ron allen has more from hanoi. ron. >> reporter: good morning, jose. well, a lot has changed here with between the united states and vietnam over the past 40 or 50 years since the end of the war. and the lifting of this arms embargo gives vietnam the ability to buy lethal military weapons, something they could not do for a generation since during the war. the president said that this represents one of the final chapters of trying to normalize relationships with vietnam, which is now seen as a very important american ally in this part of the world, particularly because of the rise of china, not just economically but militarily out in the south china sea. there are a lot of islands and territories out there that are disputed by nations in this part of the world, china, taiwan, vietnam. and the united states wants to ensure the free transit of cargo and trade through that vital waterway. that's why one reason the u.s. is giving vietnam the ability to purchase military hardware so they can defend itself and help in the efforts to combat china. the other re

but ron says, the bigger question is, what is he trying to do here? is this just a desperate attempt to get any voters or that attempt to solidify the evangelical vote in indiana? because there is a big evangelical vote in northeast indiana and hopefully, just hopefully preserve them for the next eight hours or is it something more than that? >> a couple things. it feels less like strategy than catharsis. i think understanding he's kind of right with his back against the wall with the added kind of instigation of donald trump raising these accusations against his father that seems remarkable for a candidate on the brink of the nomination to be trafficking in those kinds of waters and a reminder to the next six months. a candidate who may say or do anything at any moment. but for ted cruz, indiana is a microcosm of the twin failures that ultimately doomed this campaign. first, he's struggled to compete among voters that are not evangelicals. he's won them only in one, wisconsin. every other state, even texas, did not win voters who are not and even amo

so, ron, you first. you know, how a president handles language when something tragic of this magnitude has happened. so, what do we read from the candidate and how they handle their initial assessments? >> this is a fascinating little miniature, you know? because in politics, as in life, your strengths and weaknesses are often two sides of the same coin. you know, presidents are extremely measured in their language on issues relatingo t national security, historically. donald trump went out, immediately tweeted, you know, this is terrorism, and then made the statement that you showed, in the tape. and for the people who like donald trump, that is a sign that here is someone who says what he thinks, who kind of breaks the fourth wall of the conventions of politics. he's a straight shooter. for those who are uneasy about donald trump's temperament and whether he has kind of the judgment, the stability, the kind of temperance to be president, i think it is another indication of, this is, you know, raising t
