i'm going to talk about the wilmington 10 tonight, and i've generally found that the wilmington ten is something that is dimly remembered. it's more remembered in my state of north carolina, my adopted state of north carolina, but frequently it gets confused with the 1898 race riot in wilmington which was a coup against a black elected legally black elected government in 1898. so it's not that well remembered by the wilmington ten in its time, and for our time, was a monumental case of political repression. very similar to other examples of egregious injustices such as the murder of chicago black panther leader fred hampton by the chicago police with the assistance of the federal bureau of investigation. the legal frame up of angela davis and the attica prison rebellion, with just a bit more thought i think i could offer several other examples but that would take up more of my time and not allow me to get to the point of want to do. in the case of the wilmington ten the full force of the legal system hammered nine young black men in their teens or early '20s and a white woman in her 30

he tense our live team coverage from wilmington. drew, a very busy morning for volunteers trying to help the homeless stay out of the elements. >> reporter: the volunteers got up early, they even trouble starting their cars because it's so cold out there and it still is. take a look at the main problem. the, which is blowing these flags outside the church here, that has been steady all morning. we've seen probably one or two people since we've been here at this location. they all have heavy jackets, hoods up, anything to keep that exposed skin protected. early on today we went inside and i can tell you it's nice to be inside where the heat is. there were 10 volunteers inside the churches in wilmington they were serving meals, breakfast for 150 people. they wanted to make sure they can get the doors open early this morning, around 5:00 a.m. they opened up. people leaving overnight shelters. they didn't want them to be outside for any period of time. we talked to one of the organizers there about what makes this so dangerous. >> wind

wilmington down to two miles. when you see the 10-mile visibility plus even if it's snowing it could snow for weeks at that rate and still not accumulate. and we have rain in southern delaware reducing the visibility. as we go through the afternoon, you see some of this snow from maryland coming up through the area. most places, again, at or above the freezing mark. the sun's rays coming through even the thick clouds to help keep the roads just wet. but once we get into tonight, we lose that effect and any temperatures that go below freezing we could see again some slick spots on any untreated surfaces. so the area most likely to see the heaviest snow relatively speaking is in chester county. snow in the south sussex county up to cape may county, atlanta county up to an inch, one to three in and around the philadelphia area and northern suburbs. and three to five in parts of chester county and new castle county. and once this is through then we start looking at the frigid air for the weekend. so periods of snow mo

here's an example of wilmington delaware route 13 down south of wilmington. that change over has already occurred so we're dealing with just a timing scenario whereas roll through morning rush hour the wet roads will become snow covered. obviously crews are out here. here's i-95 right here inner 420 as you can see starting to see that snow stick to the road surface on the far left or far right side but again crews put do that layer of salt but that just because we don't see the snow sticking to the road surface doesn't mean it will not be slippery. here's an example of that one lane pattern on the schuylkill expressway now. hopefully we will start to get volume, tires churn that salt put down by penndot, new jersey dot and dell dot and that keeps the road wet but passable. but that is major roadways. your secondary road, side streets, remember any of that, those secondary roads that still have that pack down snow left over from last week that will be just ice underneath that little snow covering. live look at the vine street expressway, ben franklin bridge, s

. >>> and in wilmington the snow is off and on all day. >> reporter: hi sharrie, these light flurries are coming on on off throughout the day today in claymont and north wilmington and del/dot did brine yesterday and crews are on stand by but it's not too bad. people are not concerned they dealt with a blizzard a couple of weeks ago. in north wilmington this afternoon, some snow is coming down but for the most part it's just a nuisance, not much of anything to cause a problem. >> it's cold, that is what it is. i need it to be warm again. >> reporter: the snowflakes that fell hit the pavement and melted on contact. and here on 202 people got around without a problem. occasionally a quick burst of snow came through. stacey grew up in canada and was not impressed. >> it's not sticking so where i'm from it doesn't really count. >> side streets are just wet and the snow did not deter people from getting out and about, shopping for groceries and getting gas but ready to get home as the sunsets. >> it will be worse tonight as things freeze over, i'm happy to get home now before that starts.

and now, nbc 10 is on the road to wilmington where where the snow is sticking to the side streets. and now, the snow is changing to ra rain. >> and our meteorologist sheena parveen is joining us to talk about it more. >> and yes, it is freezing rain, and so we are seeing the icy conditions in some parts and especial especiallily the video there with the snow sticking to the side roads for sure. the rain is along the shore, and delaware beaches and mostly sussex county, but the pink area growing in size which is freezing rain or drizzle, and that is going to freeze on contact, and on top of the snow, and have the thin ice layer to form, and still areas north and west will start with delaware and sussex county and along the beaches, and rain in the areas where the temperatures warming. we have scattered light icy spots in parts of delaware and new castle and kent counties, and that is going to extend into wilmington and philadelphia, and starting to see the changeover from snow to icy conditions with the freezing rain reported in many of the areas. and now that is is going to extend
