i've spoken to advisers, to governor kasich who have asked for the agenda. why does the president want to meet with the ohio governor? they were simply told, catching up. that in and of itself is unusual. typically a leader, especially a sitting governor from a state like ohio, would have some idea if there is a request coming from the president. so, we'll have to see if governor kasich will talk about it after the meeting occurs. during the early phase of the campaign when it looked like donald trump was heading towards the nomination, there were rumblings he could be selected as a possible running mate, even though they had such divergent views and kasich was so publicly critical of trump. perhaps, there's some other kind of job or insight that the president is looking for from the ohio governor. when you talk about the health care law, of course, governors have a lot to say about things related to medicaid expansion. perhaps he wants to talk about that. we'll have to find out. the meeting itself, given the rivalry that existed, is certainly notable. when

i know that kasich's staff think they made in rodes with him. how many times on the campaign trail did he say we don't want people dying in the streets for not having health care. he said we're going to take care of these people and make sure that they're covered. he has a white house full of governors today bending his ear on this. meeting with health insurance ceos today and mitch mcconnell and paul ryan. we'll see his reaction. at the end of the day we'll see tweets on this. >> this isn't an open question. and had coverage going down 51% if you got rid of the expansion of medicaid another one had a reduction of 30% if it winds up being a split cost where the state versus to pick it up. that's going to have to be what the political consequences here if you're going to cut these things. how is that playing now? >> but that means that the states have to pay and there's no way they can afford to cover all of these people. so they have to subsidize that. what level of subsidy is going to go into the states is a huge, huge open question moving forw

look at the john kasich tape that you played earlier today. he's been a fan of expanding medicaid, there's been so republicans who want to block grant medicaid and reduce the spending. there's been a report out from the times for the last short while, that they're going to unveil the structure of a budget. and reportedly, the times is saying, there's going to be a surge in defense spending and cuts, pretty much across the board and other programs. so that will be very controversial. donald trump is now moving into this phase, a new phase of his presidency of having to work with congress, work with the governors, work with other elected officials, especially in congress who feel they are a co-equal branch, to work through these difficult, difficult issues and see if they can reach agreement. the agreement seems farther away today than it did four or five weeks ago, but donald trump still has strong leadership potential there in the congress with both chambers in republican hands. >> i want to bring in athena jones our white house correspondent
