korea relations, we have looked at south korea. we have looked at robotics issues. and now we are venturing further afield to the middle east and nuclear nonproliferation. i wanted to add up front that this is more than an academic exercise. the case we are looking at, the north korean case, is not just an example of an attempt to develop a nuclear deal in 1990 and implement it, it is a growing danger in northeast asia today and poses a lot of nonproliferation challenges and security challenges, foreign policy challenges with nuclear missile development. clearly, our efforts to stop north korea from acquiring nuclear weapons have not worked. our present case is one of the most complex and consequential nonproliferation initiatives ever attempted, and i think it really brings into question whether nuclear proliferation is a political issue or a technical one. there was an article that made me think about that issue, and i think it is a theme we may revisit throughout the course of this afternoon. two of the three most complex verification challenges for the iaea have

north korea has fired two missiles. they're analyzing the details, but some countries say the launch violates u.n. security council resolutions. officials in seoul say the north launched what appears to be a nodong ballistic missile toward the sea of japan at around 5:55 a.m. on friday. they say it flew about 800 kilometers and landed in the sea of japan. they say pyongyang fired another missile from near sukchon 22 minutes later but that it disappeared from radar immediately afterwards. pentagon officials say both projectiles are believed to be nodong mid-range ballistic missiles fired from a road mobile launcher. multiple missile launches have been confirmed this month. pyongyang fired six projectiles believed to be rockets toward the sea of japan on march 3rd. a week later, the country also fired two short-range missiles thought to be scuds. south korean defense officials believe the north's latest launch is another response to the ongoing u.s./south korean joint military drills. they're on th

security council unanimously passes its resolution on north korea in response to north korea's nuclear test. while they were negotiating this resolution, north korea launched another satellite launch. this is actually some 20-pages long when you read it, trying to work through the loopholes and work arounds of the current sanction's resolution. also if you read the sanctions resolution, it has not some things that are supposed to target the leadership of north korea themselves. on the last page, you find sanctions on things like jet skis and snowmobiles. >> reporter: so james, what does the international community think it can do more of seeing as -- as you have just said, north korea is already subject to four rounds of u.n. sanctions? >> reporter: well, it's a very detailed list of things they have added, new names, new front companies they are trying to cover. north korea does change the way it does these things. it changes the names of the companies it uses to illegally import things to its country. so it is trying to do that. they are certainly the most extensive sanctions for 20
