annie mccormick is live outside of police headquarters with more. good morning, annie. >> reporter: good morning, tamala. police say that this victim died a violent death. they have charged one woman with her murder and currently they are questioning another person of interest. this is video from the scene when they found the body of 26-year-old toy charda bryant of chester last tuesday morning handcuffed in the 5300 block of georges hill drive near the mann center in fairmount park. now, police charged 39-year-old shavon armstrong with murder, criminal conspiracy, kidnapping and robbery. investigators say armstrong of wilkes-barre turned herself in this weekend. according to investigators bryant was tortured. police found stab wounds and cloth stuffed in her mouth. she was also beaten and shot in the back of the head, all over an $800 debt. now, police believe bryant was killed elsewhere before she was moved. they also could tell she fought for her life. >> she does have defensive wounds on her hands so it appears she was in a fight and was trying

let's go right on over to "action news" reporter annie mccormick. she's live on the scene along the roster in summerdal -- roost boulevard in summerdale. good morning. >> reporter: it happened right behind me at adams and the roosevelt boulevard in this in this crosswalk. now that the morning rush hour is picking up we're beginning to see how fast some of these cars can blow through here. witnesses told police last night that the minivan seen hitting this young woman and can youy killing her was going at an excessive speed and actually threw her into the air. this is video from around 11:30 last night. that's when police say that the woman had the green light and was using the crosswalk when the vehicle went through the red light. the pedestrian was on her phone while she was walking across that crosswalk. now, accident investigators found her belongings scattered all over the roadway. they are still working to i.d. the woman who appears to be about 19 or 20. they tell us that she was pronounced dead at the scene. witnesses say the force of the cras
