>> supervisor avalos: thank you. today i'm submitting a carbon tax could pay tax on nonrenewable energy that will be used to support the expansion of seeing san francisco urban forest. this tax would also help to incentivize or make an incentive for people to move to our clean power sf program. so it's a very timely that in that way. over the years, the city has relinquished its responsibility over maintaining street trees. i believe that is an act that has disproportionately affected working-class communities where single family homes are predominant and many people in my district struggle for pain that so this tax is also linked by an effort to take carbon out of the atmosphere by creating disincentives for people to receive their electricity from nonrenewable sources, as well as to incentivize the trees that will help pull carbon out of the atmosphere. the way that this carbon tax would work, the controller would generate about $80 million a year and there are exemptions. anyone who receives at least $.50 to 2% of

supervisor avalos >> supervisor avalos: i just want to thank supervisor weiner for coming forward with this idea. relinquishment, which i can i believe in 2009-2010, those years where we had a $500 million budget deficit two years in a row, was a terrible idea. terrible terrible idea. it disproportionately affected single-family homeowners who had less income than other people in san francisco. if you look at the southern part of san francisco, that's the area that really felt it hard on especially on the pocketbooks. if you look in parts of district 11 we've had a real struggle with growing her been forest it's one of our climate action plans to grow our urban forest. about 40%. and we are actually be planted with the support of friends of the urban forest we planted hundreds and hundreds of trees in district 11 and especially in the-we also lost a lot of trees because of property owners no longer want to be in the tree carrying business and a lot of that happens in the darkness of night. trees are removed and so we have a lot of streets that look pretty denuded. any kind of foliage t

supervisor avalos >> thank you. i do one appreciate the work that supervisor weiner and staff have done including the charter amendment. i supported in concert. i also have my own version of this as well. i am also concerned that overall, we are stacking our ballot with too many measures, especially revenue measures could i have a revenue measure that last year i had submitted that i wanted to use to create a strain of funds that could support growing the urban forest and taking care of the urgency for similar although measures going forward i think that committee difficult to move. so, what i would like to see is if we can decide how to at the full board how to move forward on whether we do these charter amendment were not worried either one of them. my charter amendment i do want to create i didn't want to create another set decided i didn't want to tie up city funds but i did want to link it to revenue that can come in and potentially, there's other sources of revenue that could cover the whole damn without doing

i also want to thank for their cosponsorship supervisor mar and supervisor avalos. this legislation mandates that web platforms support, not hinder, the enforcement of our current short-term law here in san francisco. let me be very clear. this is not about changing the existing law. it simply about making sure that this lot that has been in effect for 18 months or so, that this little lot is actually enforced. it's ultimately about corporate responsibili, about an industry that has made and continues to make tens of millions of dollars in this business, in this line of work, taking responsibility for the negative impact that they're having on the housing stock. why is that important? it's important because we have been facing for the last 2-3 years, a housing crisis unlike anything that san francisco has seen. again, this proposal is about enforcement and the proposal specifically mandates that have housing platforms like b&b verify that a host has actually registered with the city and county before they actually advertise their short-term rental on their website.

presenting will be >> good afternoon chair yee and commissioner kim and avalos. my name is megan wier, the director of the program on help equity and sustainability at san francisco department of public health and cochair of vision zero taskforce. we are also truly devastated by the recent fatalities and moved by the strong response today here during public comment. i think it is a reminder to allf ous how much more work we need it do as no death on the streets is acceptable. we recently launched the state of vision zero 2015 report that provides a update of the progress we have made towards the cities commitments toward reaching vision zeery zero and want to share a overview of that report is the entire report is included in your packet. briefly, by the numbers, highlights overall increase-total citations issued for the focus on the 5 violations as well as over 40,000 citations issued on the street each year. over 34 miles of safety improvements were made on the streets and tragically we are still seeing 31 people killed last year and we had 220 severe injury co
