if you live in pennsylvania, work in new jersey, instead of paying new jersey and pennsylvania, you just pay pennsylvania. >> gotcha. >> works great as far as the individuals are concerned. you only have to file one return. also works for the states, as long as their tax structures are relatively similar, as long as their rates are the same and such. so what happened over the past 40 years, after they entered into the agreement, pennsylvania's tax rate has stayed about the same, the 2 to 3% range. new jersey's has risen quite a bit at the upper end, now it's almost 9%. like most states, new jersey is experiencing budget deficits and looking for ways to raise more money, balance the budget. and one thing that came across was this reciprocal agreement. they did a study and saw that they were essentially losing $180 million a year because of this agreement. so under the agreement, either state could pull back or revoke the agreement with a certain amount of notice. back in september, governor christie did that to try and raise that $180 million. what that means is, for that person who was i

they worked in the coal mines around places like scottsdale and mount pleasant, pennsylvania just to the east of pittsburgh. now, it's very important to know that the coal mining was very important here because we are the home of the steel industry. and coal and the refinement of coal is part of that sort of trajectory of the steel making process. so it's very important. so jack murtha's ancestors were a big part of that trajectory of the steel industry here in pittsburgh. public service was a huge thing for the murthas and the ray families, and greatly influenced congressman murtha, particularly military service. so he volunteered for the marine corps in 1952. very quickly, he became a drill instructor down in paris island. then he later became an officer's candidate at quantico. by 19 # 5, he actually -- by 1955 he actually is finished with his active service in the marine corps, but continues for many, many years to be a reserve in the marine corps. in fact, he continues to be in the reserves until 1990, where he retires as a colonel. but that is not his only, you know, service. h

called for pennsylvania. pennsylvania is too close to call. in the state of arizona two-ths of all votes are counted. we have been sitting on the summer for a long time. we know that a couple of hundred thousand votes came into phoenix this afternoon late. they have not yet been counted. the question is, will they count or will they wait to count them in the morning? our correspondent in phoenix, she says as of last report that decision has not been made. that said, a dump of about 200,000 votes could come at any point. arizona with its 11 electoral votes is too close to call. in new hampshire, four electoral votes are you have to give. 87% of all precincts are reporting. hillary clinton is leading by fewer an you can see that it's just over 3000 votes with 87% in new hampshire. it's too close to call. in minnesota, ten electoral votes up for grabs here. hillary clinton now leading in the state that leans democratic. she is leading by a bout a point and a half here. and john podesta is speaking and clinton headquarters in new york city. let's

of those rust belty kind of states like michigan, wisconsin, pennsylvania, i think pennsylvania, wisconsin, real uphill battles, wisconsin in particular, when you look at where the polling is. but that poll you just showed out of michigan, that is something that i believe is giving the trump campaign reason to be hopeful about that state. you saw hillary clinton there today. you talk about a place like pennsylvania. one of our colleagues here, joe scarborough, calls it fool's gold for republicans. that's kind of what it is. it's also, potentially for republicans, if trump does well there, remember, why every year? as joy pointed out, we saw it in '04, '08, we saw it in '12, with republicans thinking they could flip p.a. or take p.a. but republicans this year felt like they have a very unique candidate. donald trump is not mitt romney. donald trump is somebody who is speaking to that working class voter, so that white man that's out in sort of the middle of the state, between pittsburgh and philly. and so there was that -- that was driving a lot of the reason for optimism on pennsylvania. a

electorate in pennsylvania. so now it's only 10%. so hillary clinton's vote didn't turn out a little. his vote did turn out. then you've got in florida, north carolina, you've got gary johnson, the libertarian candidate, got 7% of the vote, took some of the millennial vote, which was up in north carolina, but because johnson was taking it, hillary clinton, it looks like didn't grab as much of the millennial vote in that close state. in florida, hillary clinton's me, with white college educated voters did not exist. donald trump beat her with that group by 20 point. whereas in a state like pennsylvania, she's up by 20 points with college-educated white women. it's a bit of-- some of it is idiosyncratic to the state, but basically in the rural areas he boosted his support-- >> i think there are two big factors. >> the hispanic vote? >> i think there are two big factors here. the first factor is seven out of 10 voters are angry, dissatisfied, sick of number two, amongst nearly every age group, blacks, hispanics, in

favored to win pennsylvania. that was going to be her best battle ground state. i'm just hearing that they just calderon johnson as the winner of that senate race out in wisconsin. >> juliana goldman has been covering those races for us. >> with ron johnson holding on to this senate seat in the race against former democratic senator russ feingold is that this win has essentially cut off democrat's path to an outright majority in the senate. the democrats have only had one pick up so far because republicans have held on to indiana, florida, north carolina and wisconsin. so at this point the best the democrats can do is get to 50 seats and then to get control of the senate, they need hillary clinton to win because remember under that scenario, then as vice president tim kaine would be the tie breaking 51st vote. so again the big news here out of the win for senator ron johnson is that essentially caught off democrat's path to an outside majority in the senate and you've got that combined to our own projection that
