kris sanchez live with a look at what bart officials may be considering. thanks, kris. is. >> folks who bart in the morn g morning, the problem is what people are doing in off-peak hours. that is euimpacting the bottom line. ridership is down the first part of this year. about 5% fewer people are taking bart on the weekdays. that is nearly double on the weekends. the surprise here is that this follows six years of ridership growth. according to theory news, it could add up to a shortfall in the upcoming fiscal year in terms of the operating budget. bart labor contracts are set through 2021. no cost cutting there. bart manager who overseas the budget say they are considering cutting discounts to seniors and youth. and reducing service on some lines. here's how it could impact you whether or not you take bart. the riders could be finding other ways to get around. that will mean more congestion on the roadway. that may already be happening. a little perspective. we'll tell you the "new york times" is reporting that ridership on the subway in new york city is down and the t

. >> kris sanchez live in felton with concerns about the san lorenzo rising. kris, what are you seeing? >> reporter: we can see the river. it is chugging right along. you can hear the power of the river. san lorenzo is expected to be within two feet of flood stage. that is two days after it reached what is considered major flood stage this morning. it is really incredible video. the san lorenzo river at 23 and a half feet. part of the courthouse was under water. and paradise park community, there more than 30 homes were under water. folks who lived in felton heard the flood siren warning. some folks already trapped in their homes and needed rescuing. this couple watched the water rise from inside. >> that is the river outside the window. that's the san lorenzo river. >> so that is the san lorenzo river. there will be more of that today. this storm is expected to bring a lot of rain to this area. we have already seen saturated grounds. in fact, we wanted to get a little closer to the river but the mud on the ground is almost a foot thick. in felton, kris sanche

. >> kris sanchez live in san jose where the creek there overflowed, flooding streets overnight. good morning. >> reporter: well, good morning to you, sam and laura. this runs right through the neighborhood here in san jose. we're on one side of the creek. to give you a perspective how wide it is rushing right now, the city crews are on the other side. this will mean traffic detours for folks who live in the area. you can see the rushing water that spilled over just before midnight last night. the creek is flowing over mabry road. part of the road is closed. city crews are on scene there. this is one direction near educational park drive. this is a developing story as it happened just around midnight. we are trying to figure out how far out city crews are blocking the roadway. they are waiting for floodwaters to run their course. we did see a sump pump out here. they don't appear to be pumping anything. it is a sight to see. this is a popular walking and cycling trail. if you are coming out, you might want to watch from a safety distance because the waters are swift. we know the

kris sanchez is there looking at what conditions are like for us this morning. >> reporter: good morning to you, sam and laura. we have a number of people who are 25 feet away from the top six floodwaters that are still in this neighborhood. in the distance you can see some of the cars that were nearly completely under water. behind them, some of those apartments that were evacuated. you can see the red xs there where emergency crews cleared the folks out and then marked the spot for that other responders would not duplicate the effort. now, we know we have 50 police officers working on the new evacuation areas going door to door. but yesterday it was the fire crews. they were evacuating people by boat. by now you may have already seen these images. swift water rescue boats being walked out of the toxic floodwaters contaminated with sewage and chemicals like oil and other household items. about 500 people in this neighborhood are out of their homes. about 2,500 more people could be asked to leave their homes in the area of downtown jose. some of the folks here said they got some notice t

. >> today in the bay kris sanchez is monitoring water levels there. they're rising, aren't they, kris? >> reporter: good morning to you, laura and sam. we got here at 4:00 this morning. in the time that we have been here we watched this river really rise. some of it is covering part of the lower lying part of the bike trail here. and this could get close to flood stage later today. if you look at this graph. we won't keep it up for long. but the purple peak is for today when the river is forecast to reach 15.7 feet. flood stage is 17 feet. so within about a foot. my photographer allen shows you the comparison there from last month. we don't expect it will be quite as bad as january. still, we will be close to flood stage. the flash flood watch is in the santa cruz as well. they are bracing for more rock slides. and the burn zone is particularly vulnerable. the series of storms stacked up will be a problem for folks whose homes have had enough of this wet weather as well. this man cannot even start to fix his roof which partially collapsed in the rain
