, not just the tacony palmyra but also the burlington bristol bridge. drivers voiced their concerns and vented frustrations earlier in the week. the burlington county bridge commission says it doesn't have another option. their argument is that $100 million is needed to make safety improvements to the bridges that were built back in 1929 and 1931. what does this mean for you? for cars, light trucks and motorcycles, the toll would go from $2 to $4 if you pay cash and $2 to $3 if you have e-z pass. aaa is standing behind the drivers saying it would have been better to have a gradual increase than all at once. >> it doubles their spending for their daily commute. unfortunately that's up acceptable. >> in 25 years for these b

nbc 10's matt delucia is live on the ben franklin parkway. matt, it's not going to be easy to get around, get where you're going. >> reporter: not easy at all. might be a good idea to stay put if you can or just watch it on tv. that might be a better option altogether. now, yesterday the mayor's office did release more detailed plans of the areas that will be closed off. of course you have this area here where we are right now by the art museum, the ben franklin parkway here. this is going to be heavily restricted as you might imagine. now, part of this will involve a fence. first we heard about the traffic box. now we'll have two security zones which will offer very limited access during the papal visit. these security perimeters will go into effect the night of thursday, september 24th. we did learn this fence will have entry points where people will walk through a metal detector and there will be no zone. the second and wider perimeter will be in place to protect the fence zone. vehicles will have to be removed in any vehicle that needs to

nbc10's matt delucia is live in radnor. do police and first responders have a game plan, matt? >> reporter: police are trying to prevent a clog from happening in the first place. so they have been in planning mode quite a while here and talking with septa and other emergency agencies to make sure this whole papal visit runs as smoothly as be possible. even though the pope is really visiting the city for the most part and not really coming out here but a lot of people are coming to this area to take the train line. you have the line down the road here that is going to be open. one of the 18 stops on the papal plan that will be shuttling people in and out of the city. the police here in radnor are expecting more than 20,000 people coming just for that travel to and from the city. the emergency operations center here will be open and other suburban are making similar adjustments with stops along the way on the septa route. radnor, all vacation time i'm told is cancelled and emergency workers will be on double shifts to make sure the traffic moves to and from the trains. their advi

nbc 10's matt delucia is live at temple hospital. >> this is something that has neighbor in that area wanting answers and justice. here's a look at the scene, video from last night. this was just after 6:00 on the 2800 block of boudinot street in kensington. several neighbors heard gunshot and called 911. police saw three victims, one a 22-year-old won. she was shot several times in the abdomen. a 25-year-old man was shot in the foot and a 33-year-old man was shot in his leg. the victims were in front of a house at the time, outside. here the thing. police are trying to figure out exactly what this was all about, the mostive here. nine shots were fired from a vehicle from two different guns. >> the shooter was actually standing up and his upper body was coming out of the sun roof and he was firing an assault rifle in the direction of all three victims. >> despite all that gunfire, police say all three victims are expected to be okay and as of right now, they are still looking for those involved in this shooting. witnesses describe a gold colored van leaving the scene at the time. poli
