we're going to go live to our white house chief correspondent john roberts standing by with more details. what can you tell us about this unfolding situation that is rocking the trump administration at this hour? >> this is kind of a logical move from what we've seen out of the last 12 hours from the white house paradigm was told as of last night, and looked as though national security advisor flynn would probably, the words that were used, "skate through the controversy." they have the prime minister of canada coming. they needed to have the national security advisor in place for talks with canada but then as of this morning when the president saw all the negative press that was coming out about flynn and these conversations that he had had with the russian ambassador that he just thought flynn was becoming far too big a liability. there's a point where you are worth to the administration is outweighed by the distraction that you've become, and i think flynn probably saw the writing on the wall. this afternoon, kellyanne conway said about 3:00 or 3:30 that flynn had took full confidence

i think the two john roberts obamacare votes don't undue him. in judge gorsuch's case, what i think makes him a little different from john roberts, justice suit tore, we do have over a decade of tenure on the circuit, the federal appeals court in colorado where we have a number of opinions that give us insights into how he thinks as a judge. carol, what's especially interesting about judge gorsuch's record is these are not just majority opinions where he's applying supreme court precedence. judge gorsuch often wrote separate concurrences and discents where he'd go out of his way to suggest that it didn't make sense and, for example, deferring to the executive branch. in this case we have a far more substantial record for better or for worse than we've had for some of the folks we think of as more shadow or stealth nominees like a john roberts or a david suitor. >> i guess my final question is, is this the right fight for the democrats? why not wait till the next time around which may come, right, considering the age of the justices on the court?

john roberts joins us live from the white house. john, these do appear to be conflicting messages, to say the least. what are you hearing? >> reporter: yes. this is kind of a case of do not as i say, do as i do. spicer insisting that this is not any kind of an easing of sanctions. but at the same time, the treasury department put out a memorandum today rolling back the restriction of sales of some items to russia. you'll remember back in the waning days of the obama administration, they slapped tough sanctions on russia after the intelligence agencies found out that russia was behind the hack of the democratic national committee servers. initially president trump was skeptical of russia's involvement, but eventually came around after a briefing by the head of the intelligence agency that it likely was russia that was behind it. still, what this rolling back restriction, if you will, will do, is allow american companies to apply to the fsb, that's russia's version of the cia, which oversees information technology sales for special pe

. >> shannon: john roberts begins our live coverage today. the big news of the day the announcement beefing up enforcement of our immigration laws. what can we expect the president to say today? >> good morning. half an hour from now the department of homeland security will release two implementation memos. basically the instructions to customs and border patrol and immigration and customs enforcement how to implement the desires of the president when he signed those two executive orders removing criminal aliens on the 25th of january. these are draft copies of the memo. don't yet have the final copies. i'm told they're very similar to what the final draft will be with the exception of some legal language. here is what we know will happen. this will call for the additional hiring of 10,000 more customs enforcement agents in addition to 5,000 border patrol agents to keep the border safe. it will restore the secure communities program. now at the heart of the secure communities program is anyone -- i'm talking about anyone who is arrested and f

john roberts is live at the white house with more force now. >> a lot of fast-moving details this morning. one of the people who has been identified by the fbi and is under investigation is paul manna ford, who was a campaign manager until the end of july. i just got off the phone with him who told me unequivocally the following "i never had any connection to pollutant or russian government either directly or indirectly before, during, or after the campaign." he told me last year and he reiterated he did have contact with some people with whom he used to work in ukraine. the caveat in all of this is that sometimes when you're talking to people in this country, you don't know if they could potentially be connected to an intelligence agency somewhere other than the states. he's definitively saying he never had contact with vladimir putin or the russian government itself. his attorney was accused with meeting. the president tweeting this morning "this russian connection non-sense is merely an attempt to cover-up the many mistakes made in hillary clinton's losing campaign." the president also

but before, let's go to john roberts on the looming immigration rewrite. john. >> good evening to you. i am told by immigration officials that will probably toward the end of the week, thursday or friday, that we see this new executive order on what is called extreme vetting. it also includes that immigration ban. the seven countries, no reason to say it again. the white house hopes that this one is going to pass legal muster, unlike the last one, which has gotten mired up in the court's. it is going to create special carveouts for certain individuals, people like here on certain visas, like work visas or student visas and foreign nationals who have been helping the united states in the fight against terror. the white house counselor's office, at the same time, is poised to hand new powers to the department of homeland security to crack down in the legal and immigration, particularly across the southern border. they are in the the dash they e signed on friday. those are including provisions like hiring 10,000 additional i.c.e. agents, hiring 5,000 more bor

for more, let's go to john roberts. hi, john. >> good evening to you. really interesting to watch the body language between the two, like her girlfriends coming together as opposed to the adversarial relationship that there appeared to be. the big headline today was that president trump appeared to drop decades of u.s. policy dropping the insistence of a two state solution to find a peace deal in the middle east. the president did say that he was going to do everything he could to try to bring the two sides together. the white house position is that the president doesn't think he should impose the conditions for a peace deal upon israel and the palestinians. they need to find the path to peace themselves. they did say that he would try to the best of his ability to facilitate some sort of peace. lesson. >> i am looking at the two state and one state and i like the one, that that both parties like. i'm very happy with the one that both parties like. i can live with either one. i thought for a while the two state look like it may be the easier of the two.

we're gonna start with chief white house correspondent john roberts, who is live on the north lawn. and, john, what are you hearing at this hour about a replacement for flynn? >> reporter: well, let me first of all start. there's so much going on here today that it's difficult to unpack it. let me start with andrew puzder, president's pick to be labor secretary. we understand that a number of republican senators are saying that they are going to vote against puzder and they are urging the white house to withdraw his name from consideration. we have one source inside the white house, one source outside the white house saying, in fact, the white house will withdraw his name. a very senior white house source that i spoke with prior to coming out here said the president is in with benjamin netanyahu. they have not heard from the president on this issue. it may just still be a little bit of speculation. but it is looking like andruw puzder may not last the afternoon here as nominee for secretary of labor. now then to, the next appointment. national security adviser. we understand robert

let's go to john roberts who is live outside the white house. john what more are we learning about the latest phase in the court battle? >> harris, good afternoon. we know the department of justice attorneys are putting together a briefing for the three-judge panel making their argument for why they believe this temporary restraining order suspending certain sections of the president's extreme vetting executive order should be lifted. sources here at the white house tells me that they're going to make the following arguments in addition to others, this is at what is at the center of the case. that the president acted within his statutory powers that the constitution gives him broad authority over national security which includes within limits who is let into the country and when. further, they'll make the case that the white house -- the immigration ban is temporary for purposes of national security, not a permanent measure. they'll also stipulate that the executive order does not cover green card holders, though you remember in the early going

john roberts is live there now. what is the white house saying about the president's comments on iran? >> yeah, he said a short time ago when he was meeting with leaders from harley-davidson, nothing is off the table when it comes to iran. we don't know what is on the table when it comes to iran. yesterday late afternoon, we had a background briefing with the national security council that said they're looking at a large number of options. the options could include further financial or economic sanctions, potentially support for opponents of iran. there's no question that the white house is very upset about what it's seeing happening over there in iran. they think that this is about more than just ballistic missiles. this isn't a testing the united states, about testing the new regime of donald trump. but the white house does insist when taken altogether, it will respond appropriately to what iran did over the weekend. here's sean spicer from the briefing a short time ago. >> we will have further updates for you on

john roberts is on the north lawn. two matters for follow up, john. one on obama care on repeal and replace. that was a popular line in the campaign. there's been push back from middle america. people that are concerned they don't won't have health insurance. >> the president says he wants to replace after he repeals. maybe it's done within the first week. an extraordinairy complicated process. millions that do rely on obamacare for medicare care for whatever degree they have. they're worried if they repeal obamacare, they're not going to find anything to replace it with. the president has promised he'll have his initial plan out in the mid, the end of march. but actually getting that through congress is going to take many more months after that. he was telling bill o'reilly, maybe not until the beginning of next year. he wants it done quickly because he can't do his tax reform program until obamacare is done. the other thing he heard talking about, whether or not there should be an independent prosecutor assigned to investigate contacts between the t

the two-point -- john roberts joins us from the north lawn. >> we've been told we could expect this executive order on friday but i was told this morning that it may be pushed to next week because they want to make sure they got the letter is dotted. what we know of the order keeps some things the same. the new executive order is expected to target the same seven countries as the original one. iraq, iran, syria, libya, sudan, somalia, yemen. white house insist the danger posed by the countries is a factual determination already made by the obama administration. when the courts can argue with. in a nod to the courts, the new order will drop the indefinite suspension of syrian refugees. instead it will likely call for a temporary suspension of all refugees from any country until those countries can put in place a background security test that can pass u.s. standards. the new measure will implement the same 50% cut in refugee admissions this year, limiting admissions to 50,000. some 35,000 refugees have already after the country in 2017, meaning there would only be about 15,000 slots left for th

john roberts is live at the white house. we're a long way for any nuclear option to be discussed. what do we know about the trump administration's warning to the iranians, john? this is new to us. >> we're learning more about that. the president just departed the south lawn of the white house in marine one for a tbd location. we can't disclose that yet. we'll bring that later on today. as to what the the u.s. talking about, they're putting iran on notice. we'll learn more about that in about 55 minutes when the national security advisor, michael flynn, holds a briefing for us. what they're talking about, a couple things here. talking about iran's missile test on sunday. when that jennifer griffin talked about a short time ago. it occurred in december and then the attack by rebels on that saudi flag ship, which they may have thought was a u.s. ship. in terms of the missile test, the white house insists this is all against the iran deal that was broken between the united states and several countries representing the united nations. iran is saying this does not violate that agreement
