if you recognize him, call the hillsborough county sheriffs office. shooting in self-defense apparently doesn't apply... when it comes to alligators. a sumter county man faces charges for shooting a gator... that he says was threatening his livestock, and even attacked his son. back on june 21st, reginald blanton came outside his home because his horses were acting strangely. when h gator. so he shot it several times. the gator was wounded... and then bit his son, who tried to scare it off. the state attorneys office later charged blanton with possession of alligator parts, because he didn't have a license. blanton says legal fees will cost him more than 5-thousand dollars, and that he will argue to have the charges dropped. his next court date is next tuesday, but they are hoping for a resolution before then. this morning the governor meets with hillsborough county lead force discuss the virus. we are live from downtown tampa where e discussion will take place later today. >> reporter: good morning. that meeting happening right here at the florida department of health of hillsborough county at 9:30 this morning. hillsborough county leaders, they want to stay on top of this now that there's a confirmed case in our own backyard. so far, state officials have put more than 26 million additional dollars into fighting mosquitoes to control the zika virus. the governor saying yesterday mosquito control now ramping up aggressive testing to see if we have local transmission. officials said it's not clear yet how or where the person contracted the virus in pinellas county. and the governor claims the state is winning the fight, reducing the area north of miami where the virus is being spread. >> good news here as a result of education and aggressive mosquito abatement, we are able to cut the area in half. now it's less than a half square mile. >> reporter: so florida's surgeon general

but that is not happening in hillsborough county. when it comes to rabies, in some cats it is just one and done. >> that is okay in hillsborough county if they are feral cats. steve andrews tells us there are two sets of rules here. one for feral cats and one for owned cats. >> reporter: yeah, we have a problem here. we have a state law that is supposed to apply to all cats and dogs but hillsborough allows a one and done for life rabies shot for feral cats but has a different standard for pet owners. how is that legal? state law requires all dogs and cats be vaccinated by a licensed veterinarian. the owner of every dog and cat will have the owner revaccinated after 12 months. that law does not apply to all cats. >> there is the keyword right animal coalition of tampa sees it, care givers for feral cats are exempt from state rabies laws because they are not owners. in an effort to curb the illness in cats, they initiated trapping, neuters, vaccinates, clipping the ear, and returning the animals to their areas. one vaccination for life
