we had breaking news out of metlife. julie: metlife one this big court case against the u.s. government. the government had does it needed metlife as systemically significant, too big to fail by the u.s. regulator. it's one of four nonbanks to be given that designation. metlife has been fighting that designation and today, they won in court for it a federal judge in washington struck down the designation which had been given by the financial stability oversight council. the reason for the ruling was sealed by the judge. you can see the shares are surging by 5% on that news. we are also watching cruise lines. carnival is out with his numbers ahead of estimates and out with a forecast ahead of estimates. the company says cumulative advanced bookings for the rest of the year are well ahead of the prior year at slightly higher prices. it's pulling up other cruise line operators. in general, if you look at the big stocks leading today, a lot of technology shares have been doing well. apple was upgraded. those shares are higher and microsoft is up ahead of its build conference toda

insurers, ag about huge victory for metlife today. what are the wider ramifications of this ruling going forward? joining us now is elliott stein. what are the biggest applications? elliott: it has industrywide applications beyond just metlife. metlife was one of four non-bank too big to fail's. they were the first to challenge it in a suit. others had challenged it but not going so far as to seek litigation. what this ordered us today, we don't have the full opinion. it is still under seal. we sort of see the final outcomes. she is rescinding the too big to fail designation. david: what was the argument? elliott: he made a lot of arguments. successes inr repealing dodd frank rules. he made a few different arguments. some were structural and some were more sensitive. metlife could not see the process, it was not transparent enough. he made an argument that the structure of the financial , onelity oversight council of his arguments was fsoc is not independent enough. we will know more once we see the opinion. where he did get some trac

metlife has finally said that the fed is off its back. u.s. district judge rosemary collier has ruled in favor of the insurance giant, removing their so called sifi label. only a day later ge said, we want in. they asked to be released from being supervised by the fed, acknowledging that they, ge, have shrunk their once massive football service's arm. are we going -- financial service's arm. that a good thing, a bad thing? >> let's just break it down. if you are a sifi, systemically- financial important institution, you're being treated like a bank, and they want insurance companies treated like banks because a they think these firms helped lead to the financial crisis back in 2008 which i don't think is right. a u.s. federal judge says it's not right either, so metlife is not, does not get that designation. what does that mean for metlife? well, their costs of regulation go dramatically down. we have been told by metlife officials that they were planning layoffs, they already did some, in part because their costs were ramped up because they w

we want to update you on a situation regarding metlife. earlier today a district court throwing out the federal government's -- siding with metlife in its appeal to have the systemically important financial institution designation removed from the insurer, something placed on it by federal regulators. in response to this ruling by the district court, metlife issuing a statement saying that it -- this say win for metlife's customers, employees and shareholders and validates its decision to pursue this in court. in response, the treasury speaking on behalf of the federal oversight committee saying that it disagrees with the court's decision and will defend the council's designation process vigorously suggesting it may appeal this decision in federal court. the news giving a big lift to metlife because had it been designated systemically important, it is also giving a lift to a number of other insurers today on the heels of that decision out of district court. michelle, back to you. >> thank you, mary. >>> police announcing one officer was ki
