butte county has evacuation centers open for people forced to flee their homes. this was the scene last night at the "silver dollar fairgrounds" in chico.... most of the centers are already completely filled following mandatory evacuations for those living in oroville to sutter county. a family who spoke to kron four at an evacuation center said they were ready to leave as soon as they got the evacuation would happen. a team from the salvation army chico corps is providing breakfast for people this morning. while a crew from santa rosa is preparing lunch for evacuees later today. we have a full list of the evacuation centers on our website at kron four dot com. and kron four's will tran is headed to an evacuation center right now, and we will go to him as soon as he arrives. and now james fletcher is back with a look at how local and state crews are responding this morning. california's national guard has been placed on standby this morning. officials say all 23-thousand soldiers and airmen are ready to deploy to the area if needed. and governor jerry brown has i

evacuation orders extended beyond butte county into yuba county. governor. brown has issued an emergency order to help with the situation. he called in national guard troops to help out. there is a flood warning until 4 pm. paul chambers is standing by with the latest developments. but first we want to check in with steve paulson. thank goodness there is a break. >> they have very limited options. the base -- best case scenario would be a month of dry weather. they have to take a look at the main spillway. they ramped up the cfs at 100,000. if there is no further damage they will increase it. if there is, they have to shore up the auxiliary. at least the water is not coming over that anymore. it's hopped out at 3 am on sunday morning -- 901 feet. >> we do have cloud cover moving and. a lot of high and middle level clouds. main spillway flow increases the key. the inflow has gone down. the outflow is 100,000. if the spillway is okay and no further, -- compromise they will wrap it up. it has been up to 160,000. we will see around sunrise at 7 am. capacity is 9

we start with nbc bay area's christy smith live in butte county. christy. >> reporter: well, the late est information that we have from state water managers in california is that one key what they're really focusing on is trying to drop the lake level by 50 feet. what they've done is increased flows out of water and what they're saying right now is that there is no more water going over the emergency spillway. and that does bring some level of stability to the situation after the dire threat of failure at the emergency spillway at the dam. but there is still many unknowns with this. now, this information is just coming into us, but this is, of course, about erosion at the emergency spillway. now, the plan by the california department of water resources was to try and fly helicopters using rocks to sure up the area that opened up as sort of a emergency repair procedure. but they haven't even been able to [ inaudible ]. what they were trying to avoid is a 30-foot wall of water coming off the lake. now, late sunday afternoon an evacuation order was is

nearly 600 inmates were taken from the butte county jail to santa rita jail. not just the inmates either. they have sent reenforcements to help with all of that extra load. >> butte county sent some of their correctional officers down here. it made this process very smooth. >> several inmates were also taken to the glenn dire detention center in oakland. >>> it's not the actual dam but the spillways that are causing the problems here. the safety impacts everyone downstream. here is what lead to all of this. after weeks of rain simple equation here. it has enough water to cover the size of connecticut. the dam is right there. here are the problems. the spillway and emergency spillway, the spillway was damaged last week. that emergency spillway became a factor. officials say it could overflow and release a 30 foot wall of water cascading into the central valley from oroville all the way down. >>> the more immediate concerns tonight though is rain. more of it is headed our way. state water officials are closely watching water levels because of it. jeff, thursday

shawn bennett is in butte county with more. >> what a difference a day makes. yesterday we could see the rest of the spillway. today you can't even see it. now the water rushing right off to the right side of the spillway on top of the actual hillside and those rocks racing down into the river. history will be made at lake orville dam this weekend according to the officials with the department of water resources. the water level is expected to hit 900-foot capacity early saturday and sunday. it will lukely go over--likely go over the emergency spillway something that's never happened in the 48 year history of the dam. back in 1997 the water came within a foot but never went over the emergency spillway. dwr officials say crews are working to clear debris ahead of the water spilling over. the hole in the spillway continues to grow and engineers plan to continue using it to lower lake levels. there is no imminent danger to the dam and no flood concerns either but that could all change this weekend here in butte county. we send it back over to you. >> time for a ch

butte county has evacuation centers open for people forced to flee their homes. this was the scene last night at the "silver dollar fairgrounds" in chico.... most of the centers are already completely filled following mandatory evacuations for those living in oroville to sutter county. a family who spoke to kron four at an evacuation center said they were celebrating a birthday when they received the evacuation alert. time a team from the salvation army chico corps is providing breakfast for people this morning. while a crew from santa rosa is preparing lunch for evacuees later today. we have a full list of the evacuation centers on our website at kron four dot com. and kron four's will tran is headed to an evacuation center right now, and we will go to him as soon as he arrives. and we are getting a new look at the oroville dam. this is courtesy of the c-h-p valley division.... it's a look at the dam through night vision goggles. california's national guard has been placed on standby this morning. officials say all 23-thousand soldiers and airmen are ready to de
